Their new alliance is a shaky one at first. Neither totally trusts the other, but they are both trying to help the people of Crime Alley and avoid the Bats. Their methods are so different though that it's a rocky path. The compromise they end up with happens almost completely on accident.

After one too many arguments about just how necessary it is to remove those who won't follow the rules permanently, Hood decides to prove to her that just turning the crooks into the police is useless. The next time he hears that someone has decided to break one of his rules, he turns them over to her, and she takes them to the police. Sure enough, a handful of greased palms and crooked cops later, they're back on the street.

Lady Chance and the Red Hood are standing outside the station when they walk out. Watching as they walk free only a few hours after they went in.

"See Chance, the system doesn't work, not in Gotham at least." She turns away as he pulls his guns and shoots the man. "So I've made my own system. One that's harsh, but one that works."

She looks at him for a long moment before shaking her head. "No, I don't believe you. Let me try it again, I can't believe this is the only way."

He scowls at her under his helmet, but says he'll let her. Eventually she'll admit that he's right, and in the meantime he's just as able to shoot them here as in any Gotham back alley. They swing away, the people who've gathered around the dead man below watching them swing away.

It turns out that they were both wrong. The system is just as corrupt as it's always been, but it turns out that all the back doors in the world don't matter if the person doesn't want to leave. It starts with the rumors that Lady Chance works for The Red Hood now, followed by the whispers that she doesn't kill, but that if you try and escape her, The Red Hood will finish the job. It's not long before the underworld of Gotham has spread the word that any arrest made by The Lady Chance is a choice between her justice and The Red Hood's, and they all know just what his justice looks like.

Commissioner Gordon is finding that suddenly many of the criminals arrested from crime alley, whether professionals or just from off the street, are actually being prosecuted, confessing to their crimes and cooperating with the police. He wants to know exactly what changed, but when he tries to get more information, the criminals clam up. But there's something going on here, and Gordon is determined to find out just what it is.

It's weeks before he gets a lead, and it's from one of the several drug dealers who were sentenced to life in Blackgate after confessing to dealing drugs to children. He's at the woman's trial and as she stands and is led out by the police, she stops next to him and whispers two names. "The Red Hood and The Lady Chance. They're the ones you're looking for." And then she's led out of the building. Leaving Gordon with the first lead in his mystery.

A few nights later, he stands on the roof of the GCPD, the bat signal glowing next to him.

A voice comes out of the shadows behind him. "Commissioner."

He turns around and looks at the vigilante behind him. "Robin. Just you tonight?"

Robin nods. "Yeah. If it's something big I'll let Batman know, but otherwise it's just me."

Gordon nods, pulling out a folder and handing it to the teen. "Something's happening in Crime alley. Over the last couple of months there's been an increase in the number of arrests made."

Robin takes the folder and begins reading through it. "Okay, that sounds like a good thing, what's the catch."

"Almost all the criminals arrested confessed without any push, and after diving a little deeper I found some who were arrested on very similar charges but were let off on 'not enough evidence'." The contempt in his voice is obvious.

Robin looks up from the folder. "You're saying they bribed their way out."

Gordon shrugs. "It certainly looks that way, not that it matters. All of them were shot almost immediately afterward. Some of them as they were leaving the station."

"Any suspects?"

"Two. A new player, and The Red Hood."

The boy's head jerks up, the white eyes of his mask staring at him critically. "So you think that the criminals are turning themselves in to avoid being killed by Red Hood?"

Gordon nods. "Possibly, but there's also this new player, Lady Chance." He gestures to the folder. "Looks like she stared out as a regular street vigilante, but now there's rumors of her working as The Red Hoods enforcer, or even his partner. She's the one who actually turned most of the criminals in."

Robin ponders that for a moment, before flipping the folder closed and tucking it into his suit. "Thank you, commissioner. I'll bring this up to Batman. Have a good night."

"You too, kid. Stay safe out there.

Tim was going to do what he said he was going to, and head back to tell batman about the Commissioner's suspicions about what Jason was up to now. A new player in Gotham, especially one that was willing to work with a crime boss, wasn't good news. But, his path back to the bat cave passed through crime alley, and he happened to spot a woman in a black suit with red spots standing on a roof. Lady Chance.

He swung up behind her almost silently, but she still noticed him and dropped into a defensive stance. "Who are you?"

He analyzed her. Her stance was a little off, like she'd only had some basic training, and her suit seemed too thin to be providing proper protection, but there was something off about her features. Even as he tried to analyze her he couldn't seem to get a feel for her age, or even any distinguishing features, not in a way that suggested she didn't have any, more like his mind wasn't able to focus on them. "I'm Robin, my question is who you are, Lady Chance."

She tensed up further when he mentioned her name. "That's none of your business, kid."

He ignored the dig at his age. "I beg to differ. You're in Gotham and working with a crime lord, that makes you my business."

She glared at him. "I'm in Gotham to help, and that's all you need to know."

"So then why work with Red Hood?"

"If I can do more to help the people here by working with someone else, even if I don't always agree with how they do things, then that's what I'll do."

"I'm sorry if I don't think that working with a crime boss is the way to do that."

"You might not see it, but Hood is helping the people here. Maybe it's not a perfect solution, but I gave up on perfect solutions a long time ago. He's trying to help here, and it's working. That's enough for me."

"Aw, I appreciate it Chance." Robin spins to confront the new voice, and sees Hood standing behind him. "As for you, replacement, it's time for you to leave."

Robin reaches for his staff and hood reaches for his gun, before glancing over at Lady Chance and sighing, letting his hand drop from his holster and grab a grapple instead. "Go home replacement. Batman doesn't need another dead sidekick." Red Hood grapples away into the night, and Robin turns to look at the other person on the roof with him, only to find that Lady Chance used his distraction to disappear as well. He's all alone on the roof.
