"I'm telling you, it's worth a fortune!" A man speaks to someone over the phone, walking through the business district of a moderately sized city, the overcast that permeates a blue tint that coloured the city enshrouded him in a blue light.
It's always been like this since the city's inception, they gave the city its moniker because of the phenomena, "the blue lit city."
As he walked, the man says to the person over the phone, "Tell them I'm worth the money, then!"
He stumbles as he knocked into someone walking ahead of them, a woman wearing a brown drab long coat, didn't see her face or really look because his attention drew to only his phone call, and immediately apologized for his mistake, before returning to the important phone call regarding the sell of a valuable artifact that was found somewhere in Britain.
"Exactly, I'm happy that you see it my way," the man smiled as he hung up his phone, going towards the area marked for cabs, there's another man waiting, wearing a dapper muted brown suit and bowler hat, his black hair neatly combed underneath.
Waving his arm outstretched, the man called out for a cab, before recoiling to the safety behind the yellow marked barriers.
He waits for ten minutes, but no cabs showed up, and he frowns, before striking up a conversation with the man beside him, seeing there's nothing else for him to do at this spot.
"How long have you been waiting?" The man asks the other, his dark eyes focused on the road as cars passed them.
The other man responded with a dull, "Not long."
Sighing, the busied man looked down at his watch, seeing the time, before sharply groaning, and he stood beside the other man waiting for their cabs.
"Where're you going?" He continued conversing with the man, focused on the road, never turned away to look at him, and he heard, "Towards the H&R, yourself?"
The H&R's not far from where he's going and well, considering the wait for the cab, the man offered to pay the fare if they shared the cab together, since H&R's along the way.
He heard the other man modestly decline, even offered the man the cab and he'll wait for the next one, but he shrugged as he says, "Shit, at this rate, you're waiting in the rain. Come on, it'll be my good deed for the day."
Reluctantly, he agreed, and he sees the man stick his hand out, to shake his, while saying, "Charles, you?"
He heard a dull response, "Alfonso."
Nodding, Charles stood beside Alfonso while waiting for their cab, which seemed like an eternity, until he sees one pulling into the curb.
Alfonso entered first and Charles afterwards, Charles giving the driver the instructions as he settled into his spot.
The cab pulled away from the curb, disappearing into the sea of cars, and Charles called someone else on the phone, telling them that he's going to be late, traffic, and for them to ready the meeting room.
When he hung up, Charles stopped as he caught a glimpse of their driver, for some reason, they looked familiar, even from behind, he recognized the same coat.
He tried passing it off, but hair started standing up on the back of his neck, and the silence in the cab intensified it.
It became harder trying to wave it away that Charles tried alleviating it by speaking with Alfonso more, but the blank look in his face unnerved Charles, and he noticed that their driver's taking them somewhere off the main roads, the number of cars he sees dwindled until they're the only ones on the road.
"Wh-what's the meaning of this?" Charles demanded answers as he couldn't escape the cab, his passenger door wouldn't unlock and he couldn't smash the glass quick enough before Alfonso immediately grabbed him.
The cab stops in a rural area far from the city and their driver turned around, Charles sees it's the woman he bumped into earlier, the same emotionless blank face.
Struggling, Charles found that Alfonso's grip tightened until he could barely move, and the woman dully tells him, "He sends his regards."
The two then disposed of the cab into the ravine below, disappearing into the surging waters, while they too, disappeared, arriving back at the city.
They silently walked through the streets, going towards the building as instructed, arriving at the roof, where a third man stood, his back to them.
"Is it done?" They heard him ask.
They stiffly nodded and he then says, "Good. The ploy worked. He'll be here in a few hours. See to it that he is brought to me, alive. I don't care much what happens to whom or whatever he brings with him. Keep them if they're useful, dispose them if they're not. Understood?"
He stifled turned his head, his blue eyes accented by the blue tint, seeing the man and woman stiffly nod, once again.
Satisfied, the man sent them away, preparing for their next mission as he overlooked the city.

Returning to the grind, Theodore and Lila rejoined the world of monsters, aliens, and conspiracies, where they battled all and any for the good of mankind and then some.
They started their return with Daleks and went from there, to now, where they're on their latest adventure, a blue tinted adventure, to be exact, a gloomy overcast moderately sized city, not exactly the normal adventure of running through strange planets and tight corridors, maybe not an exciting backdrop for an adventure as David and the late Herman colourfully presented on the show, but here they were, doing as they did since that fateful day.
"What smells like blue?" Lila comments as she stepped out of the TARDIS, hidden away in an alleyway, glimpsing around their new surroundings, seeing the blue tint that made it hard to tell what the time of day it is without a glance at the clock.
Stepping out of the TARDIS behind her, his icy blue eyes accented by the blue tint in the area, Theodore blinks as he closed the TARDIS door behind, before joining Lila's side as they began their latest adventure.
Al says that there's been a recent disappearance of a man, Charles Rupert, he was supposed to sell a rare artifact discovered in a decrepit castle somewhere in Kent, and since his disappearance, the artifact's withheld from sale until further notice, due to the disappearance.
The artifact, Al says caught his radar, radioactive, unusual for something found in a castle built in the 1400s at most.
"What do you think?" Theodore asked for Al's opinion the radioactive artifact that Al managed to find a picture of, just an ordinary statue, and he says that he doesn't know how a radioactive statue of a woman made its way in a castle from the 1400s.
Oh, he checked the usuals, sells, renovations, someone using it as a stowaway for weapons and whatnot, nothing popped up.
It's too unusual for him to ignore and he's continuing his investigations on the matter while Theodore and Lila go and meet with the director over at the B&B building where Charles worked, he's expecting them, under the impression that Theodore's investigating the odd statue (which he is, but with a dash of authority to keep things simple.)
"Only reason I can think of is that someone hid it there intentionally," Theodore gave his thoughts as he kept Lila close while they maneuvered through the crowds, hailing a cab, and having it bring them to the building, which took time because of traffic, though it wouldn't be any different if they'd walk, the sidewalks packed with people, all with the same idea.
Why Al couldn't bring them closer to the B&B building's because there weren't any covert areas for him to materialize without someone seeing, it's overlooking an open plaza, sparse of hiding places, that he felt it was better if he materialized further away, but close enough that it wouldn't take long for them to arrive, barring traffic.
The cab driver said there's been wrecks all over the city because of black ice in spots, due to frozen water mains buckling under the weight of the ice, and the metro stations weren't better because of the congestion in spots.
While they're stuck in a traffic jam, it left Theodore and Lila sitting in the back of the cab, listening to the radio the cab driver put on for them, and his benefit, as they're stuck behind a garbage truck.
They couldn't openly discuss things in the presence of the driver, so they relegated much of their conversations through telepathy.
"Twenty adventures since we've been back, I say we take another two weeks off," Lila mentioned they've been going since they came back and Theodore sighed as he said that it's par course, but as Al said, it took time to get everything sorted for them to get their two weeks.
Now, it's another Doctor's chance at having a break, then the next, so forth, until finally, it's his turn once again.
"Besides that, I think we got away with a few extra days in Japan, don't you think?" Theodore winked at her before Lila saw his point as she added, "Yeah, I guess when you put it that way, time flies when you're having fun."
Theodore smiles as he gently rested his foot on top of hers as they see traffic moving in front of them with the cab moving in tandem with the traffic.
Half an hour, they arrived at the B&B building, where they headed inside, and went towards the receptionist's desk where a woman's typing.
She briefly stopped when she noticed them, there Theodore introduced himself, and she called for the assistant while Theodore and Lila waited.
Lila decided to people watch since the large windows provided clear view of the sidewalks and traffic, she sees a well-dressed man wearing a brown dapper outfit, complete with a brown bowler hat with a black trim.
He must've noticed her staring, because he slowly turned his head towards her, before turning attention to the crowds of people ahead.
"Oh, Doctor, thank you for coming so quickly," she heard the assistant coming out of the elevator, tightening his red tie as he hurried to greet Theodore.
