THE MASKED MANIAC
Who is the Masked Maniac? No one knows. He doesn't even know himself, though he commonly goes by the name 'Jacket'. We think his first name is Richard, though we don't know this. All we know is that Jacket is a war veteran of the Russo-American war of the 1980's where he was seriously wounded. Returning to Miami after the war, Jacket became isolated and started receiving mysterious phone calls in 1989 with job offers for oddjobs such as a babysitter, a DJ or a hotel receptionist. The truth was that these were mere covers for mass murder against Russian mobsters which Jacket committed against his will. He would eventually be arrested for his crimes, sparking much discourse over the nature of his murders. Jacket committed the murders exclusively while wearing animal masks, perhaps indicating a personality disorder. He is described as a sociopath but evidently feels some guilt over his murders, indicating a high level of cognitive dissonance. Whatever the case, Jacket's willingness to be as violent as possible has terrified everyone who has heard of him and in many cases has won him fights before they even begin.
Intro
Jacket stared at the phone. It was ringing. It had been for some time, but he didn't know whether to believe it anymore. He knew he wasn't exactly in the right frame of mind to figure that out.
Yet at the same time, he didn't feel like he had a choice. In his cell all alone, Jacket hadn't seen another soul for a while, let alone anyone who might have acknowledged the phone. Jacket gave in and picked it up. "Hello Richard. I was worried you might not pick up. So glad to hear from you. I have a proposition for you. I can promise you clarity in this muddy world, a chance to figure out that which has eluded you for so long. But you must travel to meet me. Exit your cell and you will find all that you need. I wish you the best of luck."
The line went dead. Jacket looked to the cell door and saw it had been opened. How that was the case mystified him. Nevertheless, there was a parcel outside the cell. Picking it up, Jacket looked at the card on top. It was a set of instructions telling him where to go. Putting it down, he tore open the package to find...his old belongings? Yeah, his old letterman jacket, jeans and...chicken mask.
Getting dressed, Jacket knew what to do. He walked outside the prison, towards his car and got inside. He then began to drive off to wherever it was he had to go, to figure out what was real once and for all.
Rival Scene
Jacket hoped he wouldn't have to hurt any more people when he was incarcerated. But life had chosen a different path for him. He was still pretty good at hurting people, as he discovered. Walking through the crystal arena with a fireaxe over his shoulder he looked as menacing as ever. But not as menacing as the man on the other side of the arena. A man with a flaming head wearing a clown mask. He was fussing over an ice cream cone in his hand. But soon that stopped, as he noticed Jacket watching him He began to walk over, Jacket making sure to stand his ground and not show any fear.
"Well, well, well. A copycat." The clown remarked. Jacket held the axe with two hands. "I guess not. Well pal, since you interrupted my ice-cream making, I owe you some of my time." Sweet Tooth pulled out his jagged machete. Jacket played a message on his recorder. "Please keep to the right." It informed Sweet Tooth. "Well, aren't you funny?" Sweet Tooth commented. "I gave you a chance to walk away buddy, you're gonna regret not taking it!" Jacket got ready to swing the axe, and put an end to Pennywise once and for all.
Outro
Whatever that was, it didn't feel like it helped him understand what was going on. In fact, it made everything seem far more confusing. Those were his thoughts as he drove through Miami, observing the city skyline. The fact that he was out now didn't seem to bother anyone. Hell, there didn't even seem to be anybody around. Was this even real? It had to be. The things he experienced were far too vivid to have been a figment of his imagination, though these days he could never be too sure. He thought about the message he received. It wasn't like the kind he normally received. That guy wasn't anybody he'd ever heard of. Yet, he didn't ask Jacket to kill anyone. Indeed, Jacket had no blood on his hands for once in a while, which definitely felt good. That was when he and his car began to glow blue. Every step he took away from his dark past was a step towards a brighter future.
Fight Intros
Killing Time- Jacket presses play on a recorder. It says "Do you know what time it is?" As he brandishes a baseball bat.
Presentation- Jacket plays "The following presentation has been approved for mature audiences." on his recorder while loading an assault rifle.
New Job- Jacket is shown listening to instructions on his answering machine. He stops it and raises a fire axe.
Masked Maniac- Facing away from the camera, Jacket dons his mask and walks towards the camera, brandishing a lead pipe. If Jacket is wearing his soldier costume then he will do the same with his helmet.
Victory
Miami Days- Jacket is seen sunbathing (with his mask on).
On The House- Jacket walks away with a pizza he received on the house.
Level Cleared- Jacket drives away from the stage in his car.
Clarity- Jacket is seen smoking with his back turned to the camera, his mask or helmet off.
Defeat
If using 'Miami Days'- Jacket furiously throws his hammer to the ground.
If using 'On The House'- Jacket tosses his assault rifle aside and storms off.
If using 'Level Cleared'- Jacket falls to one knee, holding his head.
If using 'Clarity'- Jacket takes off his mask with his back turned and throws it to the ground. If Jacket is in his soldier costume then he will do the same with his helmet. If Jacket is wearing his inmate costume then he will act as though he threw the mask to the ground but nothing will be there.

Note: While Jacket is not mute, he exclusively communicates through pre-recorded lines from a tape on his tape recorder. Sometimes he can't find the right line. Other times he plays lines in either French, Spanish or German. The quotes in error are said in the place of other quotes when Jacket skips to the wrong quote by mistake. He will always correct mistakes when he makes them though.

Grab Down- Jacket pins opponents to the ground, drilling a hole in their skulls with a power drill.
Level 1
Don Juan Door Kick- Jacket puts on the Don Juan (Horse) mask and kicks open a door. Anyone hit by the door is KOed.
Level 2
Fists of Fury- Jacket dons the Tony (Tiger) mask. While wearing the mask, Jacket can KO anyone by punching them. Any button press will result in Jacket performing a punch, as opposed to his usual moveset.
Level 3
Raging Bull- A cutscene plays where Jacket puts on the Russell (Bull) mask. This turns the stage black and white save for Jacket and his foes. Any attacks he launches in this enraged state are lethal.
Author's Note
Rivalry Connection: Both Sweet Tooth and Jacket are masked serial killers with multiple personalities (while Jacket's case cannot be confirmed it is widely speculated). They both attract fans after their killing sprees have ended (only in TM 2012 for Sweet Tooth). Both series are known for being insanely violent.
I seriously love Hotline Miami. I'm not crazy about Wrong Number but it could have been a lot worse. I like Jacket's mystique, his inclusion in Payday 2 was really respectful to his character and I love that he communicates with a recorder, it seems so much like something he'd actually do. We may not be getting Hotline Miami 3 but I think Jacket would be right at home in a fighting game. Maybe Mortal Kombat?
