A Queen Among Women: thanks for your review my friend. No he really wasn't. It was a test nor one he expected to give but he took advantage of it. And it went exactly as Izuku thought it would. Tsukauchi was caught off guard and it was to be expected that he would hesitate.

Tsukauchi's POV

Damn it. It only took a few moments of thinking for him to realize what it meant. Quirkless were not thought well of. This was something he knew from the two officers that were quirkless.

Never before had he treated them different than his other officers. Yet when he was before the child he couldn't help but hesitate. He hadn't been sure on how to proceed at that exact moment. In his hesitation he had lost any chance he had at earning a child's trust.

Running a hand through his hair he made his way back towards the police department. There was no way he could just leave things after screwing up so badly. First thing he would do was talk with his officers about discrimination. Then he would try and find the child's files. If he had any.

As Naomasa hit the streets he glanced back at the building. He would check the rooftop of this building more often. To see if the kid would return to it. Then he looked at the bottle of whiskey that he held. What to do with this?

For whatever reason he couldn't bring himself to throw it away. So he took it with him back to the station. When he walked in the receptionist gave him a surprised look. She had not expected him to come back so soon. Then her eyes narrowed at the bottle.

"I took this from an underaged child," he explained, "I'm hoping to find something about him."

She frowned but accepted his words. With that he made his way out to the bullpen. Eyeing the group of graveyard shift officers he tried to find the two without a quirk. As he expected they were at their desks waiting for a call.

"Matthews and Kien," both men looked up from what they were working on, "My office, now."

There was a snicker from Mineta, another officer. The man was fat and how he had passed the physical every year was a mystery to allow of them. Naomasa didn't like him very much but without a good reason he couldn't get rid of Mineta.

The two officers shared a look before going to his office. Once there he closed the door behind him. This would ensure that unless it was an emergency no one would bother them. Then he turned to the two and noted their way looks.

Jacob Matthews was a brown haired hazel eyed man. Unlike most of his officers he was originally from America and had moved to Japan when he was only three. A year before he would be diagnosed as qurikless. If it happened a year later Jacob may not have ever come to Japan. Not with how this country saw the quirkless.

Then there Kien. Kien was a short black haired man with the brightest blue eyes he had ever seen. Unlike Jacob who had an outgoing person, Kien was quiet. Everything that happened around him was taken in with quiet looks.

Matthews asked drawing Naomasa out of his contemplation, "Sir why are we here? Did we do something wrong?"

They weren't rookie officers anymore so it was unusual for them to be called into a detective's office. Even more so for them to be called into the lead detective's office. It was well known throughout the precinct that Naomasa was second only to Tsuragamae himself. Many detectives and officers were after his job. Not that they would get it without a fight.

Naomasa soothed as he placed the bottle in his desk drawer, "Neither of you are in trouble. I came hoping for some honest answers on what I did wrong and what I could have done better. You both are the best people to ask given the circumstances."

Matthews and Kien exchanged a glance before Matthews asked, "What do you mean?"

So he explained what had happened from beginning to end and left nothing out. Both officers listened without asking a question or interrupting him with comments. It was only once he was done that the two glanced at each other. They held a silent conversation between them.

Then it was Kien who spoke, "Normally your hesitation wouldn't have hurt someone. It's not uncommon for people to look down upon us because we are qurikless. It happens even here because we are not protected by law. Not really."

Truth.

Naomasa questioned gritting his teeth, "What do you mean you're not protected by the law?"

Matthews answered his head bowing slightly, "If we were to come to a detective or fellow officer claiming discrimination no one would care. When my family moved here my parents had tried to go to the police when I was beaten and bullied in school. Officers told my parents that there was nothing they could do. Without a quirk there was no quirk discrimination. When I tried to get a job no one would hire me once they saw my quirkless status. It took me four tries and a recommendation from Tsuragamae to be accepted into the police academy."

Truth.

Kien said softly, "It wasn't much better for me. You have to understand Detective Tsukauchi we aren't even seen as human to most of the population. So it really doesn't surprise me that the kid was so hesitant to trust you. We had it bad growing up but at least there was a chance of us getting a job and go to high school. Now 90% of quirkless won't make it to high school. Less than 1% will make it an old age. That is the sad fact of our lives."

Truth.

Naomasa said sadly, "I had no idea that it was so bad. I knew there was some discrimination but I never realized how bad it had gotten. Is it happening here?"

There two shared a look before Kien denied, "No."

Lie.

Naomasa's jaw tightened as he reminded them, "My quirk, Kien."

Both men paled significantly at the reminder. It was so easy to forget that he had a lie detector quirk.

Matthews said not meeting his eyes, "We're sorry, Detective. Yes there are some discrimination but it's mostly snide marks. Nothing that we can't handle. Being quirkless allows us to have tougher skin."

Truth.

Naomasa declared his dark eyes catching the two's gaze, "You will tell me the next time it happens. I don't allow discrimination no matter who it is or why."

Matthews and Kien exchanged a look before they promised, "Yes sir."

"Good," he said, "Now tell me what I can do to help. I want to be ready the next time I meet this child."

Izuku's POV

Heading towards the south side of the city Izuku was in his vigilante gear. He kept to the shadows and avoided his usual routes. He was finally meeting with Giran, an information broker. This man would be the start in him getting new gear for the group.

On his back was the bag that held their Orichalcum ores. There was also a map with a few of the mines marked on it. These mines would give him room to barter once Giran understood the metal's qualities.

Arriving at a derelict door he knocked in the code he was given. There was a shuffling sound on the otherside. Then it opened revealing a middle-aged man of moderate height and slight build, with eyebrows that appear to be drawn up most of the time and notably squinted-looking pink eyes. He has short gray hair worn parted to his right with side bangs hanging above his eyes, along with a small mustache and a goatee on his chin, and one of his front teeth seems to be missing, leaving a gap in his grin.

He wore a pair of dress pants and a matching blazer, along with plain black shoes and a shirt which he leaves partially unbuttoned at the top. He has a thick, golden tube-like necklace around his neck that appears to be made up of multiple segments. They had only met once before but that was in the future. During his time with Medusa they had worked together to find out the truth of Orichalcum.

The man sneered, "You're Delta? Yeah right. Get out of here brat. I don't have time to play with you."

He was about to close the door in Izuku's face. Too bad for him, Izuku was ready for that reaction. He lunged forward his knife already out of its sheath. Using the element of surprise and his strength born from fighting criminals to his advantage he shoved Giran up against the doorframe. His Orichalcum knife pressed dangerously up against the man's throat.

Around them the world still as Izuku and Giran stared at each other. If Giran made any move to attack him in return he would not hesitate to slit the others throat. A sense of thrill ran down his spine. It had been too long since he felt this kind of thrill. Not since he killed Shigaraki right before they traveled to the past. In the time since their return Izuku had to hold back. To prevent himself from killing those who had gotten to close to the darker side of the vigilante.

The Adam's apple of Giran's throat bobbed nervously. Then the man said, "Alright, alright. I beleive you now remove that knife from my throat."

Izuku questioned darkly, "You sure you don't want to test me further? I promise I can take anything you have to throw at me."

"I'd rather not have my throat slit. Thank you," snapped back Giran.

Once Izuku was sure he made his point he removed the knife and slipped it back into his jacket. Waving his hand towards the door he asked, "Shall we?"

Giran grumbled underneath his breath but allowed Izuku inside. Two couches surrounded a coffee table. They were ancient and well worn. Though Izuku doubted he would get ill from touching them. Focusing on his other sense he tried to detect if they were alone. The dusty room made it difficult to tell by his sense of smell even as heightened as it was. There wasn't the feeling of unfriendly eyes on him. That would normally make his skin crawl. All in all he was fairly sure they were alone.

Izuku with obvious reluctance had taken the couch that had his back to the entrance. He hated having his back to any doorway. It left him vulnerable and despite his skills he was not invincible. Nobody in this world no matter their quirk was. Shigaraki had been the first to prove that and later Izuku had proved it too.

Giran asked after they were both settled, "Alright, Delta what can I do for you? When I heard that a new vigilante was giving the police a run for their money. Admittedly I was curious about you. It is rare for a vigilante to stay on the run for a long period of time. Most are caught within a few weeks. Those who weren't are caught within six months. You are pushing that mark now. You weren't supposed to be a kid however. Tell me how is a child Japan's most wanted vigilante?"

Izuku said pulling the knife back out of his jacket, "The metal of this weapon is part of it. And the fact that I know what will happen in four years time."

Giran held out his hand for the weapon. Izuku reminded his coldly, "Just so you know this isn't the only one I have. Don't test me, Giran."

The man nodded and Izuku flipped the knife to him hilt first. For the next five minutes he tested the weapon. With permission he even tested its capabilities in slicing, killing, and stabbing. Every test was passed with flying colors just as he expected it to.

When Giran was done with the testing he checked the edge. Then said, "Alright Delta you have my attention. That is the best knife I've ever wielded before. It was nothing like I've used before and I cannot identify the metal."

Izuku leaned back as he said, "You wouldn't be able to as it hasn't been discovered publicly. The only ones who know of where to find it are myself and my team. We also know of all of its properties. I'm sure you've heard the rumors about my attacks stopping quirks."

"Yes the underground believes that you have an erasure quirk. Much like the Pro Hero Eraserhead. You related to him?"

Izuku snorted, "Yeah no. Eraserhead and I are not related in anyway shape or form. It comes from the compounds of the metal. We call it Orichalcum. This metal is the strongest we have found yet. It suppresses the quirk factor when it enters the body. At least in the form of knives, bullets, and arrowheads."

"What do you mean?"

Izuku continued his eyes glazing over with the thought of the explanation he had been given, "The ore itself suppresses the quirk factor without any contact. To mine it you need strength without a quirk. To forge it into weapons you must be able to do so without a quirk."

Giran hummed with thought. They fell silent for a few moments as Giran considered their options. Izuku refused to break the silence first. He had to come to a decision for himself.

Finally the man turned his attention back to Izuku, "What do you want in exchange for either mines or ore?"

Izuku grinned as he said, "I have ore with me now as a gesture of goodwill between us. There is one condition however. You will not do business with Shigaraki Tomura, Kurogiri, and this one you might recognize the name. All For One."

There was a flicker of surprise and it was followed swiftly by fear. Giran asked, "How do you know that name?"

Izuku rubbed at his arm remembering how it had broken in his last encounter with All For One. Several of his bones in his arm had been broken along with ribs. He had been fortunate that they had not broken skin or punctured a lung. If that had happened he likely would have died or lost an arm if that happened.

Giran caught the movement and his eyes narrowed.

Izuku said tiredly, "There is not enough trust for me to tell you my full story. I'm not even sure you would believe. In fact I'm almost confident you wouldn't. My story is so unbelievable but the three of us are proof it's possible."

Giran hummed, "Fine them. Say I agree how would you ensure this? And how do I know that you're telling me the truth?"

Izuku quickly pulled out the contract he had made. Then he handed it over to the man. Silence reigned as he read it over swiftly.

The contract was made by a friend of the underground. Her quirk allowed her to write out contracts that were tied to the three of them. It stated the ramifications of breaking the contract in this case death of the one who broke it. As well as outlined all parties involvement and agreement. If someone asked why they couldn't speak of certain things they were allowed to say it was because of the contract without incurring any penalties. This protected both Izuku and Giran.

Izuku had worked for weeks on the exact wording of the contract so that it was air tight. All he wanted was to protect both sides and keep All For One from finding him out early. For now he could only watch and wait for Giran to decide what he wanted to do.

Giran sat back a hand rubbing at his chin as he said, "This is extremely through. I suppose it was made by the Contract of east side?"

Izuku nodded silently.

Giran continued, "I can agree to these terms. Are you sure you only want 15% of the Orichalcum mined into weapons?"

"I'm sure," said Izuku easily, "Besides you're going to have my group fitted with new gear. Specifically hoodies lined with kevlar and made out of fire proof materials. As well as fingerless gloves out of the same materials. If we need to renegotiate that percentage that can be talked about later."

A few seconds passed before Giran said, "I'll sign it. You will have to give me the measurements and color schemes for each of your partners. I won't work with All For One again as long as this agreement stands. There is one thing I would like to add. You will meet with me once a month."

"Why?"

Giran sat back as he replied, "Information exchange. My livelihood relies on Information and it may just save your life. You may be a vigilante but you're definitely still a child. You can call me many things but I won't allow a child to die if I can help it."

And this was why Izuku had chosen Giran out of all information brokers. Not only was he the best in the business but he also had a strong sense of right and wrong. Even if he didnt always listen to it. So Izuku could agree to this.

With that said both Izuku and Giran signed the contract. Then Izuku handed over the measurements that were asked of him. Then he gave the map with the mines already marked on them. He explained how to find the Orichalcum and what exactly the ore looked like. As well as handing over the ores he had brought with him.

Once the agreements had been made both shook hands and Giran walked Izuku out. With only a look short look over his shoulder Izuku disappeared back onto the rooftops. Making his way back home and avoiding the heroes who were out looking for him.
