The Board of Governors were excited because Cedrella Weasley had said yes. She was currently at home editing the rules to suit her new way of thinking she was bringing to Hogwarts. She was planning to seriously overhaul how punishments were carried out and given. It would set out clearly what each teacher was expected to do and what would happen if they didn't wish to comply. She wrote down her new rules as follows:

1. All students caught outside after curfew without a note from a teacher or Madam Pomfrey explaining why they are out of house after hours will automatically loose ten points for their house.

2. If a student breaks one serious rule they instantly loose twenty points and gain one night of detention. The second time they re-offend its forty points and two days of detention. The third time its sixty points and three days of detention. If there is a fourth time it is suspension followed by expulsion for the fifth time.

3. All students are to be innocent until found guilty no matter which house they come from. Any teacher found targeting their students in a vicious fashion based on their house placement will get a warning. Three warnings and you will be suspended without pay for a week. You get one more chance and if it happens again you will find yourself jobless.

4. All detentions handed out must be safe ones and may never be served with Rubeus Hagrid or Argus Filch.

5. All heads of house are expected to spend two hours each evening in their houses to aid their house members in any way they can.

6. Pranking unless done in a way which does not physically hurt is fine. Any pranking which physically hurts another student or staff member is strictly forbidden and anyone caught doing this will get two weeks of detention.

7. All staff are allowed to consult with another member of staff if they are unsure how to hand out a punishment or which kind of punishments are required. Your Vice Headmistress is here to offer guidance in this area as and when needed.

8. The headmaster of this school is busy and not to be bothered about things such as detention and or point loses. Anyone who is due to be suspended or expelled will come solely to the office of the vice headmistress. Everyone gets one second chance only and if you elect to waste it then shame on you, you should have known better.

9. All prefects which are elected or considered must have excellent people skills as they cannot hope to do their jobs well without them. Excellent grades are a bonus but not a must so as long as the students in question are not failing everything will work out.

10. All first year students must submit to annual health checks and must have any allergies documented with a copy given to the house elves. Special dishes are to be provided for the food which inhibits someone with an allergy taking food from a dish which contains said allergy inducing food.

11. All students who attend Hogwarts must have their own wand and if due to unforeseen circumstances their families cannot provide one the Board of Governors will fund a new personalised wand for the said student.

12. All potions made by students must be checked over by either Madam Pomfrey or Professor Snape before they can be consumed by the creator.

13. Should anyone student or staff alike who is not Madam Pomfrey or Professor Snape give a student a potion it is not to be consumed until either of them have confirmed it is safe to do so. A poisoned student is not a student which can do their studying properly so this rule avoids that.

14. All first years are to be provided with maps clearly detailing where every class can be located so they don't get lost en route to lessons. In the starting weeks as new students adjust to life here at Hogwarts it is expected for them to be late to class at times and this may not be punished in the start.

15. If a student feels like using a slur or bad words against that of a different blood type they are to loose twenty house points at once. This is to teach them that we don't care how they feel so they should learn to shut up because that kind of gutter talk will not be tolerated in Hogwarts any longer.

16. If students can see that a house mate is struggling with dining etiquette they are to subtly teach them how to eat better. If the message doesn't get through then they may tell them privately away from prying eyes that they must refrain from eating like an animal.

17. All students which notice that a house mate is not doing ok or being bullied is required to tell a prefect of their house first and then their head of second as prefects are busy and they may forget to relay their messages.

18. All prefects may deduct house points and hand out detentions where necessary but may not target someone because they are in a different house or have a blood type they don't like. Any prefect caught doing this will get three weeks of detention and if it continues will lose their badge immediately.

19. All questions submitted to staff members are expected to be answered in a kind and friendly way. Most questions may not be considered stupid. If you find you cannot answer a question for whatever reason you must plainly state this to the said student and then direct them to someone who may know the answer. If you elect to dismiss a student without telling them you don't know the answer or pointing them to someone who does you will lose your days' pay. This is to encourage smart thinking within the staff.

20. All students that go to Hogsmeade are expected to behave in a way befitting the school they attend and should be responsible for their own conduct. What a student elects to do during their time is their own business and may not be controlled by any staff member unless that student has a detention during the Hogsmeade village visit.

21. All classrooms must be scanned at the start of each semester to be sure they have not been tampered with in any way and safe to hold lessons in.

22. No dark artefacts of any kind are to be allowed into the houses. If a student has something which they are not sure is dark they may show either the vice headmistress or their head of house for clarification but if it is discovered that the item in question is dark it is to be confiscated and either sent home or destroyed.

She read over her new rules and smiled to herself before flooing directly over to the board of governor's office. When she showed them the rules they read them and each member voted to pass the rules and were excited by them as they were very fair indeed. They stated easily that each student deserved a second chance but never anything more something Albus had always refused to acknowledge despite saying it himself. He often said that people only deserved a second chance but then he'd give them ten more chances. He believed far too readily in the power of redemption which always failed him and it always would. Hogwarts would now be a much safer place.

Albus was told of the new appointment and was not at all angry with it surprising them greatly as they'd thought he'd kick up a right fuss which he hadn't. They soon realised however he only hadn't kicked up a fuss because he hadn't been told of the new rules yet. When he learned of them he was pissed and started to have a very adult tantrum but a few choice words from the board and a few threats back from him and he was ok again. The Board accepted responsibility for any parents who might give him grief over the new rules. Their children didn't need to attend Hogwarts after all. Dumbledore hated what he considered being mean to people but when he realised they would not budge on this matter he soon shut up. She entered her new office to find a blushing Minerva inside. The office was a heinous mess but it was only that way as Minerva had never had any time to clean it as she was always busy with lessons. All Transfigurations lessons were cancelled just for today so Minerva could help her clean it up. Soon enough it was tidy and all of the accumulated and outdated documentation which was no longer needed or valid had been burned in the fire.

Cedrella had even secured a new history teacher Remus Lupin not that she had, had the time to tell Albus about it though. It turned out he knew way more about History then most people had realised and did in fact have a mastery in it. When they'd checked out the History classroom Professor Binns was there teaching an empty classroom and shouted at them when they entered. He'd not even realised it was the evening and that there were no classes any longer. He'd been exorcised by a specialist and forced on to the other side. The board of Governors agreed that Remus could have two days off a month for his transformations but advised him to ask the bank about his condition. He was very scared to do so but Cedrella was exceptionally firm and even went with him so he couldn't chicken out.

It turned out for a handsome fee they could indeed help him something he was stunned to hear. He wasn't poor by any means as the Potters had left him a small fortune in their will but he was truly stunned by the revelation they could help him out. Firstly he'd go through a cleansing ritual which would rid his entire body of scars and wrinkles of which he had many due to all of his changes each month. They had asked him to pick one part of his body he would like to change each month and he was entirely stunned to be given this kind of choice. There was no cure yet for lycanthropy but if people knew that the goblins had figured out how to contain it properly to a specific area it would be massive news. He selected his hands so they would change every month instead of his body. He would need wolfsbane potion too but the goblins had also thought of that. They had contained the potion into twelve liquid capsules of which he'd need to take one per month only. It would make his life that much easier and he'd automatically be sent the capsules every year by the goblins who automatically charged the ten thousand galleons it would cost each year to his account. It was a good day for them both and she was relieved she could help him out. Since Sirius had been freed from jail they'd remained best friends and Sirius was thrilled for him vowing to come up to Hogwarts and stay with him for a while if only so he could see Tom there too. Remus was thrilled with how well his life was going now. The Board of Governors were informed of what had happened to him and were delighted for him. With only his hands changing he might not even need to take those two days off. Only time would tell.

Cedrella had arranged for curse breakers to come to the school tomorrow and spend time in the DADA classroom fixing the curses Voldemort had supposedly put there. Things would sure be changing. That evening Dumbledore stood at the podium and got everyone's attention.

"Good evening everyone I have a new staff announcement. Professor McGonagall has decided to step down as vice headmistress focusing solely on her teaching and being the head of Gryffindor house. Please allow me to introduce you to your new vice headmistress and former Slytherin head girl Professor Weasley!" he said as the entirety of Slytherin gasped making Tom roll his eyes in annoyance. The twins, Ron and Percy were stunned but secretly delighted to have her here. Percy was starting to realise he'd been wrong but it was very hard for him to admit it to himself. She rose to the podium with a smile looking down at everyone.

"Thank you very much headmaster and hello everyone. I am delighted to be here. It is my job to support you all and insure that each person has a wonderful experience here whilst learning in these hallowed halls. Not everyone is good at everything nor are they meant to be. Tomorrow only all DADA classes will be cancelled while we investigate that classroom and you must use that time to study. You will be relieved to know that Professor Binns is no more. Please allow me to introduce your new History teacher Professor Remus Lupin" she said gesturing to the man beside her who smiled and stood up smiling at everyone. Dumbledore looked utterly dumbstruck but didn't say a thing. He was too relieved he didn't have to do anything to care for now.

"Thank you Professor Weasley. Hello everyone I am delighted to be here and you will find History with me enlightening I assure you. No more bloody Goblin rebellions!" he cheered punching the air with his fist as the whole hall laughed with him including the staff. Binns had been terrible after all. Once he sat back down again Cedrella faced the hall once more.

"Now before the feast begins I will pass this piece of parchment down through the staff table and each staff member must sign it. It is a declaration that no staff member means any harm to the students or will do anything bad related to the late lord Voldemort!" she said seriously as Dumbledore reeled.

He was about to protest as it was handed to Severus who signed it easily and passed it along. Tom Riddle had only become Lord Voldemort after all he wasn't really Lord Voldemort anymore. Despite Lucius believing he was Lord Voldemort he really wasn't. Lord Voldemort had never truly existed. As it went down the line of the staff and returned to her she passed it on the other side with all students watching it happening. Dumbledore signed it and it was all going well until Professor Quirrel signed it and screamed his head off dying before them all as the students screamed and attempted to get out of their seats but couldn't due to a spell she'd cast holding them in place. As the rest of the staff signed it Argus Filch too died as he couldn't hide his intentions towards the children. The two deceased men were carted out of the hall.

"This parchment contained a contracted vow stating that all staff members here would never work with Voldemort or anyone's orders even their own to harm students in any way shape or form. Violence will never be tolerated here. Now as you saw Professor Quirrel and Argus Filch died as they did wish to inflict violence on the students here present. I ask you not to mourn them and just be thankful to be safe. For those of us not in the know their life essence was taken away as they tried to lie in a vow which can never happen and henceforth they died. Obliviate!" she called out erasing that part from their minds whilst the staff thought about what to do. Sirius Black had a mastery in Defence Against the Dark Arts and when he was asked to teach it with his best friend at the same school as his godson he couldn't have agreed more. Albus Dumbledore was happy that the children had been made to forget the two deaths which had just occurred as that was not good but was furious at the appointment of Sirius Black as the new DADA teacher. He would be too close to Tom and this would only end badly. He'd need to monitor Sirius and Tom. He couldn't have Tom going dark. This required much thought and planning. He needed to get started soon. He'd die before Tom ever went dark.
