OGP
OGP stands for Omega Guardianship Program. It is a subprogram of the OSS and runs alongside their creature department. However, this program does lease closely with both the AMS and BCS. Its primary focus is to support Omegas who can't care for themselves. And is only open to those under the creature department who are over 18 years old. However, that doesn't mean Betas can't access the program as needed. There have never been a case Alphas been the recipients in the program, only the support.
Someone could need the program due to both physical or mental health. It works by pairing an Omega or Beta with an appropriate support Alpha who will care for them. Often this is a short term contract lasting 1 to 3 years. At the end of those years, the contract can be ended, renewed or made permanent.
While under the program the pair will work closely with the OSS. Regular health checks and Counselling are standard during the term of the entire contract. This can sometimes make the Omega feel like they are living under a microscope. But it has saved many Omegas lives and so is considered necessary. This is due to Omega creatures only been placed under the program as a last resort to help them.
When the time comes for the contract to end. A meeting is set up between the participants and representatives from their organisations. A full medical is done, and a final counselling session is performed. The doctors/ Healers will then write up their recommendation for the future. At a formal meeting, it is then decided what will happen next. So for an Omega, this would be their support Alpha, someone from the OSS and someone from the AMS. These representatives must be from the creature department of their organisations.
If it is decided the Omega has recovered from what led to being placed under the OGP. Then the contract comes to an end. It is then the Omegas choice what happens next. Whether they and the Alpha stay together in a normal relationship or go their separate ways. Which happens depends on the bond between them created and the means of support the Alpha had to give.
If the contract is to be renewed the length of time will be debated on. Typically this would only be for a year. Often times it is felt that the Omega or Beta would need a small amount of extra help. But they are nearly there in their recovery. This can be a little dishearting for the Omega or Beta creature, to know they need more time. However, it can also be reassuring that while they will be continuing in the program, they are not far off their contract coming to an end. There is no limit in the number of times a contract can be renewed. Nevertheless, most are only renewed once or twice before the contract is made permanent.
If a contract is to be made permanent, then an assessment must be done. This is to make sure the Alpha and Omega are compatible. The OSS refuses to place an Omega or Beta in a permanent contract with an Alpha they don't get along with. They refuse to let the Omega be passed from Alpha to Alpha the rest of their lives. It must be a permanent placement. A permanent contract is only recommended in the most severe illnesses. It may be that the Omega has a health problem they refuse to acknowledge or care for. Or it may be the Omega or Beta has just been so badly abused they can't care for themselves anymore. This route is only ever taken as a last resort and never lightly.
No one is ever placed under an OGP contract for no reason. As much as possible, the Omega or Beta must agree. In these cases, it is called a Voluntary agreement. They tend to be more lenient. The Omega's work is taken into consideration and the means the Alpha can use to help the Omega are outlined. The Omega can stipulate if they are to have their own room or space. The Omega can also choose if the relationship is to go past Physical care and into the more sexual range. Since it is a Voluntary contract that means that if anything is to be changed a formal meeting between the pair and their organisation representatives need not be called. Instead, the pair only need two witnesses to sign off on the change.
However, it is not always possible to get the Omega or Beta to agree to a voluntary agreement. In these situations, a full tribunal is called between all the Organisations. If everyone at that table from the AMS, BCS and OSS are all in agreement. Then the Omega or Beta can be placed under an involuntary contract. Involuntary contracts are more formal and last for a more extended period of time. Often between 3 to 5 years at a minimum.
In this sort of contract, the Alpha has a little more leeway in terms of care. Such as work and means of monitoring the Omega. But they are watched more closely by the OSS or their organisation. Once again, Counselling is mandatory, as are health checks. These tend to be more intense and frequent than a Voluntary contract. In a formal agreement, it is set out if the Alpha can have sexual relations with the Omega. Such as for the Omegas heats at a minimum. If it is not allowed then, the Omega must spend those heats alone at the OSS. This part of the agreement is reviewed each year. If the Omega or Beta ever reaches the point where they agree that going into an OGP contract was the right way, then they are allowed a say in their care. But it is only when the contract comes to an end can it be changed from Involuntary to Voluntary.
Exiting an Involuntary contract is the same as Voluntary. A formal meeting is convened. The contract can come to an end, be renewed or made permanent. It is here that if the contract is renewed or made permanent, then it can be changed to Voluntary. It is rare for an Involuntary agreement to come to an end after the first term. Often it is altered to Voluntary and renewed for at least a year before ending. Most often though it is two years that the contract is renewed for.
If it is agreed, or the Omega gives consent, that sexual relations are allowed then there is a matter to take care of. Children. It is a rule of temporary contracts that all precautions against children must be taken. There is no way that is 100% effective to an Omegas heats and Alphas ruts. However, as long as all methods are used and the risk is minimised, then it is allowed. Should children be born while the Omega is under the contract, then the child will be taken into care. All children are legally under the custody of the Omega. Unless the Omega doesn't want the child or is unable to look after them. Then the Alpha gets the first choice on if they want custody. If the Alpha doesn't, then the child goes into permanent care under their Caste program. Until the child is 2 and able to have the caste check done, then they will be placed with a foster family. If neither the Alpha nor Omega want custody and the child has been with their foster family a year. Then the foster family has the option of adopting the child.
Should the Omega or Beta be placed under a permanent contract and wish for children, then the agreement must be Voluntary and not Involuntary. This can be achieved by calling for a formal meeting. The Omega then must go through an assessment to prove they are capable of making that decision and care for the child.
If the contract was a permanent Voluntary contract, to begin with, then no such meeting is needed. This can come about where the Omega started with a Voluntary temporary agreement of 3 years. In the end, the formal meeting decided that the contract can end. But the Omega didn't want it to. So a permanent voluntary contract was arranged. The matter of children will have been discussed in this.
There are many reasons why an Omega would not want to leave the OGP Contract. Security, support and fear, to name a few. This is the Omegas choice and allowed. In this situation, the Counselling and medical checks are reduced to a minimum over a period of years.
