The Muggleborn Relocation Act
One week before that fateful Halloween night, a law was passed. Pushed by none other than Lucius Malfoy, the "Muggleborn Relocation Act" saw muggleborn children all over Britain disappearing from their cribs. The MRA stated that all muggleborn children below the age of 5 would be adopted by pureblood families through an ancient blood ritual. This ritual changed the genetic makeup of the child making them truly pure. As the ritual passed down family magics, wizarding Britain saw the surge of long forgotten or nearly extinct abilities. Natural animagus, metamorphmagus, and beast speaker were only a few that were now abundant.
The Malfoy family were chosen to adopt the first child to promote the act. They chose a young girl born to muggle teeth healers, Hermione Granger. During the adoption ritual, held in the ritual room under Malfoy manor, another guest was present. Lord Voldemort wanted to ensure that no matter what, his legacy would be passed along. Through this ritual, he would find a little girl who looked every part the Malfoy but with rampant dark magic, parseltongue, and a penchant for questionable morals. As the ritual was nearly complete, a blinding white flash with an ominous voice sounded throughout the chamber.
"Born to filth but now is pure, one will change the world. Gone with traitors to magic herself, the false stars will plummet. Born to filth but now is pure, one will breathe life into magic and magic will find its revenge on those that have turned their backs on her gifts."
Silence rang for but a moment before a loud laugh filled the Malfoys with hope and dread.
"My Lord?" Narcissa questioned quietly.
"This is our victory. Our daughter will bring magic back to the wizarding world. She will put those disgusting muggle lovers in their place. You must teach her every bit of our traditions."
"Of course My Lord."
As news of the new member of the Malfoy family was released in The Prophet, the oldest pureblood families rushed to the Ministry to add their names to the adoption registry. To the light families, this was seen as a way to harm muggles and muggleborn by ripping families apart. This view didn't last long however as the Malfoy family made their first public appearance with Hermione Malfoy. Everyone could see that she was the light of her parents eyes, next to their son Draco. She was soon coined as the "Malfoy Princess." The tabloids were all about how baby Hermione could hope for no better family as now she would live happily with magic as was her birthright.
By the end of that week there was an upsurge in the pureblood population. Even light families with no children saw themselves asking to be put on the adoption registry after they saw how happy baby Hermione was, as well as how happy the Malfoys were with their new addition. After all, if a Malfoy baby could be happy, their child should glow in happiness. Maybe they would find themselves in the tabloids.
In another part of wizarding Britain, Albus Dumbledore was in shock. How could this have happened? Don't they see that this act will never work? The wizarding community needs muggleborn to promote the light faction. Without muggleborn, Dumbledore had no hope for getting rid of the disgusting dark rites that the old families practiced. Fawkes let out a beautiful trill. Suddenly Dumbldore was much more relaxed.
"Of course, I will just have to wait for these children to come to Hogwarts to make sure they are properly informed about how dangerous the Dark Arts are."
He stood and kneeled by the fireplace with a handful of floo powder.
"The Burrow."
Sticking his head through the green flames, he saw Molly and Arthur Weasley.
"I am calling an order meeting to discuss recent events. Gather everyone and meet at headquarters."
"Of course Albus, we'll see you there."
Closing the floor call, Dumbledore moved through the castle at a sedate pace. As the leader of the Order of the Phoenix, he didn't feel pressured to arrive quickly as no one would think to berate him for being late.
Headquarters was silent and tense. Was there another attack? Was someone they know hurt? As Albus walked in, he gave a grim smile. Taking his seat Albus started the meeting.
"Thank you for coming. I feel it is important that we discuss the Muggleborn Relocation Act that was passed last week."
"That's what this is about?" came from Amelia Bones. She had lost her family except for her niece in the beginning of this war and was excited at the prospect of expanding her family.
"Yes my dear, we must find a way to put a stop to this."
"I will not! I think it's a wonderful idea and have already put my name down on the adoption registry! Think of the good this will do Albus, no more bigotry, no more dead muggleborn children or injured muggles from accidental magic."
Albus sighed in disappointment, "You are being fooled Amelia. They could use this to bring back the dark arts. With such an increase of the old families, the light faction will be overruled at every Wizengamont meeting."
Molly stepped in, with 6 children she had no need for more and would rather eat a snitch than support anything coming from Lucius Malfoy.
"Amelia how could you! You're helping these monsters steal children away from loving families! Who knows what they will do to these poor babies. They might use them in sacrificial rituals or imbue them with the dark arts! It would be a catastrophe and you support it!"
"Now, now Molly," started Dumbledore. "Amelia, I cannot allow you to steal these children. The adoption ritual required was previously banned. Have you been straying to the dark arts Ms. Bones?"
Tired of being berated for her beliefs and refusing to conform to Dumbledore's commands, Amelia stood.
"If that's what you think of me then I have no need to be here. I am resigning from the order. Expect no help from me Albus." Slamming doors were left in her wake as shocked silence reigned among the remaining members of the order.
Albus looked around the table "This is what the MRA will do to everyone. People are being blinded by their own wishes. We must put a stop to this, for the greater good."
"How Dumbledore?" Molly asked.
"We cannot be seen supporting this. I believe that when these children come to Hogwarts I will be able to teach them the ways of the light. I will push for a rescindment of the act in the next meeting."
"Of course we will defer to you Albus." Molly breathed.
"What about the war, You-Know-Who?" Sirius wanted to do something that would see the biggest evil defeated before they focused on petty things like laws.
"Everyone else will continue with their previous assignments. I see no reason to keep you here longer." Albus stood, gave the appropriate comforts and condolences, leaving swiftly before he could be questioned about Voldemort and his plans.
That night saw the death of Lily and James Potter along with the defeat of Voldemort. Dumbledore, sidetracked with placing Harry with the Dursleys, Sirius's imprisonment, and the capture of death eaters, saw that no one remembered the MRA or why they wanted it gone. With much bigger things to take their focus, the MRA was never challenged and soon was seen as something to be accepted and revered. Going against the act now would be to accuse everyone with pureblood practiced the dark arts. Not even Dumbledore was willing to tackle that task. He would simply wait until the children arrived at Hogwarts. He would fix this, even if it meant going against the children. They had to be taught properly, for the greater good.
