In a void where nothing else existed but two of the mightiest of Dragons, preparations were being finalized.
"Are we truly doing this, Ddraig?" Albion Gwiber, the one famed to be the White Dragon Emperor of Supremacy spoke to his rival (and closest friend, although he would never let that escape his thoughts).
"Are chickening out, my friend?" Y Ddraig Goch, the one famed to be the Red Dragon Emperor of Domination replied, already giving out the necessary energy to fuel the spell the duo had devised. Unlike Albion, he wasn't what Issei would've fondly labelled as a Tsundere. "You were the one to suggest this."
"I am aware. Still..." Albion hunched into himself. "They will not be the same as we know."
"Even so, I'll be going ahead." Ddraig flexed his muscles as two portals opened up before them. "As long as there is a 'Issei Hyoudou' present, I can befriend him all over again. Really, it's all his fault that he devised a way to free me from the {Boosted Gear} without resulting in his death. I cannot believe that I am admitting this... but I am already too used to having his thoughts mingle with mine."
Albion patted Ddraig's back with his wing in a comforting manner. "And I as well. Although, Vali just copied Issei for the chance to actually face me in combat rather than out of just pure friendship."
"..."
"..."
"...is it wrong if I am hoping that this other Issei is just as perverted as the one I knew?"
Albion burst into a hearty chuckle. "Only if it is wrong for me to wish that the other Vali possesses at least half of my Vali's fighting spirit!"
With that said and in perfect synchronization, the Two Heavenly Dragons leapt forward into their respective portals, recreating their Sacred Gears anew into the forms of what their new world would dub 'Quirks'.
"Ddraig..."
"Yes, Albion?"
"This time, we won't lose them to anything but old age."
"Agreed. And if he dies, I will perish along with him this time."
"That does not mean we shall be anything less than the strongest, right?"
"Obviously. The Red Dragon shall tear the earth asunder as He Dominates..."
"...and the White Dragon shall set the skies ablaze with His Supremacy."

Inko Midoriya liked to think of herself as a reasonable person. She didn't desire much in life but whatever she gained, she defended with a passion that didn't match the usual kind and anxious nature she shared with her dear son.
So it was okay, right? It was okay to be nervous about the guest before her, right?!
"H-Hey, mom." Izuku sat before her in their living room, sheepishly gesturing to the man beside him. "You may not know him but this is..."
"The Red Dragon Emperor: Ddraig, right?" Inko cut him off, surprising her son. "Izuku, just because I worry about your career choices doesn't mean I don't try to keep up."
"I think he's more surprised about the fact that you knew me without my armor, Midoriya-san." Issei Hyoudou commented. "I usually make a habit of not showing my civilian side to the media."
Inko chuckled. "A few years ago, there was an incident in which you stopped a rampaging villain in a police station. I was one of the civilians present when he punched your helmet off."
While Hyoudou made a sound of understanding, Izuku reacted quite differently. "What?! Mom, what were you doing in a police station?!"
"Ah!" Inko blushed at the memory that popped up from that question. "Micchan and I... Well, it was just a night out with both of us... and Micchan might have had one drink too many... Well, that guy had it coming anyways! Even if he still has some problems walking properly, we had no charges pressed against us!"
Izuku and Hyoudou showed amazing sync in how they both tilted their head in unison.
"S-So, anyways!" Inko fretted, her fingers digging into her lap. "While I am thankful for you saving my Izuku and giving those dreadful heroes the tongue lashing they deserved, why are you here other than if you were just accompanying him home?"
"Ah... Well..." Izuku gulped. "Hyoudou-sensei wants to train me in becoming a hero and I agreed and he said I needed your permission and please don't say no I'll be doing my best he's the number three hero-"
"Izuku, you're rambling." Inko gently cut him off, causing her son to blush as he slapped his hand over his mouth. "Hyoudou-san, can I call you that?"
"Sure." Hyoudou shrugged. "I'm guessing that you want to know why I'm interested in training your son?"
"And determine if it's safe to actually let him train under you." Inko finished, ignoring Izuku's upset stare. "You may be the Number Three Hero, but that doesn't translate to any skill that allows you train children like an actual teacher. Also, my son is Quirkless. While it doesn't lessen how wonderful he is in my eyes, what attracted you to him?"
Although it pained Inko to highlight Izuku's Quirklessness, she could still see the doubtful curiosity in his eyes as her child turned to face Hyoudou.
Hyoudou hummed as he stared back at Inko before bursting into a chuckle. "Well, I can't deceive a parent as caring and protective as you, can I?"
"Of course not." Inko smiled back. "Do give me an answer though. If I do not agree to it, I'll have to ask you to leave and never bother my son again."
"Mom!"
"It's fine, kid. She's well within her rights to do that." Hyoudou waved him off. "There're two reasons why I'm offering to train your son. The first is that I approve of his reason to become a Hero. Most people are usually in it for the money, or the glory, or just the chance to use their Quirks however they want. Izuku here-" Hyoudou gestured to Izuku. "simply wants to be able to save people with a smile like his idol does. I may be the Number Three Hero, but even as seriously as I take my job, I didn't pursue it for reasons as altruistic as Izuku's."
"Why did you become a hero, then?" Izuku asked before panicking and flailing his arms. "I'm sorry! T-That was sensitive and too i-inappropriate of me-"
"I did it to be popular with girls." Hyoudou answered with total honesty, stunning Izuku into silence.
Inko herself wasn't as surprised. After that night in the police station, she had looked him up and while he did possess an excellent track record regarding his job, he was also subject to several rumors and scandals involving women.
(It even showed in how his gaze had raked over Inko the moment he laid eyes on her. Even fully dressed with a knee length denim skirt and wearing one of her favorite pink shirts with a frilly neck, Inko could still feel the hot gaze admiring the figure she and Micchan had retained from their frequent visits to Ryukyu's Wyvern Workouts gym.
Inko was rather conflicted on whether or not she appreciated Micchan always dragging her there. On one hand, it helped in retaining the attractive figure she would've definitely lost due to her stress eating habits. On the other hand, the attraction it brought was mortifying. How could Micchan stay so confident with all those wolf whistles in their direction?!)
The weird part about the scandals? It was always just the husbands, boyfriends and the like to complain. Not the aforementioned women themselves.
There was even a saying involving the dragon-themed hero.
"Don't ever invite Ddraig into your home without hiding your wives and daughters. He might see them as treasures and take them for himself."
Inko wondered if they had been right to use 'take' instead of 'steal', because as Micchan later pointed out, there was probably a reason why someone like him didn't have a single lawsuit staining his career.
Well, a single lawsuit that involved his... tendencies. What few lawsuits he did have were all standard ones involving when he would be too violent on a particular villain.
"The second reason is that I'm not quite sure that your son is actually Quirkless." Hyoudou revealed, stunning the Midoriya household.
"Ddraig." Inko growled out, anger swiftly replacing her shock and seeping into her tone. "I hope you didn't come here into my home with the intent of mocking my son. My Quirk allows me to telekinetically control anything capable of being lifted by a single hand. May I remind you that there isn't a single component of your body excluded from that?"
"I am not mocking Izuku in the slightest, Midoriya-san." Hyoudou sent an unbothered smile at her before turning to her son and manifesting crimson gauntlets with emerald gems and clawed fingers over his hands after presenting them. "I believe that you are quite aware of my Quirk {Boosted Gear}, right?"
"Am I?!" Izuku shrieked as he grabbed one of Hyoudou's gauntlets to caress it. "It's one of the few Quirks in the world that combines multiple Quirk-types into one! Other than manifesting as protective wear, it allows you to double your physical abilities every ten seconds! Then you became one of the few human beings in existence to achieve Awakening and evolve your Quirk into allowing you to ignore the ten-second rule of your boosting, manifest an armor which could change forms to perform different functions, generate and control red-colored flames-"
"Okay, okay." Hyoudou gently patted Izuku's head. "You've definitely proven to me again that you're a true fanboy down to the bone. But what you don't know is that my Quirk... is actually sentient."
"Your Quirk is sentient?!" Izuku squeaked.
"[Indeed.]" A deep voice came out of Hyoudou's gauntlets, the gems on them flashing with each word. "[A pleasure to meet you, Izuku Midoriya. My name is Y Ddraig Goch. You may call me Ddraig for short.]"
*thud*
"Ah." Hyoudou muttered as Izuku slipped out of his seat and onto the floor, a wide smile on his face from the revelation. "Is he going to be okay?"
"[Probably. His heartrate's fine and he didn't land on his head.]"
"It's fine. This happened when he theorized that All Might's Quirk might've achieved Awakening some months ago. It's like his analytical mind overclocks and tries and bring up more information than he can process at once." Inko sighed as she stood up to lift her son, only to stop when Hyoudou carried him himself. "Oh. Thank you, Hyoudou-san."
"It's fine." Hyoudou replied, easily lifting her son up in his arms. "Where can I drop him?"
"Just on the couch there." Inko gestured towards the nearby couch as the pot cooking dinner whistled loudly.
As she did so, Inko became very aware of Hyoudou observing the pictures that lined their hallway. Eventually...
"I don't see the kid's father in these."
"Because he isn't." Inko resisted the urge to crush the spatula in her hand with her Quirk. "He lost that right when he left us after Izuku got his Quirk diagnosis."
Hyoudou frowned at that. "So he's an asshole, then."
Inko snorted. "No. He's just a controlling man who Micchan kept telling me dump over and over until I had a child with him. Izuku remains the one good thing he gave me."
And with that, Inko turned to glare at Hyoudou. "And I will very angry if he were to get hurt under your care, Hyoudou-san."
Hyoudou blinked. "Is that a yes?"
"Maybe." Inko crossed her arms. "How about you tell me about my son not actually being Quirkless."
Hyoudou nodded and approached her. "What do you think a sentient Quirk is?"
Inko frowned. She wished Izuku was awake to answer for her. "Basically... a Quirk possessing a personality which emphasizes the traits it's owner usually represses?"
"Something like that." Hyoudou nodded before glancing at Issei. "Sentient Quirks can actually detect each other and mine was curious with how... suppressed Izuku's Quirk was."
Suppressed?
Inko frowned. "What do you mean? Izuku's been desperate for a Quirk and has tried everything-"
"He tried to check if he could manifest either your Quirk or his father's, am I right?"
Inko wilted, remembering the days when Izuku would desperately wave his hands at every small object and try his best not to cry when not even a spark blew out from the heaviest of his breaths. "Yes. No matter how much he tried, he couldn't..."
It was only the appearance of a handkerchief being handed over to her that caused Inko to realize that she had started crying again. It was a bit embarrassing that her crying prompted the hero to instantly procure her his handkerchief.
"Here. It looks like Izuku's not the only one who's gone through a lot."
Accepting the handkerchief, Inko cleaned her tears while Hyoudou continued with his explanation.
"Due to your son's Quirk being... dormant, I believe that I can coax it out with repeated exposure to the energy my own gives off. Of course, I will still be training Izuku accordingly in areas that don't involve Quirk usage. But I will require your permission, Midoriya-san."
Inko frowned deeply, letting her gaze land on her still sleeping son. "...if I let you train Izuku, will you ensure that you will do your absolute best to keep him from danger?"
Hyoudou narrowed his eyes. "I'll treat him as a dragon treats their treasure."
Anyone who dares to steal treasure from a dragon gets cremated for their efforts.
Inko shakily smiled. "Just... Just make sure he smiles as often I saw him do today."
After all, it was the first time in years she had seen that peaceful smile filled with happiness.
If Izuku would be showing it a lot more, Inko would love that.
Issei felt a little bit like a scumbag when he returned to his agency.
Jut a little bit.
After all, he was supposed to have convinced Izuku's single mother into getting her permission to train him, not nearly be distracted by her beauty.
It wouldn't be cool to seduce Izuku's mom, especially with how much Izuku looked up to him (Issei was a bit worried at how fast that happened, especially as he'd learned that the boy had no adult male model besides the All Might he knew from propaganda).

"Here." Issei signed the last bit of paperwork that would legitimize Izuku's presence in his agency. "Go get this processed. After you're done, you can close up for today."

Mt. Lady was an interesting case he had snapped up earlier in the day after her debut. While she was rather vain, Issei saw the drive and skill that pushed her to making her own Hero Agency instead of staying as a sidekick despite her limited Quirk.
In exchange for training her to handle her Quirk responsibly (What the fuck had her Hero school done to help with that? Why had she thought it was a good idea to dropkick a giant into a luckily empty street?!), Issei would take responsibility of all the collateral damage charges she racked up within the five years she would work for him.
She'd get proper tutelage and connections from an experienced Pro Hero. He'd get many chances to tap that ass.
Win-Win.
"Is she finally gone?"
"Yup." Issei leaned back into his chair, tangling a hand through Akeno's hair as she kept dutifully worshipping his erect cock with her lips.

From what he heard and from what Izuku tried (and failed) to downplay, Issei was seriously considering blacklisting him from all Hero schools until Katsuki Bakugo got some therapy and mandatory classes in anger management.
