Just a small crossover story that popped into my head after finishing Control and both of its DLCs. What if events of Life Is Strange 1 were an AWE (Altered World Event)? AWE the Bureau forgot about? What if they weren't the only ones interested?

This story is also written as a game script. In first two chapters Jesse is the protagonist, that is why you only see her thoughts. Not sure what I will do next. If you played Life is Strange and Control, your imagination will help a lot with this.


AWE 40: Arcadia Bay Chapter 1: Too late

6th of January 2020. Federal Bureau of Control HQ, Oldest House, New York City, New York.
9:15 AM

Emily entered through the door, nodded to the Director's assistant who let her inside of the Director's office.
"Jesse!"
"Hey Emily. How was the Christmas break?"
"Oh it was great. Finally getting out of here was the best Christmas gift the entire staff could have gotten."
"Yeah, I wish the lockdown ended earlier. But hey, the Hiss is finally gone. Anyway, did you need something?"
"Oh yes, almost forgot. Repairs in Investigations are almost complete, the biggest issue is the Firebreak. Guys down there are working overtime. It should be done by February."
"Good. Have we found someone willing to run it? I suppose Langston still saying no?"
"He sure is. You know you can just order him, right?"
"I know, but I have been here for only 2 months. I don't want to force him into a job he might not like. We can't afford to lose any more people. If we push him too hard, he might resign or worse, act like Marshal."
"Speaking of that, how did the call with the President go?"
"What do you expect? Politicians. Republicans, Democrats, hate them all. At least I could talk with Pence. He understood a bit. Of course, the government doesn't like a young woman with almost no experience with a criminal record who just happened to enter the right building at the right time to be running a semi-secret government agency, but in the end, they must respect Board's decisions."
"Wait, the Board were with you?"
"Yes. Well, I asked them, and I translated for them, but they were. In the end nothing is really changing in terms of funding, personnel and that sort of stuff."

A phone rang.
"Faden.", responded Jesse
"Director, Chief Arish is here to see you."
"Send him in."
Right as she set the phone down Bureau's Chief of Security, Simon Arish entered the Office.
"Good morning, Director, sorry, Jesse. Dr. Pope.", nodded Irish towards Emily
"Simon", nodded Emily back
Jesse, noticing a folder in Arish's hand asked, "You got something?"
"Yeah. An AWE." Arish gave Jesse the folder, with a typical Top Secret in red ink stamped on top of it. Jesse noticed how stressed Arish looked.
"Arish, what's wrong?"
"We are a bit late", responded Simon
"How late?", asked Emily
"Over 6 years", responded Simon
"What?", asked Jesse before she even looked at the folder's title. "6 years? What happened?"
"No idea. One of the repair guys found it in one of the shifted offices down in Investigations. It was in an office with a lot of dust in it, must have been disused even before it was sealed in 2015, before Hartman. I'm guessing the Agent who was assigned this AWE got fired or something."
"So this document is 6 years out of date?", asked Jesse
"Didn't look. Hell, I wasn't sure if I even had the clearance for this, so I took it here right away", Simon responded
"Just for the record, you do have the clearance for documents like this", inserted Emily.

Jesse looked at the folder and read out loud.
In bold lettering: "AWE 40: Arcadia Bay, Oregon. October 11th, 2013. Cause, unknown. Assigned Agent [REDACTED]"
"That's weird, why would they redact who this document belonged to.", wondered Emily
"That is a million-dollar question. Alright, meeting room in 15 minutes. Dismissed", said Jesse
"You know we aren't the Army, right?", chuckled Simon and Emily with him.
"Sorry.", blushed Jesse
"Oh Emily, take the folder. I need to do something in the meantime", said Jesse
Emily took the folder and with a small smile exited the office.

Jesse took the phone while Emily and Simon walked out of her office.
"Martha, can I have all senior staff in Central Executive in 15 minutes? Thank you."

9:35 AM, Central Executive Meeting Room

"Alright, so what do we know", asked Jesse.
"On October 11th, 2013, there was a tornado in a small town of Arcadia Bay, Oregon.", said Emily
"I remember hearing about it in the news. Why do we think it is an AWE?", said Langston
"Because of what preceded the tornado. There were credible reports of weird weather patterns in days before the Tornado hit. Snow without the drop in temperature, sudden rain that came out of nowhere and a couple of dead whales", said Emily.
"Dead whales, great. Like they weren't on the brink of extinction by ocean pollution.", smirked Arish
"Survivors?", asked Dylan Faden, Jesses brother. The question surprised Jesse.
While Dylan wasn't an employee of the Bureau, she kept him around to be close to him after all these years. Nobody, except for himself, had any issues with keeping him in the loop. Most acted to him like he was an agent. Most felt pity towards him. A few Prime Candidate researchers who survived apologized to Dylan for what they had done under Darling's orders. He wasn't sure what to think. He just wanted to live a normal life. Well, at least as close as you can get to a normal while working for the Bureau.
"94. Out of roughly 800 permanent residents plus 150 students of the nearby University", responded Emily, reading from the file. "Keep in mind that counts survivors in the town's hospital, about half a mile away from the town. Fifty-three survivors are from there."
"Okay, but I still don't see why it is an AWE. If it was pressing enough, it wouldn't have slipped under the radar for 6 years", Langston got the group back on topic.
"We believe there might have been a temporal event", said Emily.
"Temporal event?", asked Jesse. She still had a lot to learn, lot of books to go through.
"Possibility of a time travel incident", said Arish to avoid any lengthy explanations from Emily.
"How do you even measure something like that?", asked Jesse
"According to the file, agents Walker and Ramsay visited the ruins two days after the incident and measured traces of Tachyon particles in the atmosphere and in the ground. Some of those particles have moved with the air currents, some haven't. Either way, they are all gone now."
"Tachyon? What, are we going to change the polarity of our deflector and send a tetryon pulse to see what happened?", asked jokingly Arish
"I'm not getting that reference", said Jesse
"It's a Star Trek joke, Jesse", responded Emily, looking irritated at Simon.
"Okay. Those two agents…", Jesse restarted the discussion after an awkward moment
"Walker and Ramsay", quickly responded Emily
"Yes, thanks. Walker and Davis. Have you talked with them?"
"Unfortunately, both died in the Hiss attack. Well, Walker did. Ramsay was in the Mold Treshold", responded Emily
"Emily, can I look at the file?", asked Arish. Emily passed it on.
"Okay, what are our options?", asked Jesse
"Well, we could talk to the survivors. But they were interviewed by CERA and the FBI back in 2013.", said Arish, reading from the file. "There is one we could talk to though. According to this, there were reports from the survivors that certain Maxine Caufield seemed to know the future in a few cases. We could start with her", said Arish
"Do you think she could manipulate time?", asked Jesse
"No idea. But we need to start somewhere. Unless you want to shelf this, again, of course", said half-jokingly Arish.
"Not happening. First AWE since I got here. As a Director I think I should also get some field experience.", responded Jesse
"Jesse, are you sure? You want to go there yourself?"
"Yes. Well, we two are going.", nodded Jesse towards Emily.
"What? Me?", she asked, surprised.
"Yes. From what I have heard it has been a while since you went on a mission. Better not get rusty", responded Emily.
"Alright, you are the boss", responded Emily.
"What about me?", asked Dylan.
"Dylan, are you sure? You have only woken up a few weeks ago. I don't think you are ready."
"Jess. I have been locked here for 17 years. I want to get out.", said Dylan, firmly. Jesse realized she didn't have a choice, Dylan would have left the Bureau anyway if she said no, even if he had nowhere to go.
"Alright. Us three. Where exactly are we going?", asked Jesse
Arish was in the back of the room, looking at a green display on one of the old IBM computers from the 1980's.
"According to what I could find on the case, and it wasn't easy, Ms. Caufield was last spotted by FBC agents in Seattle with her parents."
"Okay, will start there. Now the question, how do we get there?"
"Well we do have a safehouse in Seattle, we could just take a plane. I have a contact in Seattle, she will join you when you get there, she is more familiar with the area.", responded Arish.
"Ask your contact to look for Maxine before we get there, so we don't land just to realize she moved to Colorado or something", said Jesse. "Alright, that will be all, thank you everybody. Me and Emily will start packing."

7th of January 2021, JFK International, NYC
7:30AM

"I'm nervous, sis.", said Dylan to Jesse
"Not surprised, for the first time on a plane. I was terrified first time I went on one." Dylan eased up as Jesse squeezed his hand during take off.

I never liked the fact that everyone, apart from Max and Chloe, died in Arcadia Bay. Kate is safe.
Tried to follow timelines of the games as close as I could get.
Some characters are made up, but I tried to keep existing characters in.
