Greer123-I wouldn't exactly say that. Her teaching is that the Weak die and the Strong live. Vader has changed her mindset to the Weak serve and the Strong rule.

With that said, here's the new chapter.

Chapter 4-Controlled Crime.

Mantle. Once a kingdom that was considered the slums of Solitas. It had poor Grimm defenses and heating conditions with poor housing. And mainly home to the poor and the Faunus workers of the Schnee Dust Company. And it was a hotspot for crime. At least until Robyn Hill became a member of the Atlas Council more than three years ago. Now the Grimm defenses and heating conditions improved along with housing thanks to some kind men that came to help improve the Kingdom. And thanks to Robyn, the poor and the Faunus workers were paid more by the SDC. And crime had even dropped in Mantle.

Robyn and the rest of her Happy Huntresses knew the truth. The men that helped improve Mantle were not some ordinary construction workers and crime did not drop, it got controlled.

Robyn Hill was called many things. A very confident woman who was self assured. Someone who was willing listening to others in need or when the situation called for it. A true pillar of the community. And someone thoroughly dedicated to Mantle and its wellbeing. And most importantly a rebel who was willing to commit illegal acts if she thought it was Mantle's best interests. And this was in spite of what other people said that the illegal acts she would/did commit would affect Mantle in the future.

"The road to hell is paved with good intentions."

"Some of the worst things imaginable were done with the best intentions during the Great War."

All in all, Robyn was considered quite complicated. Something that Galen Marek could agree on. "I still don't trust him," Galen had said to Robyn. She sighed and pinched the bridge of her nose. "I get it Galen. I understand why you don't. But at least trust me." she said, looking up at him. The man scowled and turned away. "And besides, he has kept his word Galen." she added. "He's improved Mantle by taking over the criminal element and the only things he's asked in return is for us to keep his presence a secret from the public and you to help train his apprentice."

Galen sighed in response. "Remember, the two of you made a truce." She reminded. "Part of me thinks I will regret it despite what has happened." Galen replied, glaring to the side. Robyn sighed. She looked to the clock. "It's getting late Galen. You should call it a night." she said. Galen looked to her hesitantly but nodded and walked out of the office. "Good night Robyn."

Robyn-Good night Galen.

She closed her folders and leaned back on her chair. She could agree that making a deal with someone like Lord Vader wasn't something someone, even a citizen would do. But he had struck a good bargain, as some would say.


Three years ago...

One of the many things Robyn could say about herself was that strange sights would happen around her. Meeting Galen is one example. Today however was the sight of members of a gang called the Red Team came stumbling into her office. Most of them had bruises and the leader, who everyone called Sarge, had a broken nose.

"Uh..." was all Galen said while what Robyn did was sigh in mild annoyance. While the Reds were a bit annoying, they at least supported the Happy Huntresses and their cause to make life in Mantle better. "What happened Sarge?" she asked. "If you're going to ask us to to beat up the Blue Team because they beat you the answer is no." The Blue Team was another gang that rivalled the Reds. Granted though, things didn't get violent to the point where either of them were beaten to a pulp. Although, Texas did seem have to made a habit of punching/kicking the boys in the nuts. Especially Griff. She held up her index finger. "But if you guys were attacked by Atlas soldiers or robots, that's a different story."

Sarge kept cursing under his breath while holding his nose while Simmons held his arm in pain. Robyn sighed again and said, "Sarge, progress and status report." The Reds all straightened up and saluted her. "We choose to attack two newcomers." Sarge said while blood ran down his chin. "We underestimated them. They were more skilled and faster than us. And they asked us to bring them to you because they wanted to see you Ms. Hill."
"Permission to to head to the infirmary ma'am?" Griff asked. "Permission granted." Robyn replied. And with that, the Reds all ran like hell.

"...That was something," Galen said. They were both with the rest of the Happy Huntresses that day. One of them, May Marigold suddenly vanished from eyesight. Robyn sighed in response. It seemed that May was going to be paranoid. To be fair, the people who wished to see her had beat up a group of teenagers. Galen suddenly held his head. "What is it?" Fiona Thyme asked. "I...sense something," he replied. "...A presence I haven't felt since...Master!" he exclaimed with wide eyes. (1) Robyn and the others stared at him in confusion.

Suddenly the air became cold. And not in the normal way. Robyn's headquarters and home had decent heating systems and housing so Robyn knew that the air becoming cold was not natural. And then the door opened up.

Khooohh-Pruuhh.

Mechanical and ominous breathing was heard as a tall shadow appeared on the floor. Metallic footsteps were faintly heard as the shadow grew taller and taller until it covered a large portion of the wall. A tall man in black robes and cape walked in. One of the things that was noticeable was that he had wore a black helmet with a skull like mask and a control panel of sorts on his chest.

Robyn raised an eyebrow at the sight. She had never seen a man like this before. Galen stands up and glares at the man in black. "You." He snarled. The man stopped in his tracks and glanced at Galen. "Starkiller." He said. "You're still alive." There was a faint trace of surprise in his tone. Robyn and the rest of the Happy Huntresses raised an eyebrow in confusion. Before Robyn could speak, Galen rushed to the man and activated his dual Dust swords. To Robyn's surprise the man in black activated a Dust sword, only it was red in color, and blocked Galen's attack. Robyn stared surprised. One, the man seemed to know Galen. (Very few people knew him.) And two, he had a weapon like Galen's. (Also something Robyn thought was impossible to do.)

They both moved at incredible speeds. Which was surprising for the man in a support system. Galen swung at the man in black but another person in a black cloak appeared and blocked his strike with a Dust sword. "What?!" Galen exclaimed before a green analog clock glyph appeared on his chest. It spun counterclockwise and Galen flew back into his seat. The clock stopped and Galen tried to move but only succeed in moving his head and fingers. Fiona and the others tried to jump at the two in black to defend Galen but they suddenly grabbed their throats, gasping for air. The second person reached where May was hiding and pulled her out of her hidden space. Robyn looked at him with wide eyes. How did he know where May was?

As if reading her thoughts, he said in a voice reveling him to be a teenager, "Your Semblance may hide your body but it does not hide your thoughts." Robyn then saw that the man in black was holding his hand out in a claw/cup gesture. She instantly concluded that he was using some sort of Semblance to hold everyone up by their necks and drew out her crossbow and held it evenly with the man's masked face. "Let them go." she demanded calmly. If he was a bit intimidated by the arrow an inch away from his face, his mask didn't show nor did his behavior show it. "We merely wish to form a deal Ms. Hill." He said calmly. "I will spare your Happy Huntresses if you agree to negotiate."

Neither of them moved. "You know, the brave face with a weapon pointed at your face only works in the movies right?" Robyn asked. "I could kill you."

"Kill me, and my apprentice will kill everyone in this room while you watch." The man said calmly. "Kill him and I will kill every citizen in this kingdom with my men." he added. "I've let my fear of death go long ago."

Robyn tried to glare at him angrily before she felt herself shake. This guy's serious. She realized. Even if he has a mask, I can tell he means every word. She glances at Galen as he shook his head and back at the man and his apprentice. Slowly she lowered her crossbow. He stared at her for a long moment before he lowered his hand and the rest of the Happy Huntresses fell to the ground. "Alright, let's talk." Robyn said. She got up and walked to the door of her private office. The man and his apprentice and glanced at Galen who glared at them with the other Huntresses while Fiona looked at the duo fearfully before they walked after her.

The man and his apprentice sat opposite of Robyn who glared at them slightly. "Well? What did you want to talk about?" she asked impatiently. "An alliance between us." The man said. Robyn crossed her arms. "There's something called a scroll you could have used." she said, slightly sarcastically. "I prefer to speak to my potential allies face-to-face Ms. Hill." he replied. She smiled slightly. "It's rude to not introduce yourself when you know the lady's name." she said.

"I am Darth Vader." he introduced. "This is my Apprentice." He gestures to young boy who takes off his hood. Robyn stared at him with wide eyes. He's...just a kid. She thought. Even younger than the Red and Blue Teams. He seemed to be ten years old maybe eleven. "Oscar Pine." the Apprentice said. Robyn shook off her surprise and glanced back at...Darth Vader? What kind of name is that? Usually people were named after a color or a bird like herself.

"I've lived in a kingdom that doesn't carry the color naming tradition." Vader said. Robyn raised an eyebrow. "Alright Mr. Vader, what's your deal?" she asked.

"Address me as Lord Vader," he replied. "I'm offering men to help improve the defenses of this once great kingdom that General Ironwood has left out in the cold." Robyn looked at him skeptically. "And what do you ask in return? Surely you want something in return." she said.

"Clever." Oscar said. "Mantle would be good hands." Robyn slightly glared at the boy. "All I ask in return is the men and women from the nearby prison and not have my existence known to the public." Lord Vader stated. Robyn looked at him. The criminals? Robyn thought before she concluded who Vader was. "Sorry Lord Vader, but helping a crime boss won't look good for my campaign." she said.

"I am not a mere crime boss Ms. Hill," Vader replied. "And you say that when you are stealing from the military." Robyn opened her mouth to reply but he continued. "You claim to be woman of the people, yet your actions are that of a thief."

Robyn-It's for the future of Mantle.

Darth Vader-Your intentions are noble, but your actions are giving you the look of criminal.

Robyn-...

"You claim to make things better for Mantle," Vader said. "What about crime? What are your plans for that?" he asked. "I'll get there." Robyn replied sharply.

Darth Vader was silent for a moment. "I was like you once Ms. Hill," he said. "I doubt that." she replied. "Think what you want, but do not interrupt me." He demanded. She held her hands in mock surrender. "I did what I thought was best in my homeland like you, when I came across the crime problem, I learned a harsh reality that I've seen in my travels around the world," he continued. "Crime can not be eradicated. It will always exist. Greed and desperation is part of human nature."

"What's your point?" Robyn asked. "My point is that while one cannot get rid of crime completely, there is one option that is doable." Vader replied. "Controlling crime."

Robyn sat back in her seat, partially shocked. She wanted to argue but she couldn't. He had a point. Crime and chaos always existed. And it always will. She held her arm up to Lord Vader, "What kind of men are you asking for?" she asked. Vader stared at her hand for a moment. Robyn almost feared her secret move wasn't going to work but then he stood up and shook her hand. "The death-rows are no use to me. The lower ones will do. They will serve something greater." Their linked hands glowed green. Well at least he was honest about not wanting those on death row. She wasn't sure how she felt about what else Vader had just said but she'll ignore it. "Maybe it was fate that our paths crossed," she said. "Nothing happens by accident Ms. Hill. Everything is by the will of the Force." Lord Vader said as he and Oscar turned to leave. Oscar turned back and placed some Lien cards on Robyn's desk. "For Sarge and Griff." he said to her.


Not long after that, Robyn asked Galen who Vader was. What she found shocked her to the core. Vader had kept his word. He gave Mantle manpower to improve the Kingdom's defenses and to the public, it was Robyn's doing. A half a year later, Vader called in with Raven Branwen. Two years later, he introduced them to Roman Torchwick. Based on their meetings, Vader's empire now controlled Mistral, Vale and Mantle, with her now being on the Atlas Council, it now planted a seed in Atlas.

During that time, Galen went behind her back and hunted down Lord Vader. Luckily he came back, in one piece. And they apparently made a truce with one another. Which she was glad. If Vader had the same power as Galen, a fight between would destroy much of Mantle or any Kingdom they were in before it ended. It also included that Galen would take the time to train Vader's apprentice Oscar.

Despite knowing the Dark Lord, as she and the Happy Huntresses had called him, Vader had chosen Roman Torchwick to be in charge of the empire. She had no clue why but Torchwick never overused his power.

From what she observed in the meetings with Lord Vader's inner circle, Vader had black mail or something similar to keep Raven in line. It had something to do with her daughter that's for sure. Torchwick didn't show it, but Robyn could tell that the master thief was clearly scared of the Dark Lord. If she was in his position, Robyn wouldn't blame him. She also could tell that Branwen wanted to either be away from Vader, or betray him. Robyn decided to take a note of that...for future reference. Torchwick looked content however.

Now it seemed that he wanted to either to extend his empire or ally himself with the White Fang. Despite the fact that he had help Mantle and not include Robyn in much of his activities, she couldn't help but feel that a storm was beginning to form in the horizon. Something was going to happen. Darth Vader had kept himself in the shadows of Remnant's underbelly, but this storm was going to force him out one way or another.

Now there's the reason why Robyn is part of Vader's inner circle. He controls the crime and provides help to improve Mantle.

And I can guess some of you are wondering why Vader approached Robyn differently than how he did with Raven and Roman.

Raven and Roman are both criminals. One lives in a tribe of bandits outside of the Kingdom, the other is a thief who hides within Vale. Lord Vader approached them with a battalion of Stormtroopers to in sure that they wouldn't escape.

Robyn Hill is someone known through out the Kingdom of Mantle. So he took a civil approach and offered an alliance democratically.

I know it was a bit bold to include Galen Marek/Starkiller but I thought he was a good choice for a Star Wars character who knows who Vader is. How he got to Remnant will be revealed later on.

Now next chapter will be Oscar's view and then I'll introduce the RWBY villains. Well, three of them at least.

Also has anyone caught the hint of what Oscar's Semblance is? If you did, I'm glad.
