Hello once again my ever lovely peeps!

Here we go, once again, with another Avengers Arc chapter, yay! So this will be broken up into multiple POV's but third person, not first person. Figured we could see how everyone is handling Xero and Gudako meddling in the Marvel world. So this'll be a bit of a short chapter, so reving everything up and clearing up a couple of things.

Like how Xero aka the Grimm Reaper came into contact with Yuri in the first place.

So not much to say, other then it's a new year and this year, i think it's going to be my year. So as always i don't own Fate-series or Marvel.

Chapter 19: The Gathering Storm Part 1

Captain Yuri Watanabe sighed to herself, as her alarm clock went off, waking her up form her dreamless sleep. After leaving the mayor's office, she decide to go back home, in a vain attempt to get a couple more hours of sleep and didn't even bother to change out of her clothes. Only slipping her shoes off, before knocking out on her bed.

The dark haired woman sighed again, before smacking the clock and stopping it's annoying racket. Yuri sighed, as she got up and stepped through her small apartment and spotted something on the coffee table.

Funny enough, it was a coffee cup, with a instant coffee blend laying on the cup, with a note on it. beside herself, Yuri felt a smile work it's way to her lips, as she read the note:

"Figured you could use a pick me up. With love:

Xero :)"

Yuri shook her head and laughed a little.

"That boy..."

He could be such a child at times, with his sassy nature and need to be a smart ass most of the time but his heart was in the right place. He could be serious when the situation demanded it and be an good partner to have you're back. Though, she knew he said the whole "With love" in jest or merely a Philia type of love rather then a romantic but that didn't stop her heart from skipping a beat.

As she made the coffee, letting it heat up, the police captain looked for her Joy Colt and found it, laying on her dinner table. The sliver gun gleamed in the morning light, making Yuri smile a little at the gift. Her mind wondered back to the first time, she had talked to Xero and that was after, he rescued her and her men form creatin death.

Flashback

Yuri grunted, as she used her good arm to pry the door open, while juggling the trash bag in said hand. Her other arm, was in covered in a white cast that had been crushed by a support beam and she had second degree burns on it.

She had been given leave, after she and her team were attacked and nearly killed by Tombstone's vicious gang members. Truly, it was nothing more then by pure accident and a bit of fortune (Or misfortune if you ask Yuri) that she stumbled upon the drug deal. Naturally, she tried to arrest them and while she did call for back up, they were ten minutes out.

She underestimated them and was outnumber one to fucking twenty assholes!

Seriously, where the hell did they all come form?! Where the hell where they hiding?!

To her credit, Yuri held out for four minutes, taking down at least six of them, before she was nearly gunned down herself. The last thing she saw, before she blacked out form blood loss, was a black clad figures, rising from the shadows and killing her would be killers.

She came to in the hospital and her attackers, were all dead. Because of this, Yuri was investigated by IAB and because fourteen of the twenty attacks were killed by blades rather then bullets, Yuri was cleared. Even though she was defending herself, the damn rat squad will always look for any kind of dirt and since it's Yuri, they always go over everything with a fine tooth comb.

Bastards.

Thankful many stand up cops stood up for her and no matter how much they'd like to say otherwise, the evidence told them she was telling the truth. It also told them a third party had interfered on her behalf, saving her life. Though that only raised the question:

Who saved her?

A new player perhaps? Someone looking to make their mark and let the NYPD do their dirty work or was it just someone who was merely trying to help?

Yuri had an idea, as SOMEONE carried her to the hospital, after ensuring her wounds weren't life threating. Even before she blacked out, she could remember that ripped and tattered cloak.

Plus that mask!

She knew that mask and even though it was newer, she was pretty sure it belong to-

"How's you're arm?"

Him.

Once upon a time, Yuri might have jumped, wiped around and drew her pistol to fire.

Once.

But now?

Now, all she felt was relief. Looking to where the voice came from, Yuri had to crane her neck, to see her savior standing atop and balancing him on a street pole. Feeling a bit snarky, Yuri answered,"Been better. It would be better, if it wasn't stuck in a caste for about a month or two but i'll live."

He nodded and the Grimm Reaper said,"Be warned, things will only get more difficult from here on out."

"I wonder why? It's not like someone has been getting the jump on them, ripping their people to pieces and gift wrapping the rest for the NYPD. Though i have to ask, why expose Johnson? I mean, not that i'm complaining as she was not only a dirty cop but was one of the elusive 'Kingpin's' spy's in the Force. But, why her? Why not gave after a more dangerous member or something more important, then just one spy?"

"To kick the hornets nest, rattle them a little if you may. You and i both know, after the towers fell, the big players have dug themselves deep into society and as a result, the police have slowly let their fangs get rotten and weak. I however, plan to give you those fangs back, sharpen them and make the criminals fear me, show them i'm willingly to kill for my beliefs. The police and even other heroes that don't kill, sooner or later the criminals won't fear you and do you know why?"

Yuri looked at him for a second and said,"Alright, i'll bite. Why don't they fear us?"

"Because you're predictable. You follow the law, the same law that can be worked, screwed and twisted to work in their favor. Some criminals might be dumb as bricks, but quite a few of them aren't. They survive, the come back stronger, more effective, smarter and a lot more bolder now that they know what they're doing. They learn to work within the law, that technical doesn't break said law. Loop holes if you may and they learn how to make it, dance to their tune. They study you, understand you're tactics and rather then just avoid them, they use you to do their dirty work for them. Like taking out the smaller players that could pose a threat to them in the future. So rather then let them grow and become power, they nip it in the bud without actually making a move against them. This allows them to move freely without being challenged, because they technically haven't done anything to ruffle any feathers.

"You're a good cop Yuriko, there is no mistaken that. But some criminals aren't as foolish as the ones your use to dealing with. Now me? I'm a wild card, as unlike you, i will kill without a second thought, without pause, without regret. Sure, it makes me sound like a psychopath and maybe i am one. Maybe i'm crazy on a certain level, but here's the thing, my willingness to do whatever it takes makes me a threat to them. Simply because i'm unpredictable, because i can't be controlled and they don't known how to response to me, as normal channels won't work in their favor. They've used the normal channels and either controlling people or killing them to keep the rest in line. They can't control me because they don't know who i am and they can't kill me, as they're trying but failing. A lot. That is what makes me a threat to them and they're going to get more and more desperate once they realize that fact.

"I'm willing to get my hands dirty, getting right down into the muck and mud with them. Sure, they could go back to trying to kill me but i have faced MUCH bigger and far more powerful opponents then they could ever hope to be. I won't allow myself to be tied down by the law, because this is the same law that lets them get away with it and what's worse, allows innocent people to get hurt. There's simply too much red tape and sometimes, that red tape needs to be cut to allow justice to be done. You may not like it but it's the truth and the truth is often the most difficult to hear. My way, it's the guilty who get hurt and bled. Make no mistake, i understand why you and the rest of the police work they way you do but to honestly Yuriko, it's not enough. That's why i have such a high success rate. Am i wrong?"

She said nothing, as she knew Reaper was right and sighed, running a hand through her hair.

"I won't lie, you made several good points. Many of the big players are untouchable, as you said and you're right, the criminals have learned how to bend the law to suit their own needs. The very same law that were put in place to stop them, not enable them. But there's not much i alone can do. We can't legally investigative and anyone brave enough to step forward, vanishes' just as quickly. That and i highly doubt they will confess willingly, not with so much to lose. Be it their wealth, freedom and in many cases, their lives."

"They won't have a choice. I'll make them squeal and take care of them, if needed."

"Ya know, it's that kind of attitude that makes captain Stacy and a good number of the rest of us nervous. You should know that makes many in the police force believe you're dangerous."

The female cop said, as she leaned against wall, with her good arm crossed over her broken, waiting for any kind of reaction. Naturally, she couldn't find any, behind that mask of his, as he asked,"What do you believe?"

Yuri stayed silent for a second, looking away from him, as she said,"I believe you're trying to help. But you understand that escalating things will only make things worse and more innocent people would get hurt as a result. We bring in pistols, they bring in pistols. We bring in shotguns, they bring in double barrel shotguns. We bring in SMG's, they buy entire crates of fully automatic assault rifles. You understand, from our POV, things will escalate if you do this. Can you honestly say, it'll be worth all the death, this will cause?"

"I know but honestly, what's too stop them from simply doing all that WITHOUT me taking them down? Even if i do nothing and lets say, you and the rest of the force does start taking them down. The fact of the matter is, if you're allowed to do you're job, they won't stand by and let you win. They will throw everything they have at you and will do whatever it takes to get things back to the states quote. Or worse, make it so you're de-fanged...permanently."

"Do you think anyone with any amount of sense in their heads, would allow the criminals get away with that?"

"Maybe not the little fish. They'd be cobbled under all the pressure, but the top cats? The ones that sit in their towers, the ones that have connections to the right people? The powers that be wouldn't let it stand. At least, not without something being in it for them and you'd be right back at square one, only the top cats would more then likely turn the situation around in the favor and come out of it, smelling like fresh roses. Nothing would change and all those who died, would have died in vain."

Yuri said nothing, as she felt her jaw snap shut at that. That was very true, no matter how much she didn't like it. Reality was often like that and it was something Yuri learned to accept long ago but that most certainly didn't mean, she liked it.

No, not dislike, she hated it.

Despised it even.

With enough time, resources and connections, they could do just that. The Reaper however wasn't finished just yet, as he said,"Besides, they won't get the chance to do so. They've terrorized the good people for too long and now, they'll get a taste of their own medicine."

"What do you mean by..."

She looked back and felt her eyebrow twitch in irritation.

He was gone, as soon as she looked back at him.

"Why do i get the feeling, he's going to be doing that a lot?"

Flashback End

Needless to say, her gut feeling proved to be right, on both accounts.

Despite his need to vanish when she wasn't looking, Xero and Yuri had indeed start something.

Something big.

The younger Stark wasn't wrong, after 9/11, the police's fangs had slowly been dulled, due to the major players, sitting themselves in positions of power. Then there's the villains with enhanced abilities, advanced equipment, technology and weapons that make the standard NYPD pistol look like a pee-shooter. Thankful, Xero and Tony covered the NYPD's asses, by supplying them with new and enhanced weapons, along with top notch body armor.

This was certainly a big blow to the criminal big shots like Tombstone, Kingpin and much to Yuri's personal delight, the Maggia as well.

True to Yuri's words, the criminals tried to bring in heavier weapons but thankful, Xero, Peter and Gudako were able to put a stop to it, before it became too much of a problem. By destroying, catching the shipments and out right stealing them, from right under the criminals noses. While yes, a couple slipped past them but not nearly enough to cause too much of a problem.

Sadly that was the least of her worries, as she had a new rising problems:

Mutants.

Don't get Yuri wrong, she had nothing against mutants, but people like Multiple Man aka Jamie Madrox and other well known mutants like Magneto came to mind, when you thought of very, very bad mutants.

This only gave the rest a bad name. If that wasn't enough, Yuri and the rest of the police had to deal with people like Spider Man's first nemesis, Adrian Toomes aka Vulture. It was that first fight, that let everyone known Spider Man was real and how Xero found out about the kid, before taking him under his wing. Which Yuri believed was a good thing, as Spider Man sounded and acted like a teen.

Yes, Xero was a teenager himself but from the way he carried himself and acted, lead Yuri to believe he's has a lot more experience and clearly knew what he was doing. If Spider Man was too be a hero, she couldn't think of anyone better to teach the kid.

Yuri shook her head, getting dressed and slipping Joy Colt into her hostler, heading out the door.

She had to get to work and in New York, a police woman's work was never done.

Line Break

"This is out of line director."

Said council member Gideon Malick, form one of the many screens in front of Nick Fury. Who, at the moment, was giving them all unimpressed looks, even as Gideon continued to run his mouth at Fury,"You're dealing with forces you can't control."

"I can't control council man? Or forces YOU can't control?"

Fury shot back, mentally grinning as his so called superior face, turned red form being called out so easily. But Fury didn't let him bite back, as he cut him off,"And the rest of you, have any of you been in a fire fight? Maybe in a dog fight? Stormed any kind of enemy outpost and or fortress perhaps? Hell, have any of you even held a gun before or been in a situation, where you had to make a decision right then and there, without any chance of thinking about the repercussions of said decision?"

"..."

The silence told him everything, making Fury smile and one, he didn't even bother to hide this time. God, did it feel good to stick it to these pompous assholes with undeniable facts. They could win and bitch all they want, it wouldn't change facts. But that didn't stop Gideon from saying, in a sneering tone.

"Oh and that...BOY has?"

Fury knew full well, who the asshat was talking about and narrowed his eye at him,"His name is Xero Mazoku/Stark and i suggest you remember that. Unlike you, he has uncovered and destroyed many threats to the world. It's because of him, that we known that HYDRA is still active and has been helping deal with them. You, who does nothing more then sit behind a desk, while others do all the hard work and you take all the credit for THIER hard work. Xero doesn't, as he's out there, risking his life for people he doesn't even know and may very well, never known. He does this, just because it's the right thing to do and quite frankly, this is something SHIELD should have been doing long ago.

"Unlike you, myself and the rest of SHIELD, he's spent nearly three years of his life, doing OUR job. The fact it took someone doing it, to make me realize just how incompetent we've been, has done nothing but made me ashamed of myself. So yes, i do believe he's seen more then his fair share and i believe he will be what we need to combat Loki and his armies."

"Be that as it may director Fury, Mazoku is only a teen and just one man at that."

Council member Hawley said, in an oddly respective tone of voice but still held an underlying sense of...something,"Is this what SHIELD has been reduced too? Not to mention he is just one person. Letting a child, an extraordinary one at that but a child never the less, fight our battles for us?"

"Of course not."

Fury said, as his eye sweep over the screens and spoke in a firm tone,"As powerful as he is, you're right council woman, he is just one man and he would be overwhelmed by an entire army from space. Which is why, i'm going to re-instate the Avengers Initiative."

"We've been over this Fury. The Avengers Initiative was shutdown, simply because putting all these people together, is simply too dangerous."

Council member Rockwell said, in a dismissive tone,"This is exactly what the Phase Two Project was created for. We are not about to hand the fate of humanity over to a bunch of freaks."

Fury just glared coldly at the council members and said in an equally cold tone,"I wasn't asking for permission. Phase Two isn't ready and our enemy is. This goes beyond politics and what you want, we're talking about the fate of the entire planet itself in grave danger, because of a psychotic wannabe god. Yes, these people are isolated and perhaps unstable. But with the right push, they can become exactly what we need and we do need them. As it stands, it no longer matters what YOU think, as i have all the cards and i plan to play the best ones i have. Not the ones YOU want, simply because we don't have the time for such things. Like it or not, we are at war and you people have no place in it."

With his peace said, Fury turned on his heel and the screen shut off, by his own actions. To hell what the council said, war was coming and those morons had no idea how to fight one.

"Permission to speak freely sir."

Fury looked at his right hand woman, who was barely holding back a smile,"Permission granted Hill."

"Sir, that was very satisfying to watch."

Fury let out a chuckle at Hill's bluntness,"It felt damn good to tell them off too Hill. It felt damn good."

The fact he was sticking it to HYDRA's agents in the process, made it all the more sweeter. To those that aren't in the know to know, allow me to break it down for you. The reason, why Fury revealed to his superior's that he knew HYDRA was alive and was working on destroying it for good. One of the most critical parts in destroying HYDRA, was making sure it torn itself apart.

By ensuring their paranoia ran higher then Fury's and making them believe there was a mole among them. As Fury explained to them, an "Informant" was feeding them information on where HYDRA hid it's bases. Naturally, there was no mole, as this was step two of Xero's plan.

HYDRA would do anything to keep it's existence a secret, until the time was right. If that meant they had to kill off a few of their own, then that was fine by them. All for the greater good of HYDRA. This, is what Xero was counting on, making them even more paranoia then normal and cause them to kill each other at twitch and cause them to look for something, that didn't even exist to began with.

Wasting time and effort, all for nothing.

Fury had to admit, the plan was easy to understand and terrifying simple to follow. Of course, most of it hinge on how HYDRA would react and they reacted like puppets on strings.

Which was a good thing, as far as Fury was concerned. That's what they've done to everyone else for the past seventy years, so now it was payback time. Give them a taste of their own medicine.

"Has Coulson made contact?"

The director of SHIELD asked, changing the subject. His right hand woman nodded, using her tablet to bring up several profiles,"Yes, Stark and Mazoku are on board with the captain and wolf following. Dr. Banner has agreed to come and Mazoku is contacting the rest. Seeing as they all trust him more then us, Coulson believed it be better for him to ask, rather then SHIELD."

"He's not wrong."

Fury said, mostly to himself. Some, like Wolverine and Psylocke wouldn't be too happy to see a bunch of government agents. He needed these people to work with him, to save their world and given their distrust of said government, it would be better if the younger Stark called them in. They had no reason to trust SHIELD and many already trusted Xero, so why make things more complicated than necessary?

Shaking his head, Fury looked at Hill and said,"We have work to do Hill, when they get here i want everything ready."

"Yes sir."

Line Break

Mr. Wesley straightened his tie, as he handled the documents in his hand skillfully, while the elevator reached the top floor. When the doors opened, he was surprised to see several professional men, all suited up and with backs straight as an arrow. They stood at the ready, to the entrance to his boss's office, where he was no doubt having a meeting.

"Hmmmm, curious. What is the FBI(Federal Bureau of Investigation) doing here?"

Obviously they weren't here to arrest his boss, as they didn't even look at him, as Mr. Wesley made his way through the double doors and found his boss talking to another man. It appeared he made it just in time, as his boss spoke to if he wasn't mistake, the deputy director of the FBI, David Bowdich.

"I must admit Mr. Bowdich, this is most unusual. I have done nothing, to warrant a visit from the deputy director of the FBI, as far as i known. You can go through my records if you like and i think you'll be pleased to see they are as clean as snow."

With a poker face that could rival Mr. Wesley's boss, the dark haired man spoke,"On the surface and records are indeed impeccable. But you and i both known better Mr. Fisk. Anything can be hidden but lucky, that is not what i'm here for."

Fisk raised an eyebrow and leaned his elbows on the desk and said,"Then why are you here then? You would not come to me, if you didn't need something from me that you could not acquire through...legal channels."

"Things in Washington have changed and with it, the states quo."

"Continue."

"You understand Mr. Fisk, our agency is merely one of many in this country that serve to protect this nation, from threats both foreign and domestic. To do this, we get a budget to do our work and it's been stable thus far. With us and the CIA getting most of the funding. While yes, we have had our own ups and downs over the years, it ultimately means nothing, as we kept it nice and balanced. You understand that, when the towers fell, that budget increased and with the threat to national security, it should be no surprise."

"Indeed. As it's my understanding, terrorist and other foreign powers don't play fair. They use whatever tactic needed to undermind us and destroy everything we hold dear. However, because you are here, i am to assume there has been, how you say, modification to said budget."

"There was."

At this point, a sour look appeared on the agents face, like he had eaten something particular foul,"A recently underfunded agency, one that deals with the new threats that have been rising as of late in the past few years. With each new threat, Washington began to believe we couldn't handle it on our own and said underfunded agency steps in and handles it. This has happened repeatedly and now, they are handling our jobs, taking all the funding with them."

"The new agency?"

"Strategic Homeland Intervention, Enforcement and Logistics Division or simply known as, SHIELD was created to tackle problem throughout the worldwide. They prefer to stay out of the public eye, as part of their training to be shadows. Hard to fight an enemy that you don't know exist and their own agents are well trained, more then enough for one of their agents to take down ten of ours. They've been taking on the kinds of groups we deal with normally and as a result, SHEILD is making US look like fools in the process, while our boss's have lost faith in our ability to do our jobs. If that wasn't bad enough, they're also protecting a risk to national security. They're playing with fire and they won't even considered how they'll get burned."

Fisk raised an eyebrow, as the deputy director's admission. While he has never heard of SHIELD, which told him they were indeed good at staying hidden as he has eyes and ears everywhere, it made him wonder.

Just what kind of "Fire" SHIELD was playing with?

"Who is this 'security threat' if i may ask. If we are going to be allies, i will need to known who our enemy is after all."

"That threat is Tony Stark's long lost son, Xero Mazoku/Stark. His mother was someone we've had on our most wanted list but she vanished after he was born. You understand Mr. Fisk, we cannot have another Phantom running around. His adopted sister has also raised many red flags as well and we suspect that she has some kind of ability that could prove too lethal for us to leave un-checked."

Wilson Fisk, for the first time that morning, smiled widely.

Oh, this was just too good, no this was just too prefect. Who would have guessed such an opportunity would land so soundly on his lap and it would take care of the boy, before he could become too much of a problem for him. And his sister?

Icing on the Cake

"Tell me more."


Done and uh-oh.

Looks like Fisk is starting to get some help from the FBI in turning to screw over Xero and Gudako. So yeah, Fury had a different conversation with the WSC, as one would expect with this new timeline. So, since i'm sure nobody wants to read over the events we already known about the movie, there be a little time jump, to where Loki gets caught and everyone comes together to discuss what they known about him.

And Fisk is making friends, as we all known the G-men have the worst possible timing. So that's be all for known.
