I'm really glad to give Izuku and Tomura the closure they needed from the first story so enjoy!
Nezu sat there with his tea in his paws, staring at the woman in front of him. He hadn't heard of the young woman before. She certainly would be someone he would remember with hair that looked clear like plastic and bright hazel eyes.
"So, you're Yui Wolfe?"
"Yes. I'm half Japanese and half German."
"I see! What a lovely combination!"
The woman gave him a tense smile.
"What did that boy do?" she asked, "He said what he was doing was important."
"Oh it very much is. He's attempting to rewrite society."
"He is?" she asked with a frown, "He had me make him eight years old. How in the hell does that work?"
"He ran into a woman named Aimi Ito over a year ago. She shrunk a villain to a child. Her quirk is called Second Chance. She shrunk the villain by accident and then Izuku rescued the boy."
Nezu pulled out a folder and slid it over.
"Go ahead."
Yui pulled the papers out and her eyes almost popped out of her skull.
"You're shitting me!" she hissed.
"I am not."
"This is impossible-
"It isn't."
"How can you say that-
"He texted me and said everything was 'go'. They've accepted his help and his plans."
Yui's eyes went over the papers before looking at Nezu.
"You…. You think this will work?"
"I do."
She put back everything into the envelope.
"You think…. You think he can change the course of human history?"
"I do over time. The two of us together projected a five to eight year schedule where everything will be in working order."
"That's not enough time."
"It is. We went over the details. It's highly possible."
She sipped her coffee quietly.
"What do you say? Would you like to see history change?"
Yui pursed her lips.
"What time."
"Eight tomorrow. Would you like to meet us at UA at seven?"
"Sure. What happens if it doesn't work?"
Nezu gave her a terrifying grin, "I'm not sure but I would love to see it!"

Aizawa, All Might, Inko, Recovery Girl and Shinsou stood by the gates waiting for Nezu to come out. It was already seven thirty and some woman was supposed to be meeting them to go help Izuku for whatever reason that was.
"Um… hey."
They all turned to see Yui Wolfe standing there. She was dressed in all black and her hair pulled into a ponytail. She gave them a weird, nervous smile before her eyes landed on Inko Midoriya. It was clear who the boy's looks came from.
"Oh! You're the one who helped Izuku! Thank you so much for giving my son that chance!" Inko said with a grin and hugged the young woman.
"Oh well….. You're welcome!" she said, hugging the woman back.
"You're doing great things for people, thank you so much!" the older woman said, placing her hands on the woman's face, "The world is a better place thanks to you."
Yui blushed and gave Inko a genuine smile.
"No need to thank me. I do what I can."
"Ah! Everyone is here?"
They nodded.
"This is Erasherhead, All Might and Recovery Girl. Our up and an upcoming student under Erasherhead, Mind Reader!"
"Mind Reader huh?"
"It throws people off what I can do," Shinsou said quietly.
"Alright…. So…. What happens now?" Yui asked.
"We go meet Midoriya and you change him back to normal," Aizawa answered.
Everyone was on edge. Once Nezu announced they were going to meet up with the main part of the League of Villains, (outside of All for One) then they all became bothered. All Might didn't seem to mind too much and Inko looked generally excited. Nezu wore that creepy smile on his face, even as they got into the car.
Freakin' rat is gonna get us killed.
The ride over to the shady part of the city was quiet and the tension in the air was so thick it could be cut with a knife. Nezu instructed Aizawa where to drive and they parked near a broken down bakery that looked like it had been burned.
"Off we go!"

The tension among the villains behind Izuku was suffocating. They had packed up the shit they felt was important to them (including that they were armed too) and they went outside to meet the heroes that were coming. The fact Nezu didn't rat out their location gave Izuku a lot of hope.
They had promised to stand behind him but if it went south and they were attacked, then Izuku would understand. He had hoped it went his way. This was a big step in the right direction.
A big, dangerous step. Everything could go wrong.
Izuku felt his palms were sweaty and they would start dripping soon. It sucked. He had to hope all of them would be understanding. Nezu gave no indication that any of his trusted people were against him.
This was it.
The moment Izuku had been waiting for over a year for. Everything he had worked so hard to make possible. No matter what happened, he was going to make it happen. Even if he was seen as a villain among his friends.
"Midoriya!"
Izuku perked up hearing Nezu's voice. Tomura gripped Izuku's shoulder firmly since he had gloves on. Aizawa, All Might and Recovery came up behind him. Inko came running towards them ignoring the baffled looks on the villains' faces as she embraced her boys.
"God I missed you so much!" she cried loudly, "I'm glad you're both ok!"
"Hey Mom," Tomura said with such a fond smile it almost looked creepy.
"All I did was watch the news to make sure you were ok! It looked bad a few times!" she said holding Tomura's face, "You need to be more careful!"
The villain flushed and looked away.
"Y-yea…. I'll do that. Sorry to make you worry."
Inko turned her attention to the others.
"You must me Tomura's family! He told me how much he cares about you all!"
Izuku started snickering.
"Hey! What the hell!" Tomura hissed, "You're not supposed to tell them that!"
Inko laughed and shoved him playfully.
"Don't be like that! You love them!"
"This is weird as hell," Eraserhead said.
All Might walked up to them and bowed down.
"Tomura, I hope you can forgive me for not being able to save you."
Izuku looked as surprised as Tomura did.
"Your grandmother wouldn't tell us anything and I wanted nothing more than to be part of your life but she had hid your father well. I'm sure we couldn't save you from him."
The silence around them was deafening. Tomura's bottom lip trembled and he looked away.
"It's fine or whatever," he muttered.
The tall blonde smiled and stood back up.
Izuku looked over at Aizawa who hadn't smiled yet and scowled the whole time.
"You said to save the one," he stated loudly.
"I did."
"So I am."
Aizawa sighed and ran a hand through his hair.
"I see that."
"Baby."
Izuku looked up at his mom.
"No matter what the outcome, I'm with you all the way. All of you."
Her green eyes landed on Tomura.
"I won't abandon you because you deserve better. The world might've failed but I won't. I'll be here until the end. I love you."
Tomura's eyes watered up and threw his arms around the woman, hiding his face in the top of her head.
"What about All for One?" Shinsou asked.
Izuku gave him a smile, "We'll take care of him."
"We wanna help too!"
Everyone jumped. Class 1A came out of the shadows dressed in their pajamas.
"What in the hell are you doing here?!" Aizawa shouted.
"Shinsou told us what was going on," Shouto said, "We wanted to help. We aren't the only ones who want to help though. 1B is here too."
Izuku's eyes started to water, "You…. you asked for their help?"
Shinsou grinned, "You never thought any of us were second best. How could we say no to changing the world? Even Monoma cried when I told him."
"Shut up I did not!"
"Where is that motherfucker?!" Bakugou shouted, "I'm ready to kick his motherfuckin' ass!"
"Yea!" Ochako yelled, thrusting a fist into the air.
Izuku started bawling as 1A came running to them. No one was slightly bothered by the students crowding them. In fact, they all started talking to Spinner, Himiko, Dabi, Sako and Twice like it was a normal thing to do.
"I think it's time for you to grow up. Dontcha think so?"
Izuku poked his head out of the crowd of his friends to see the woman who helped him reverse his age. He managed to get out and stand before her.
"Yui Wolfe."
"Thank you Yui."
The woman nodded.
"I had no idea you had such big plans. I'm glad I helped you."
"Me too! Thank you so much!"
Yui started rubbing her hands together until they gave off a soft green glow like the last time. She held his face and he was engulfed in a bright light and started growing back to normal size. She removed her hands once he was finished growing and grinned proudly.
"Sorry, you're going to have blonde hair for a while."
Izuku giggled, "That's alright."
"Are you ready to save the world?" she asked.
"Yea I am."

VRI would be launched after the defeat of All for One. That was the plan.
All for One didn't know what hit him.
The battle was rough and they lost people. Twice died and Sako lost his arm. Midnight and a few other heroes had perished in the fight but All for One didn't stand a chance against the will of hundreds of students, several hundred villains and pro heroes.
Izuku and Tomura took the front line. Izuku dealt the blow to his mask that was keeping him alive. With Blackwhip wrapped around Tomura's arm, flinging him like a yo-yo his hand planted on All for One at the last second, decaying his face and shoulders but not before his quirk was stolen away in All for One's last second alive.
They had won.
Bloody, fucked up and tired but they had won.
Tomura dropped to his knees once he landed on the ground with a thud. He grabbed rocks and anything near him but nothing would decay.
He was quirkless.
"Tomura! Tomura-
He looked up to see Izuku's worried face.
"What happened?!"
The ex-villain grabbed another rock and squeezed it. Nothing happened. Izuku dropped to his knees beside him.
"Shit, I'm so sorry! I didn't-
"I can…. I can touch things."
A few tears slid down his freckled face when he saw the over enjoyed look on Tomura's face.
"You… you're ok?"
He nodded, tears falling from his eyes.
"I'm more than fine."
"Tomura-
"No. My name is Tenko."
"Alright."
Izuku took his hand and squeezed it.
"I'm glad you're happy."
"I can still help people. If you could do it, I can do it."
The boy beamed at him.
"Damn straight."

A Month Into the Villain Reform Initiative
Izuku stretched his hands towards the sky. He was able to make it back to UA about ten days ago. He stood on the track waiting for Tenko to show up so they could race and train. VRI was the best thing that happened. There were groups that were against villain reformation but they kept their distance and the waves they made were small.
With the help of all the heroes, buildings were being built or remade to accommodate the plans Izuku and Nezu had set up. Everything was working.
Much to Tenko's dismay, Izuku had employed Aimi Ito to help those villains who wanted their second chance. They had redone some buildings into group homes for villains who wanted to start over. The ones who wanted to be heroes were trained with their quirks at UA and the surrounding schools.
Izuku's idea had spread all over the world like a tidal wave.
The sacrifices that were made by everyone were coming to light. The stories of the League of Villains were told, sparking the change needed. More people came forward with their own stories and quirkless people came out of the woodwork looking for help.
It was something near and dear to Izuku and certainly was to Tenko too. He had been assumed to be quirkless before so it felt like the right thing to do.
Dabi had finally told Izuku his biggest secret and the young hero swore he would never tell. Dabi had asked that his mother be saved and that's all he wanted.
He kept that promise.
Himiko finally got what she wanted- love. She had spent hours upon hours learning how to use Ochako, Katsuki and Tomura's quirks, that the time she spent with the zero gravity girl- she gained a girlfriend. They had been going out the moment the battle had started and with the promises they would make it out alive.
Spinner helped children, teens and adults with mutant quirks like his. He couldn't have been more happy and he even got special permission to meet his hero- Stain. Sako taught ethics at UA.
All Might paid to have a statue built in tribute to those who gave up their lives in the process.
Eraserhead gave Izuku detention until he graduated for what he had done but Izuku didn't mind having to clean the school classrooms and he did it alone.
"Hey asshole."
Izuku looked up from stretching to see Tenko standing there in black sweatpants and a white tank top. It was weird to see him in running shoes.
"How am I an asshole? You just got here."
"You're always the annoying asshole."
Izuku snorted, "Therapy isn't helping much?"
"I didn't murder the building owner when he kicked us out did I? I'm improving a lot."
The young hero laughed.
It was true…. There was a lot of discrimantion against reformed villains. Once they tried to add Tenko to the lease, they were kicked out but All Might and Eraserhead came to the rescue by getting Inko a house. None of them could fault the owner considering half of the building was against Tenko being there.
It would take time.
They knew that.
"Yea, I can give you that. You don't yell as much."
"Thank fuck Mom is ok with me still cussing. I'm fuckin' broke having to put a dollar in Eraserhead's swear jar. Me and Bakugou are gonna put some kids through college at this rate."
Izuku snickered.
"Yea you will. Just quit cussing-
"No! Fuck that! That smug ass mother fucker is always throwing me into the mat and grins at me all creepy. It's weird and shit. I had to pay out thirty dollars yesterday! I swear he does it on purpose to just make me lose my shit!"
"That's hilarious."
Tenko rolled his red eyes, "The only one I like is Nezu. He treats me right and Toshinori just apologizes every time he sees me."
"Still can't call him uncle?"
"That's fuckin' weird."
"I guess it is…. But he loves you too. Your grandmother was like a second mom to him."
The man scoffed as he bent down to touch his toes.
"I don't want to hear about it."
"Mom was asking me if you were gonna get a girlfriend."
Tenko stared at him like grew extra limbs.
"What?" he whispered.
"She asked and told her I don't know. I didn't think you were worried about girls right now."
"Jesus christ…. I don't even live alone yet. I can't bring some chick home to fuck."
"Oh no no. You would have to get Mom's approval first. It can't be some sleazy bar skank either."
"Wait what? My standards have to go up?"
"Well…. You didn't have any before. Why don't you just go out with Aimi?"
Tenko scoffed.
"You bastard-
Izuku took off running and laughing on the track.
"You asshole! You're lucky I don't have my fuckin' quirk anymore!" he shouted, chasing him.
Izuku grinned.
Things were changing.
Things would be better for them all.
