Midoriya Izuku did develop a quirk. However this quirk makes it so nobody can truly see him or remember him if they do. He ends up committing Vigilantism via kicking a villain in the nuts. Honestly, just a fun little oneshot, it's worth a few giggles at least. Edit: No longer a oneshot.
