So essentially, this story is more of a concept about a what if I've been playing at in my head, that being what if Yagura, the Mizukage, was never under Obito's control. There's also a few other AU aspects I've toyed at with it, that being with if Naruto, had an average to above average intelligence, had red hair, and while still being the 4ths son in spirit, is a full Uzumaki, chakra chains and all, and for a bit of flavor, as I've rarely seen this done before, no Akatsuki, now you may also be asking, where are those S-Rank Ninja gonna be? That depends, for instance, Sasori will be roaming the deserts killing unsuspecting powerful ninja to make puppets, and taking missions around the area to have funds. Or in another case, like Obito or Madara, dead when they are supposed to be, Obito had an actual burial after the war, and Madara died at the battle of the end as they were supposed to, with zetsu never existing after being crushed by our third favorite sage.
Other things to note about this AU: Ive aged up Konohamaru to the age of the rest of the Konoha 12, so that the spot is filled, acting as Naruto, when Naruto isn't available. What about ships? Well, frankly I find them unnecessary unless it is a ship fic or for character development and adding to characters when you cant think of another way to insert them into the story, not that they cant be done in another way, but I'm bad at it and I think a ship done bad is a lot worse then a ship not done at all. Who is going to be the enemy? That depends on the arc, but there will not be a main villain of the story most likely, jumping from powerful enemy to powerful enemy, or war, so maybe the Raikage or Tsuchikage.

Yagura looked at the cradle infront of him, disbelieving what he was seeing. A boy no older than a few months old looked back at him, wondrously looking back at the pink eyed Jinchuriki. Yagura quickly realized his origin of birth, or more accurately the clan of his birth, red hair is only common among the Uzumaki's and Subaku's, combined the chakra reserves slightly above average and those seals on his clothes, it was not hard to figure out which one the boy was apart of.
"Report." Demanded the mizukage looking at his anbu.
"This boy was found at the doorstep, literally sir." The anbu clarified more to himself then to the mizukage.
"He appears to be of Uzumaki clan birth, with seals along his clothes, thought to leave him in the cradle on the off chance the cradle is rigged with something else other than storage seals."
The mizukage looked at the boy, 'Hmm, this could pose an opportunity, with the extermination of the Kaguya clan, we need bloodlines, and with the red hair and how many seals, id bet he isn't an offshoot, closer to the main shinobi line of the past.'
Yagura decided now what to do with the boy, looking to his trusted anbu, "Get him into the orphanage system, inspect his clothes and make sure to not harm him."
The Anbu shunshin'd away with the cradle.
Yagura looked at the spot where the boy once was, almost disbelieving his luck as of this moment, a child of a former famous clan, with a possible Kekkei Genkai, literally dropped at his door.
He looked at his side, sensing an anbu that appeared and then left just as abruptly, seeing multiple scrolls at his side, supposedly from the seals on the boys clothes, he picked the first one up.
'To the man who found this boy'
'I suppose that's me.' Thought Yagura
'Hello, if you are reading this then the boys parents are dead. I find it critical that this boy finds care in someone who knows the shinobi arts, as he is one of the last of his clan, and to my knowledge one of possibly two with our kekkei genkai. The boys name is Uzumaki Naruto, as the name suggests he is from the Uzumaki clan. The Uzumaki's are a clan feared for multiple reasons, leading to their destruction, Iwa still has a 'kill all defeated Uzumaki' stance, so please tread lightly with his name. The other scrolls are for his eyes only, they are locked with a blood seal, and will only be accessible to him, and other Uzumaki who share his blood.'
Yagura scanned the scroll with scrutiny, trying to find any ulterior motive or undetected message, he found none.
Looking over his village, such destruction only a month prior, he decided to leave the unknowns to the boys eyes when he comes of age.
The Bloody Mist was out of its civil war, but it still needed time to recover, and new, younger shinobi to take the place of the previous dead.
'He will have to be trained young, I will not have him die in the graduation trials, hes too big of an asset." Yagura said to himself, contemplating possible team placements.
Stopping himself knowing its too early to make those judgements, decided on himself to guide the boy, albeit discreetly and not to the public eye, lest he show favoritism towards someone not even an academy student.
Yagura, done with contemplating the boy for the day, contemplated his village situation, reading a report on his desk. The one that he ordered months ago about the state of his country.

Yagura sighed, as he looked at the paper, with 2 clans gone, another one barely functioning, and 7,000 shinobi rouge or dead, the revolt had done damage enough to question the status of Mizu's great power status.
The Seven Deadly Swordsman are functioning, mostly, with 3 swords vacant or lost its hard to say they are fully operational.
He'd have to work on his diplomatic skills, war was not an option with how many had already died. But, with the power structure secure, and his reign established, he could focus on both reconstruction and reestablishment. One of the bonuses about having recently getting out of a war, is that you have veteran shinobi and a war ready nation. The downside, is that the civilian sector is severely lacking, having been drove off after the first sign of danger.
'Ill have to get trade partners, perhaps the Tazuna family, or the Shipping magnet making grounds on our ports.' He thought to himself, debating which was best for his country.
Interrupted in his thoughts, a man with blue skin and shark like teeth opened the door to his office.
"You've requested me lord Mizukage?"
"Ah yes, Kisame, please sit." Yagura Requested
The man now named Kisame, sat down, with his sword now in front of him with how bulky it was.
"Ive heard that you've found the possessor of the Kiba blades, I think I might have a candidate when he comes of age, should he have the affinity I think he has." Yagura stated, hearing for a response from the great-white-look-a-like
"Who is this supposed candidate, and I wouldn't bet on getting them soon, Raiga still owns them and is forming a cult around his supposed 'sadness for the dead' and this kid better be good." Kisame questioned, picking up on his young age.
"The boys name is Uzumaki Naruto, he will be of age in a good decade, but that gives you time to recover the blades, and continue to do your regular missions, and for the young boy to learn to become what is required to wield such blades." Yagura answered, unnerving Kisame with how young the boy sounded.
"A good decade huh? I suppose that gives me time yes, and an Uzumaki? Thought id seen the last of them with Konoha's Blade Devil. Nasty business with those Fuinjutsu users." Kisame referenced with a hint of reverence for the woman.
This brought the memory of the Fuinjutsu and Uzumaki clan techniques yet to be deciphered and used still hauled over 30 years after the sacking of Uzu. 'Perhaps he could use those old scrolls.' The 3 Tails host thought over.
"Well, I suppose I can take him when he comes of age." Kisame interrupted
"Mhm, yes. I also request you bring the Kiba blades back as soon as possible leading up to those 10 years, should he prove to be an acceptable candidate in the years to come. Kill Raiga, he is disgraced and unworthy of the blades as of now." Yagura deemed
"Dismissed." Yagura ordered the Hoshigaki clan member
'I wonder what will become of you Uzumaki Naruto.'
