A/N: Welcome to the 80th Hunger Games! This chapter is short because it is basically just a mishmash of important information that I thought you guys should know, and is important to the plot. This came to me at 2 am a couple of days ago, so... Anyway, enjoy the chapter and the important stuff is at the bottom!
A Bit of Backstory
The rebellion failed. Katniss and Peeta were kept alive for reasons unknown to the people, and their descendants were excluded from all future Games. The only requirement was they, and their children once they have them come to the Capitol every year for the Games and any other event required of them. 12 is now in charge of making medicine, and the new mayor is Mayor Everdeen, the mother of the famous Mockingjay. She changed the occupation of 12, and although there is still some coal production, it is voluntary and the main source of income for 12 is medicine. 13 has been absorbed into the districts, with the refugees from 12 moving back to their district and rebuilding it. The citizens from 13 have moved to the districts where their specialties lie. Medics to 12, tech people to 3, and so on. The ones who don't have a specialty are absorbed into 12 to start a new life there. Both President Coin and President Snow are dead at the hands of the Mockingjay. A new age has descended on Panem, headed by President Snow's young granddaughter, Celestia, as Snow had ordered before his ultimate death. She is now 16, and the youngest President in the history of Panem. However, everyone respects her as she is a better person than her grandfather. Unfortunately, she could not eradicate the Games completely, as that would cause the people of the Capitol to rise up against her. However, all of the tribute's families will receive a bit of money and food for each week that the tribute has been alive in the arena. The prep period is also now longer, so that the tributes get a better understanding of vital skills. The first Hunger Games of this new regime was the 79th, and the victor was 17-year-old Athena Victor from Two. Both of her parents were victors in consecutive years. And this is where our story starts.

However, she is the D4 female mentor. For the purposes of this story, and also because I want Finnick to be alive, Finnick is alive and the D4 male mentor. And also he and Annie are married and Annie is pregnant.) are dead. So, that is not happening, so feel free to submit mentors! But, please make sure that there is not a canon victor on the year you want your mentor to win. I've had a couple of issues with that, so please check before submitting mentors.
