Location: Office Of Naval Intelligence, New Mombasa, Kenya
Silence filled the office as Admiral Parangosky glanced through Halsey's request file. The admiral sighed leaning back into her seat glancing over the brim of her glasses at the doctor.
"So you want me to grant you permission and funds to recreate the insane Mjolnir project and on top of that restart the spartan program?" Questioned Parangosky
Dr Halsey nodded "That is correct."
"And what makes you think you'll succeed in both programs where others have failed so dramatically in just one of the programs alone? Not to mention these were abandoned before the emergence of quirks." Asked the Admiral curiously.
"First of all more research will handle most of it. Aswell as modern technology has improved greatly since then." Explained Halsey
Parangosky scratched her chin in curiousity "And why should I approve this? The world is nothing but heroes and Villians now. O.N.I doesn't exactly have a use for this."
"When you put it like that then yes there is no use for my work. But you can't expect me to believe that there's no need for special operatives to work internationally and get their hands dirty where the hero's and police don't want to and not to mention there's the matter of the threat of inserructionists out in the colonies. I've worked in O.N.I long enough to know that." Spoke Halsey crossing her arms.
Parangosky raised a brow and opened the file once again reading the details a bit more closely. "So why do you want quirkless children? Wouldn't children with quirks be better and more powerful for this little project?"
"In these modern times quirkless people are greatly discriminated against. No one will question anything that happens to them. Even when the clones we replace them with become sick." Replied Halsey.
Parangosky slammed the file shut and glared at Halsey quietly thinking silently. She slides the file forward on the desk back towards Halsey "This is off the books. The moment you walk out the door I don't wanna hear about it. If word gets out about what you're doing then it's your ass that takes fall... understood?"
Halsey smiles as she stood up and took the file "Understood Admiral."

Location: Musutafu, Japan.
"Why are you being mean?... I-If you don't stop hurting him Kacchan th-then I'll stop you myself." Spoke a small green haired boy standing defencivly in front of another boy as he shook fearfully but stood his ground.
"Are you recording this Keyes?" Halsey asked a man quietly that stood beside her as she leaned against a tree.
"I am." Replied Keyes quietly as he discreetly recorded on his phone.
An ash blonde boy stared at the green haired one and began to smirk as he let off small sparks from his hands in a threatening manner "You really think you can stand up to me you worthless Deku? Fine. Then I'll just have to put you back in ya place like the bug you are."
The blonde with two other boys charged at the green haired boy and attacked. Keyes couldn't help but cringe and look away as the three bullies knocked the green haired boy down. Both Halsey and Keyes watched in silence as the bullies walked away laughing while the boy that the green hair boy defend quickly ran away in the opposite direction.
"Keep recording." Ordered Halsey as she left Keyes behind and approached the boy as he began to sit up and wipe tears off his face as he sniffled.
"That was a brave thing you did" spoke Halsey as she kneeled down beside the small. The boy jolted in surprise not noticing her approach but then quickly looked down sadly "n-not really. All I did was get hurt."
"But you saved that other boy from getting more hurt. That's got to count for something right?" Said Halsey softly. The boy looked up at her and thought about her words and decided to agree instead of argue "I guess you're right."
"What's your name?"
"Izuku... Izuku Midoriya.. but Kacchan calls me Deku." Said Izuku sounding a little sourer as he gave his nickname
"Well Izuku. Do you like games?" Asked Halsey
Izuku nodded "Yeah"
Halsey smiles and pulls out a coin showing both sides. One with an Eagle and another with a man "Let's play one then. I'm going to flip this coin and when I do I want you to tell me what it's going to land on. Okay?"
Izuku sat up with curiosity and interest "Okay I can do that."
Halsey places the coin on her thumb and with a quick flick flips it into the air. Izuku watches the coin rotate and descend towards the ground and reaches out with one hand and catches it shouting at the same time "Eagle!"
He carefully opened his hand to look at the coin and Halsey smiles softly when she saw the eagle revealed on the coin. "Well done Izuku. You got it right." She slowly gets back up to her feet and turns to leave.
"Wait. Don't you want your coin back?" Asked Izuku holding out the coin towards her.
Halsey shook her head as she looked at him over her shoulder "You keep it. I think you've earnt it." She replied before walking back to Keyes. Izuku looked at the coin and smiled proudly to himself before walking off towards his home.
"Tell me you got all that Jacob." Spoke Halsey as she closed the distance between her and Keyes.
"I did Doctor. What did you learn from that anyway?" Asked Keyes
"That boy either has good reflexes... or he's very lucky."

Days later Katsuki walked to the park with sparks crackling off his palm. He couldn't help but grin with pride with his quirk. As he closed his hand into a fist he glanced up to find Izuku sitting on the swing set by himself.
Katsuki decided that he wanted to be on the swings and stormed towards the green haired boy. "Get lost Deku. I wanna be on the swing."
Izuku frowned "I was here first Kacchan" he whined
Katsuki growled as his fists tightens more. "I said get off!" He shouted as he palmed his hand into Izukus chest and let off a small explosion knocking the boy off the swing with a thud.
Izuku yelped in pain and as soon as he hit the ground he began to cough and gasp for air. Katsuki glared down at him "I warned you need." But Katsuki's glare soon disappeared and turned into a look of shock as Izuku began to cough up blood.

Hisashi Midoriya rushed home to Earth the moment his wife managed to get in contact with him and inform him of their sons declining health. It was already a struggle for him working away from his family out in the colonies. Particularly Harmony. But right now he out right hated it.
It was exhausting travelling through space to return to earth. Most of the time his mind was alone and left to wander causing him to overwhelm himself with anxiety and fear and what could be happening to his son and the pressure his wife must be under suffering the burden alone.
When he finally arrived in Japan he wasted no time rushing to the hospital. Once he arrived he found Inko sitting with her friend Mitsuki Bakugo. while Mistuki's husband and son sat silent in the chairs across from them.
Since the moment Izuku was signed into the hospital the Bakugos spent every spare moment they had to show support to Inko. When the green haired woman looked up and saw her husband standing in the hall she was quick to run over to him and hold on for dear life as tears poured out.
Hisashi held his wife tightly and protectively and fought hard to not let his tears fall. He had to be strong now for his wife. But he couldn't help but feel haunted by the unknown fate of his son.
Mitsuki sniffled and hugged her own family. Katsuki continued to have an eternal battle with himself to not only try to prevent himself from crying. But the overwhelming amount of guilt that ate away at him. If he wasn't so harsh and rough with Izuku then maybe they wouldn't end up in this mess. At least that's the thoughts that haunt him the most since all this started.
"Mr and Mrs Midoriya?" Spoke a Doctor walking towards them with a clip board.
The two Midoriya parents turned to the doctor. The man himself took a deep breath as he rubbed the back of his neck. "We ran extensive tests for the last month on Izuku and the results are.. disturbing."
"D-Disturbing? H-how?" Stuttered the teary eyed Inko.
The doctor glanced down at his board "He seems to have developed Parkinsons but the most horrifying is that he's also suffering Metabolic Cascade Failure."
Hisashi eyes narrowed "What is that?"
The doctor looked at them both apologetically "It's basically a series of neurological Diseases. We don't exactly know how he's suffering from it but it seems to be a recurring condition infecting quirkless children."
"W-What are you saying" asked Inko.
The doctor sighed "He won't survive... we'll do what we can to ease his pain. But you should see him while you can..."
Hisashi and Inkos blood both turned cold and their hearts stopped. Time it's self no longer seemed to exist as the horror of the news they're receiving strikes them hard. Hisashi's heart had already cracked when he saw the emotional pain his wife was suffering. But now his heart shattered completely at the news that he'll be losing his son.
He could no longer hold the pain back. And the tears finally began to flow.

Same time
"On Your Feet Cadet!!" Shouted a voice in Izukus ear before he felt a hard kick in his side knocking him out of his cot and onto the hard floor.
In a panic he quickly sat up and looked around seeing other children his age being woken up and moving out of the building. Where was he? Why isn't he home? Who are these people?
"I said Move Cadet!!" Shouted the man that kicked him awake.
He didn't wanna get hurt again and wasted no time getting to his feet and following the others outside. As they all walked out of the building they woke up in they were moved to what looked to be a large room with seats and a stage at its centre. Izuku noticed himself and the other children were wearing the same clothes and were each numbered.
As he sat down he glanced at his own clothes seeing the number 117 printed on it. He furrowed his brows in confusion and looked towards the stage seeing the woman who gave him the coin.
Before he could think anymore of it she spoke.
"By Naval code 45812. You are hereby conscripted into U.N.S.C special project code name Orion II. Also known as Spartan II."
Izuku looked at the other children as they had the same confusion on their faces as he did. But the woman continued.
"Your parents are gone. The planet Reach will be your home. Your fellow trainees are your new family. You have been hand selected and called to serve Earth and all her colonies."

All Might stands with his hands in his hips smiling proudly as the students of 1A start standing at his side smiling confidently.
I've decided to live from this Moment on.
Thel 'Vadam walks forward in his standard Sangheili golden armour
With my scars out and on display and turn all my despair into my strength!
He starts running forward with his armour stripping off him and becoming replaced with the Arbiter armour.
I will push all my tears aside and give all I've got.
The Spartans of blue team land hard on the ground drawing their weapons and charge towards covenant forces while 1A defends themselves against villains as well as grunts and Jackals
I will give everything I have to keep you close.
Izuku pulls an Assualt rifle off his back as a Gravemind emerges violently infront of him.
I will beg! Please don't disappear or tear us apart
Cortana's hologram flickers as she reaches forward but the disappears as her A.I chip stars falling downward in the sky while Izuku falls trying to reach for it.
On that day I swore I would protect you.
Izuku continues falling while Banshees and Pelican dropships battle against each other in the sky.
It's a promise I'll make sure to see through.
Even if the light we have is fading.
Izuku struggles and stands into his feet with Spartans standing beside him on his right and class 1A standing to his left

One of the halo rings appears floating in space.
