This takes place in an alternate DC Animated Universe, which includes elements from non-canon DCAU comic book tie-ins as well as a few from mainstream comics. This could take place in a Hypertimeline branched from the main DCAU.

Thanagarian soldiers Katar Hol and his partner Shayera Thal crash-landed on Earth to capture Thanagarian shapeshifting criminal Byth Rok. Their ships crashed in the outskirts of a midwestern city, Midway City, on opposite sides.

They meet Police Commissioner George Emmett and explain their mission. He's given them jobs as covers, they took on human identities as Carter Hall and Shiera Saunders, co-directors of the Midway City Museum. Inspired by Earth's weapons of the past, the Hawks decided to use their homeworld's own archaic weaponry made from Nth Metal. Katar chose the battle axe and Shayera chose the mace. They stopped Byth from developing a stronghold on Earth, and defeated him when Byth transform into a Brontadon, a giant dinosaur-like creature native on their homeworld, to destroy the city.

After bringing Byth back to Thanagar, the Council assigned Katar and Shayera to Earth as ambassadors for the Thanagarian Empire.

Since making Midway City their base of operations, they've made friends with museum publicist Joe Tracy, museum naturalist Mavis Trent, young janitor Charley Parker, officers Andrea Lencioni and Verzell Jones, and a red hawk they named Big Red. They also turned the museum around, as they've gotten more visitors due to their newfound knowledge on Earth's past. They also battled Earth-based enemies like Shadow-Thief, Gentleman Ghost, Matter Master, Konrad Kaslak, Lion-Mane, I.Q., the Monocle, Fadeaway Man, Count Viper, and Hummingbird. They would also frequently deal with the East Enders street gang.

They would occasionally fight off-world enemies, such as space pirate Kanjar Ro, Fal Tal and her Kalvars, the Wingors, and Hyathis, Empress of Alstair.

Katar loves the freedom Earth has which most inhabitants on his homeworld do not have due to the corrupt Thanagarian government. Shayera was pretty indifferent about it all. Despite being one of the most decorated soldier in the Empire, Katar was pretty much seen as an oddity due to his pacifistic views, shown when he treats non-Thanagarian servants (slaves) more respect. Even his father Paran Katar, the greatest inventor of Thanagar and discoverer of Nth Metal, was the same way due to his humanitarian work on the Downside, where the slaves dwell, which got him killed afterwards.

They encountered other superheroes of this planet. The first being the Atom (Ray Palmer), and later encounter heroes such as Superman, Batman, Green Arrow, Zatanna, and the Doom Patrol. After five years, Earth was invaded by the Imperium. They teamed-up with the other heroes in stopping them from blocking out the sun with thick clouds. Katar and Shayera decided to join the Justice League.

Since staying on Earth, Katar and Shayera began falling in love with each other, and Shayera began to open up to Katar. She also begins to see things from his point-of-view of how Thanagar could be better. He even talk about the two of them getting married. This made Shayera feel guilty, because she's knows the true purpose of their diplomatic mission, to gain intel from the people of Earth and study their defenses. She's also secretly engaged to their commanding officer Hro Talek, which Katar wasn't aware of. She resign to the fact that the truth will inevitable come out.

Author's Notes:

Much of the info came from Katar Hol's Hero File in Superman & Batman Magazine #5, much of which is based on then-current post-Hawkworld canon. The same issue also had a Hawkman story called "A Declaration of Independence", which features Katar stopping the East Enders from using a little kid to commit a robbery.

While this Katar Hol is based on the one from Superman & Batman Magazine #5, he's resembles Joseph Gardner from JLU in both secret identity and costume.

Shayera's maiden name is "Thal" like in the comics, instead of "Hol" like in canon DCAU.

Other info in the story came from The Brave and the Bold #34 "Creature of a Thousand Shapes!" and the Hawkworld three-issue mini-series.

The Hawks' allies, Konrad Kaslak, Lion-Mane, I.Q, Fal Tal and her Kalvars, the Wingors, and the Doom Patrol haven't appeared in the DCAU in any form. Although Beast Boy, a former member of Doom Patrol, was mentioned in an episode of Static Shock.

Shayera's fiancé's last name is spelled Talak. But in my version, it's Talek, which is a common misspelling, to make it less of an anagram of "Katar Hol".

I placed the story under the Batman/Superman Adventures category, because there was an early idea to have Katar and Shayera appear in an episode of Superman: The Animated Series, which became part of The Batman/Superman Adventures package series that often highlight other DC superheroes that appeared then.
