Last night he got out and messaged Nezu. He was ready for the next step of the plan. It was hilarious how much the principal was into it considering Izuku sprung it on him at the last moment. He thanked his lucky stars he managed to make it out of UA without being arrested.

His nerves were skyrocketing but that was good right? They were getting to the end….. This was it….. It made Izuku anxious all over.

Five days left.

It rang in his mind almost like a mantra over and over again. It would ring through his brain while he was watching TV with his villain friends, while he was making breakfast with Himiko or Spinner. The bigger issue was the man behind the scenes.

"You don't have to worry. He won't show up here."

Izuku pulled at the loose string on his shirt.

"Are you sure? He's really scary….."

Tomura nodded.

"We aren't set to do anything right now."

The little hero perked up.

"What…. What did he have planned?"

Tomura's body went rigid and he looked away.

"Tomura-

"He hasn't told me much. Even if I told you what he had planned….." he trailed off.

Izuku took two of his fingers on each hand.

"You always have a choice. Whether you decide- I'm by your side but I can't help you destroy the world. I want to set up change for the world. Mom would understand. We know things won't be easy for you but we'll love you no matter what."

It was true. Mom loved Tomura like her own child. It was up to Izuku to save him. He would've saved anybody- hell he saved Katsuki from the slime villain. It didn't matter he was quirkless at the time.

Shit.

At some point he was going to tell the League about who he was really…. It would be a last ditch effort to gain their trust if they didn't already know.

He waited in another alley this time to wait for Nezu. They had to keep meeting in different places just in case someone caught on but no one had yet. Izuku had learned to keep things hush hush and who to trust. It was him against the world pretty much.

He already pre recorded something just in case none of this worked. It wouldn't interfere with the deal he made with Spinner.

I may have to go over it again. Just in case.

He smiled fondly thinking of that video. It was something he made a few months ago before he told Nezu. It was a secret after all. Even if the principal knew ninety nine percent of his plan, he had left one percent for himself as a fail safe. He didn't promise anymore than he had too and if he couldn't he would always refuse.

"Hello everyone. My name is Izuku Midoriya. My hero name is Deku and I'm here to tell you about the problems in the world. The biggest one, is we as a society continue to punish those that already served their time. We punish people who turn to villainy because they need to live but yet we don't fix the issues that cause that.

"We as a people punish everyone who doesn't fit that mold. I was punished for not fitting that mold and I simply was born. I existed and that in itself was my punishment. I did not do bad things- no. I wanted to be a hero- a voice for the voiceless. I wanted to save people and I mean save everyone. My path as a hero had changed.

"This world cannot go on as it is. Quirks are a big thing in society but a lot of people only think the pretty and powerful quirks are important and it isn't truly like that. Then you degrade those who have mutant quirks. Those who have quirks that are unsavory and make your skin crawl. You forget they had no choice in how they were born. How they got their quirks.

"The majority of you punish those who need the help and in reality, that makes you the villain- not them. My plan for villain reform was shot down. It was a big ass plan for someone my age but that's fine. I may be an idealistic fool but I know what I'm talking about. I was born quirkless."

He cleared his throat.

"My quirk was handed to me. Not because of any other reason but the fact I worked my ass off. I fought hard to clear that damn beach. I fought hard when the world was against me. I had this quirk for a few years now and I've only begun to master it. I broke my whole body more than once. I would do it over and over again. I want to save the few that save the millions in return."

He smiled.

"Even if it causes the whole hero society to try and stomp me down- I can take it. I can take the pain because I've been beat up my whole entire life. I want to save those who slipped through the cracks. To save those just like me. I will rally behind you and I'll be your voice. If you truly want to change or because you don't fit the mold of society then I'm here for you. I may be a kid but I'm years beyond that."

He drummed his fingers.

"Stain was right. We idolize heroes and some of those who just want the glory just want the glory. Killing them wasn't the right way and it never was. There are those who want the money to help their families and that's a great goal in itself. There are those who do it because they idolize their family for their heroism. There are those who want to forge their own path or those who want to be number one. Those are all great reasons! But we forgot what was more important- the people. The people's safety is most important."

He held out his hands, grinning more.

"If you want to change- then let's help people. Those just like us. Let's save those in the dark and in hiding. Whether it's someone ready to throw themselves off a roof or someone who's being trafficked. I want to save them all. We can change the world. I had already saved someone who would affect the millions. I saved someone and changed his mind on heroes. Not all heroes are the same but not all of them are good.

"Not all heroes do the great stuff- some of us dirty our hands. We do the things that would make your skin crawl. We do the dirty work. We hide in the shadows at every turn. We do what others don't have the guts and we don't ask for the glory. We just want to help without killing if we can help. People can change for the better."

He pulled his hands in and placed a hand over his heart.

"Let us remember that heroes are people too. We hurt, cry and suffer just as you. I cry a lot but I always stand back up. I can stand beside those that hurt me. I can forgive and if I can do that after all the shit that happened to me, you can too. Let us save the world together. We will have to band together because the peace you feel is only an illusion and there's a greater evil in the shadows. Whether you're a hero or a regular person- we can do it. I will die believing that."

His smile faltered to something more serious.

"BUT if you choose to keep hurting and destroying just because you can, then we will come for you. I can take out half of the city alone if I wanted to, but I don't. My power isn't there to hurt you. It's there to save you and anyone else with their hand out waiting for someone to hear and feel their pain. You know who you are. I'm watching you. I will come for you and even if it means my own life and innocence- I will destroy you to save those people who need it."

Izuku smiled at the memory of that video. It was a pretty intense video… He cried three times before he managed to do it without shedding a few tears. If that doesn't send the world into an uproar then nothing would. He pulled his legs up against his chest when he heard someone clear their throat.

He popped his head up to see Nezu standing there with a grin on his furry face.

"Hey! Sorry I was deep in thought."

"I figured so! So, what do you have for me?" he asked.

"What I'm about to hand you in a notebook of the villains."

The animal looked shell shocked for a moment.

"You mean the main people of the LOV?"

"Yup."

Nezu studied his face for a few moments before clearing his throat.

"The information is important to you isn't it?"

"It is. These people trust me. Well, except for one. I didn't hit him in the balls by accident. This is phase two. You can start phase three once you get back. I left you instructions on the hero who can vouch for us as well."

"I see. Phase four is coming soon is it not?" he asked, watching as Izuku pulled out the tiny notebook.

"It is."

"Can you trust them though?"

"I think so. Even if they can try and use that information against me, I will keep a lot of it to myself."
"I see."

Izuku handed him the tiny blue note book.

"What happens if the VRI fails?"

The boy smiled, "I'll leave you guessing for that because I will try no matter what."

The principal's gaze softened.

"I know you will."

"When you get back, open the box. Everything else in there. I leave everything in your hands."

The tiny hero stood up and smiled.

"Five days."

"Ah, so soon."

He nodded.

"Those who deserve to be in the meeting are at the end of my notes for you. Make sure there is a scrambler. I'm sure Mei has one. She also has been working on a lock box for me. It can only be opened by me and you. Requires handprint and blood."

Nezu cackled, "Oh my! We have to play chess sometime!"

Izuku grinned, "I love that!"

Ten PM At UA

Inko Midoriya and All Might were the last to arrive. Mei Hatsume placed the lock box on the desk and waved to everyone as she left. Aizawa sat there next to Shinsou and Chiyo on his other side. Nezu smiled brightly as he served tea to everyone. He placed a black and gray device on the desk then flipped a switch on it.

"Hello everyone! You all probably wonder why you're here."

"I have a general idea," Recovery Girl said with a tight smile, "Is it time?"

"I suppose so. I take it, Izuku spoke with you?" the principal asked, looking impressed.

"He did."

"What do all of us have to do with this?" Aizawa asked, "You're done hiding secrets now?"

"I am under the instruction of the hero Deku. He planned things out in phases. This is phase three."

Eraserhead looked annoyed.

"I'm supposed to be here too?" Shinsou asked, looking nervous.

"Yes. I read his note and he wants you here too. He originally was against it but he said you and your quirk inspired him as well. You all are important to his cause and he's ready. Let me read to you before we start phase three."

Nezu flipped the pages in the notebook.

"Everyone. You're probably here wondering why I asked Nezu to bring you here. So, only a few of you will know and the others are in the dark. There was a reason why I was depressed for a while. I ran into Tomura Shigaraki in the streets and he was accidentally hit by a quirk from a one night stand. He was a child when I saved him from a pedophile's harm. I protected him and with the help of Mom, we were able to change him without meaning too.

I know it was wrong of me to hide him when I should've turned him over but I couldn't. He actually started losing his memories and All for One would've tried to find him and snatch him again. Corrupt him all over again…. Probably into someone more heinous.

We went looking for the woman who cast the quirk by accident and in order for him to become an adult again, he must do something good. Little did we know- he would. Overhaul got a hold of me. Overhaul tortured me and even though I could've given up Tomura like that I didn't. He saved me. He made Overhaul fix me. He took me back home to Mom and Mom got Recovery Girl.

He was gone before I woke up from my stupor. He's been keeping in touch. This is the thing- he saved me. He murdered Overhaul which I am against but he did it. Tomura Shigaraki changed. He's not the villain you all think he is. I could've been just like him. I could've been him.

Eraserhead said something to me that sparked me to change my hero course. I want to affect real change in this world. For those who are like me- quirkless. Those like Shinsou who are seen as villains when their quirk was not picked by them. I want to change things for those with mutant quirks. I want to change things for those who feel they have to do bad things to make it. Our society is broken and we prey upon the weak. I learned a lot lately.

The League of Villains had done some terrible shit but because of the way the world treated them. They aren't bad people. The League wouldn't have existed if someone had saved Tomura from the beginning. These are people who need help.

I am that help. I've seen the struggle. I lived that struggle. I cannot sit by and do nothing while the world goes on. No matter the outcome- I'm a hero first. I will always be to my dying breath. Even if the world is against my views, I will stand by those who wish to change. Those that want to rise with me and call those out who are no different than villains because they pass by and don't help. It's time. I wanna start the ripple but I'm causing a tsunami because ripples in a lake do nothing. This is where the name 'Deku' means something.

I trust these people with my life. They are the ones who I plan to save- because I can save the millions but because saving the few mean more to me than the millions.

Tomura is like a big brother. I love him. Himiko is a bright girl and she's so caring. Twice is a misunderstood man who means well. He loves so much. Spinner and Mr. Compress wants to change the world and help people. They still want to do it. I don't know much about Dabi but he needs someone to love him because no one had before. This is it. This is my ripple before my tsunami. Get ready."

"You allowed him to be with a bunch of fucking villains?!" Aizawa shouted, voice booming off the walls making his purple haired student shrink in fear.

Inko slammed her fist into the table, "Did you not hear a damn thing he said?! My sons are not villains!"

Eraserhead glared at her.

"What the fuck would you know-

"MORE THAN YOU!" she shouted.

All Might and Recovery Girl looked at Nezu who sat there grinning.

"Izuku didn't suffer through all your shit and late nights to just listen to your bullshit!" the woman screamed, "He made a goddamn choice! One inspired from your mouth alone! He's not a fucking kid! He's a hero!"

Nezu sipped his tea slowly.

"He told me everything. EVERYTHING. I was a bad parent because I didn't see it but now I trust him. I will gladly stand by him every step of the way-

"May I say something?" Chiyo said with a tired expression on her face.

"Go ahead," All Might said with a tight smile.

"That boy had changed. When I looked into those red eyes, there was no malice anymore. No hint of evil. He looked like a lost child, not the villain you saw on TV. He truly believed if he didn't return, he would put the Midoriyas in danger. He isn't the villain- All for One is. He was the puppet master who hurt this child. If Izuku hadn't died in his disappearance then those villains trust him."

She turned to Eraserhead.

"You inspired that boy just like All Might did. When you look into those eyes, you don't see a child anymore. You see a person who hurts. A person with compassion and understanding that most adults no longer have. You see his resolve- you feel it. I am with him."

Inko smiled, "Thank you."

"I believe in him."

Aizawa turned his head towards his student.

"Midoriya wouldn't just do something that stupid. He had to plan for this right? This here in this office is his 'ripple' right? His tsunami is coming up which means he had a plan. He's done the leg work- probably for a few years."

"Correct you are Hitoshi!" Nezu said with a devious grin, "I have his plans for the VRI."

"VRI?" All Might asked, looking confused.

"The Villain Reform Initiative. Izuku named it himself and set the whole thing in order. He planned out what would need to be done. I even gave my own notes and he researched what other countries did in order to help reform villains and what didn't work."
"You're really ok with this?!" Aizawa asked, looking at the blonde man.

"I want to hear it first."

Nezu hopped down and pulled out the box. It looked like a cardboard filing box. He lifted the lid to reveal notebooks, folders of blueprints, money and various other things.

"I'll read everything off and you can decide if you want to believe in that boy," Nezu said, "He thought of everything, even the building blueprints, the floors, the programs needed, good therapists among other help that will be needed. He left no stone unturned."
