The royal palace council chamber was extremely busy that day. The queen had called all the members in advance, and the officials were pretty anxious about what was this meeting about. Most of them already knew about the outside world. Those who were initiated into that particular piece of knowledge quickly spread it amongst the other councillors, and right now, it wasn't such a big secret.
Suddenly the doors to the chamber opened abruptly. As the attention of all people present focused on it, a single military policemen walked into the room.
"All hail her majesty, queen Frieda!" He exclaimed, before walking to the side.
At that, all the councillors stood up and did as they were told.
Then, the queen herself walked in full regalia into the room, accompanied by a few more MPs.
"Please, sit" she spoke, while taking her rightful seat on the throne, placed on one of the ends of the table.
When Frieda noticed that everyone had taken their seats, she cleared her throat, before speaking once again.
"Welcome to everybody present" she started "I'm sure many of you are currently wondering what the point of this meeting is. Worry not, because I am planning to disclose that shortly, so that everyone will know, and nothing remains a secret."
After seeing that the agitated crowd of officials had somewhat calmed down, the queen proceeded with her explanation.
"I am sure that many of you are aware of all the advancements we had made during the last few years. Thanks to my doings and decisions, we have avoided a famine, after wall Maria fell. I am also happy to announce that the corruption problem within the MP has been resolved, and due to that, the banditry has been effectively crushed. Moreover, along with the special task force led by Kenny Ackerman, I have managed to successfully capture the enemy invaders, responsible for our defeat from over four years ago."
This was a well-prepared speech on her part. Not only did she attribute all of those successes to her person, but she also established herself as the perfect individual of providence among the councillors. Frieda was aware that most of them already rightfully considered her a god, and her speech would only cement that.
But this wasn't enough.
"I would like all of you to give a round of applause to the very person who helped me the most during that time" she spoke slowly, before pointing towards her right-hand man "captain Ackerman of the task force!"
As the people began clapping, she could already see that her small plan worked. While many were simply hesitant to give credit to such a person, most were visibly angry that Kenny of all people had managed to get on the good side of the queen.
This was of course according to her plan. If the officials resented Kenny, any true power he could possibly hold in the future would be further diminished.
The man in question was pretty awkward with this fake applause. As he was trying to look away, Frieda saw that he was no longer the same person as over four years ago. Gone was his past roguishness, as currently, he looked more like a scared puppy than a rabid dog.
"Furthermore" the queen continued after the applause died down "we achieved flight and were able to explore the once forbidden world."
This statement wasn't unexpected. It was all over the news that Arlert Industries were responsible for the creation of the airship.
"Today marks three years ever since my coronation" Frieda spoke "I am here to tell you my plan to save us from the hatred that the entire world hoards towards us."
Upon that, murmurs could be heard all over the chamber. The disturbed councillors weren't exactly up to date with how the rest of the world viewed their nation, so everyone was concerned with how she used the term 'hatred'.
"We have managed to establish an undercover operation within the country known as Marley. Unfortunately, our enemy outnumbers us greatly. Their army consists of about a million soldiers. Their technology is above anything we have come up with. Even their airships are better."
That news was pretty devastating to the officials. Hearing about some unseen enemy possessing an army that could easily wipe out the people of Paradis was extremely concerning. So much, that some of them already started to lose their minds.
"We're dead…"
"Maybe they'll listen to reason…?"
"Come on! We can take them on!"
"Just how exactly?"
"I don't know but we've fought against titans in the past. They cannot be much scarier…"
"They are" Frieda assured after this moment of controlled chaos "thankfully, I have a plan on how to deal with them, so that the island will remain unharmed."
All the talking had ceased, once they've heard her statement. Many of them were clearly disbelieving, but everyone visibly required her elaboration, so Frieda continued on.
"There are three hundred million people living in the continental part of Marley. The subjects of Ymir, constitute about ten percent of this number. However, the Marleyans themselves aren't that prominent within their country, as most of their lands were taken away from lesser nations. They are still two times more numerous than Eldians, however thanks to my doings, this will soon change."
That greatly surprised everyone present. With wide eyes and closed mouths, they simply awaited her further explanations.
"All over the world, outside of Marley, there are about fifty million subjects of Ymir. It is because of the fall of the first Eldian Empire. Many of them sought refuge away from the continent, after the great titan war had ended. While they were hoping to find a better life, they still faced hatred and prejudice more extreme, than anything they might find within the borders of Marley…"
After she said that, the queen took a deep breath.
"My plan is to make them all immigrate to Marley. Gradually, the continental government, will be obligated to address this sudden influx, and change the way they are treated for the better. And that will justify even more Eldian immigrants coming there. Soon, most of the world's subjects of Ymir will be living within the borders of Marley."
"What if they simply don't allow it?" One of the higher ups in the military asked.
For that question, Frieda was already prepared.
"They need Eldians to wage wars" she explained after a few moments "and other countries will be more than happy to get rid of the so-called devils."
This seemed to have satiated the curiosity of the crowd. In actuality, Frieda had greater means of making sure that the immigration was successful, as her control over the Marleyan Eldians extended even as far as the Tybur family.
"Moreover" the queen continued "when this part of my plan is finally done, we will start a conspiration using the subjects of Ymir. We will properly arm and organize them. Once they are ready, an insurrection will start. Because Marley is the second most hated nation within the known world, no civil war will break out. And then, I will establish my rule over the continent."
"This is a perfect plan!"
"Our queen is simply too great…"
"This all sounds wonderful" the same military official from earlier suddenly spoke out "but I see two major flaws."
The man looked right at Frieda.
"Flaw one: the enemy still possesses the power of titans. Flaw two: We have no guarantee that the rest of the world won't band together against us, once we establish our rule over the continent."
Unfortunately, those two flaws were extremely valid.
"Thank you for bringing this up" the queen said "regarding the first flaw, our enemies will soon be obligated to check up on their warriors they had left here. When that happens, I will use my powers to properly capture the remaining shifters. As for the war hammer titan, I currently control the Tybur family. We can expect some action from the current holder, however the head of the family, Willy, is not a shifter."
This seemed to have calmed some of the councillors down. However, the man who spoke out earlier remained dissatisfied. Frieda took yet another deep breath.
"As for the other flaw, I am sure that our power of titans, especially the wall titans, will be enough to scare off anyone who shall dare attack our nation. This is everything."
The crowd of officials seemed content with that. Surely, a plan that could give them more power would always sound nice. But the military higher up from earlier decided to ask her one final question.
"Your majesty, when exactly do you plan on proceeding with all this?"
At that, Frieda simply smiled in triumph.
"Oh please" she said with a small chuckle "the plan is already in motion."
