"Thank you for that Lord Addlemore please take your seat once more. Now we will vote on the motion which was proposed last week to inhibit the uses for house elves and werewolf employment. As a new member of the Wizengamot you will be handed the bill which you can read in our magical reading room to your left. This means you may take as long as you need to read it inside but only a few minutes outside will have passed!" Dumbledore said with a smile as Tom took the bill into the mentioned room. When he entered the small glass booth style room he found a small table and chair with some water and a glass for him. He could see out but they couldn't see him. A few wandless charms insured no one could spy on him with hearing charms either. He poured himself some water after checking thoroughly that it was safe to consume and sat down opening the bill.
The Wizengamot Session number two in the year of our lord nineteen ninety one is voting on the rights of werewolves and the proper uses of house elves. We will now list the various things which we will be voting on.
· Should werewolves be excluded from the possibility of gaining employment in respectable places due to their condition alone? They are inherently dangerous because they were bitten by another werewolf and we must not forget their highly frightening enhanced senses which could harm us in just a moment if they elected to use them. Also they could elect to bite us if we allow them to have too much control.
· If we have voted that they should be excluded from gaining employment in such places where should we allow them to be employed as they will need to work somewhere as without an income they will have a lesser quality of life.
· All werewolves should have to wear either a bracelet or ring (to be determined by the Wizengamot during voting) which is a permanent portkey which transports all transformed werewolves to an abandoned island somewhere they cannot harm others while in that form. They will be transported home the next home as well. Should they elect to remove these things they should instantly be killed on the spot as only someone who would wish to remain behind while in their werewolf form and harm others would try to take their ring or bracelet off.
· All werewolves must register their condition with the Ministry and any which refuse will spend the rest of their lives in Azkaban for insolence.
· All registered werewolves should receive the wolfsbane potion from the Ministry free of charge each month as many cannot get this special potion and would prefer to not lose their minds when they transform.
· All house elves must do what their master commands of them but they are not allowed to be compelled to break the law by their masters. If you have a house elf and try to do this it will be a one way ticket to Azkaban for two weeks for you.
· All house elves must register in the Ministry explaining which families they serve so no one can have hidden elves and get around this law that way.
· All house elves must be fit for purpose which does mean unharmed so that they may best serve the houses who are special or important enough to actually warrant the use of said creatures.
· All house elves who refuse a task which their masters give them which is expressly not dangerous must be freed at once to find residence with another family at once.
· No house elves who are freed from a family for the above mentioned issue are to be allowed to remain free as we wouldn't want a mutiny on our hands. They are to follow our each every rule as we order them to as they are unpredictable and like control and order anyway.
· Anyone found to have killed a house elf unjustly will and I repeat will suffer the wrath of the elves families and we must not intervene as to kill any creature is an act so heinous it deserves punishment unless the creature is a serious danger to us all.
· You may not request your house elf to visit any member of your family who might reside in Azkaban Prison as it is cruel to the elf and against the law.
· You may not ask your house elf to go to the home of current head of the DMLE or the Minister of Magic unless it's an emergency and they need to be informed of something of extreme importance at once. Remember please that this thing should actually be important not just something you think is important.
· Be creative when disciplining your house elves as we don't like to see bruised and weak house elves as that makes your family itself look weak and is probably something you did not think of.
We will now vote on the above topics in order of the way in which they are presented. Each topic will be debated and we cannot spend more than half an hour on each topic. After each topic has been discussed we will vote on it by pressing the red button on our desks if we disagree. If you agree with a point you will press the green button. If the buttons are purple and teal as we sometimes use those colours you must remember that in this instance teal stands for yes and purple stands for no.
He took a good half hour to read over the paper while enjoying the water disgusted with some of the things he had read. Some of the ideas were actually good though and he was stunned to see them on the paper at all. He exited the room and returned to his seat gracefully. The Wizengamot watched him carefully and as soon as he was comfortable Dumbledore called to order the first topic on the list. As soon as he had finished reading it the whole Wizengamot was up in arms with people from the light and dark factions screaming at one another. Tom sat there cool as a cucumber enjoying thoroughly watching everyone freaking out around him. Some of them had leapt from their seats and moved over to other people screaming in their faces. Tom was surprised that wasn't stopped by Dumbledore but looked at the man to find him smirking to himself as he observed some other people fighting to his right. He really seemed to get off on the chaos of this situation which was bizarre to say the least. He hated chaos in his school but he loved it here. Maybe it was because these adults made the insults more interesting or something he couldn't tell. He smirked as Dolores Umbridge who now looked purple with rage walked over to him her disgusting pink heels clacking furiously on the floor.
What he had said to her earlier had gone down like a lead balloon and she was not finished with him yet. "Lord Addlemore where have you been all these years? Why are we only seeing you now? Did you hate everything on that bill then?" she snapped as he chuckled deeply at her.
"Miss Umbridge I was minding my own business and it is my own choice when to join the Wizengamot. I don't need to answer to anyone and especially not a half blood such as yourself. I agreed with some parts and disagreed with others. Some of it was sensible after all" he answered in a calm manner as Dolores who was now beyond furious with his calm demeanour reached out slapping him across the face as those around them looked at her in horror.
"Miss Umbridge just because I refuse to be told how to vote you do not get to physically strike me like a half blood lunatic!" he said loud enough that others noticed. The Minister called Dolores back to his side promising they would talk about it later on. Dumbledore eyed Addlemore very seriously to try and convey with his sour expression that although Dolores was wrong he shouldn't respond as he'd be bitterly disappointed in him if he did. He should have known that Tom wouldn't care. One wandless charm later found her underpants inside the pocket of Dumbledore and her bra on the seat in which he was currently seated. It would be funny to see when it would be seen if it ever even was. They debated the first topic and instantly voted no for all of his houses from the Addlemore seat when the controls for voting for each house appeared there for him to use when he was ready. The Potter vote controller came up and he voted no quickly as it disappeared. No one had noticed nor would they have as they were all so focused on their own votes. Dumbledore was stunned when the Potter vote was registered because whoever had done so was not yet registered but Tom Potter had obviously advised them to vote for him. He would need to find out who that was and try to sway them to think sensibly. With thirty to forty votes for no from him alone that section of the bill was not passed. On and on it went until only the things he'd found good were passed into law. Many people of the dark side gave him harrowing looks for not voting as they would have liked him to vote but as they were in the Wizengamot they could do nothing to him without drawing unwanted to themselves. Tom was stunned that one of the most vocal people was Lucius and he or should we Tom Senior would have strong words for him later on. He'd inform him that Lord Addlemore was not someone he would wish to cross and that he should remember that in future. As a punish Lucius found his own underwear hanging from a flag pole in the centre of the ceiling. "Does anyone have any final questions before we wrap up the session" Albus asked seriously as Tom stood once more.
"As you know I was attacked by the head of the Order of the Phoenix but I don't remember who it was. I wish to ask if any of you know of such an organisation and if you could explain to us all here what it does as I wish to put this whole horrible incident behind me as soon as possible" he said kindly in a way which managed to make him appear quite vulnerable in front of others who instantly softened towards him. It was as though they remembered he'd already been through hell and many glared at Dolores who coloured as she found many eyes on her. It was decided that no one knew what this organisation was but it would be investigated at once. Kingsley Shacklebolt nearly fainted when he was asked to personally investigate this group of which he was a member by his boss Amelia Bones. He'd given Albus a vow when he'd joined that he couldn't tell anyone about it without his express permission first. Things were about to get very complicated for him that's for sure. As they went to leave Dolores charged at Dumbledore slapping him across the face.
"You absolute pervert! How dare you use wandless magic to summon my undergarments for your own sick pleasure. As the Chief Warlock I would expect better behaviour from you. You disgust me Albus!" she screamed as she grabbed her bra from his seat and stuffed it into her fluffy pink purse. A lot of the men and women of the Wizengamot gave him horrified looks including Lucius who had only just realised his own underwear was gone. Tom was annoyed his underwear had looked so luxe. It was ridiculous just like him. Despite Dumbledore claiming it couldn't have been him as his wandless magic was not all that great few believed him and the Minister told him if he messed up anymore they may consider a new chief warlock. Tom hadn't done that to upset Dumbledore but rather to embarrass Dolores further which he had. What had happened to Dumbledore was a bonus though. He was out the door and back in the office of Severus before Dumbledore could even grab him to talk to him. Dumbledore returned to his own office utterly mortified and with a massive headache. What the hell had that all been about?
