In this au quirks do exist but are much rarer. Think of it like this: 90% of the population is normal, while the other 10% has some sort of quirk. And these quirks are weaker due to the evolution slowing down significantly.

This world is based around anything and everything, it is the quickest form of transport, the main producer of jobs and as some of the world is still unexplored it is your only way of getting rich quickly (legally).

Oh, and this world is accepting of gay people, but old folks don't like seeing gay people in positions of power.

Hawks – the government took him as a child and started training him to become a marine officer. The government created a program that was originally designed just for Hawks but is later opened up for other 'elite' people to join.

Dabi – endeavor is a highly ranked marine officer, so his whole life Dabi has been training to become a marine officer. His father placed him in the new established program created by the government to train elites.

Those 2 meet at the program and immediately hate each other. Their first meeting was kunda rough, and they both shared vastly different opinions about things like: the government, pirates, endeavour, the best place for where to get chicken. You know the important shit in life. They would never talk to each other if it weren't for their handlers constantly forcing them to work together, due to them having the most powerful quirks people have seen in a long time. It takes them a long time to overcome this shared hatred, but with time they become really good friends and something more. They hide their developing relationship in fear of it being used against them in the future.

Touya is thought to be too big of a threat so they decide to kill him off. This is when Touya had officially had enough and left to become a pirate.

He shares with Hawks what happened and that is when Hawks had also had enough, but he stayed and decided to throw them off from the inside.

They are still together even if they are long distance, and they are working as a team to take down the corrupt government that has ruined their lives.

prologue

A blob of ink fell onto the piece of parchment as Hawks' hand was continuing to quiver, he had no words to describe his predicament, just an ugly sense of dread that his instinct will not let go off.

The motion of the waves that he could feel in his room would normally bring a sense of calm and tranquility to the man but tonight the constant motion was only making him light-headed. Alongside with flickering of the candle that was both hurting his ears with the constant popping as well as providing the least amount of light Hawks had ever seen a candle produce. Not that the light was needed, but rather because Hawks wanted for there to be a flame with him. Even if it could never compare to the magnificence that were the flames Hawks got accustomed to.

It was a wonder he hadn't gotten sick.

Placing his quill back into the ink cartridge, a sigh of despair and exhaustion escaped Hawks. He took a moment to cover his sensitive eyes with the palms of his hands, concentrating on his breathing.

Picking up his quill, his hands shook but not to the amount before, he needs to start writing now because there won't be time to write again. The letter needs to be simple, concise and needs to convey Hawks' message clearly.

Beside the hard dried pool of ink, Hawks begins to write.
