History Repeats Itself

Chapter 4: Glimpses of a past and future missed.

She cried for a bit before she grabbed her phone again and called Paul and Mandy, their home phone number.

"Is everything okay, sweetie?"

"No, mum and dad…I fucked up…he's angry…he's angry that I have a wholesome life back there and I hid from him…I knew it was a bad idea…I wish I could turn the time back and keep the whole thing in-house…" Kelly cried and sobbed on the phone as she spoke.

"Aww, honey! I know you feel like this now because of fear but this could be great in the long run, you know why?" Mandy said compassionately to her daughter as she held her chest and the necklace Kelly had given her for a birthday present.

"No." Kelly sobbed as she tried to wipe her nose with the back of her hand, she felt like a little girl not like an adult and mother of a teen girl.

"Because your dad isn't getting any younger and I can imagine one of his many regrets and wishes must be to have had more time with you and your mum. And all of this mess gave him what I bet he was praying for at night since the accident, you to be alive and to see you again to get to hug you and spend time with you. Do everything a father and a daughter get to do, do everything he missed out on." Mandy spoke wisely with a soft motherly tone, a tone that made Kelly sob a bit more and guilt pooling in her belly.

He might haven't had searched for her but she never tried to contact him either, both of them were at fault here.

"Then why is he angry instead of happy?" Kelly asked lamely her mum as she started to hiccup from sobbing.

"Because honey everything happened too fast and with a bad guy on the loose every emotion is on high alert. Give him some time, find the bad guy, and then talk to him again once things have calmed down. Give him time!" Paul finally spoke after listening for a while. His tone was calm and sympathetic and what he was saying was soothing Kelly's nerves.

"So, what do I do in the meantime, dad? How do I interact with him?" Kelly asked desperately she was still crying but she wasn't sobbing anymore. Her sobs had started to subside while listening to her dad's calming and collected voice.

"Right now, you focus on your daughter and this asshole of a father-in-law of yours, excuse my French! Then you focus on Gibbs, priority is Shannon, she's the reason you are there for, family drama comes later." Paul's voice sounded irritated and angry now but not towards Kelly but towards Cornelius and his business ventures. That made Kelly freeze and realize in all of this she had guilefully forgotten why they were in DC! This realization made Kelly swallow her tears and a cry coming up her throat and try to gather herself and her thoughts.

"I will, dad, you're right. Now I have to focus on Shannon, she needs me. Thank you guys for this pep talk, I really needed it." Kelly said as she straightened her back and shoulders and tried to steady her voice when she started to speak.

She had to be strong for her daughter she wasn't there when the traumatic events happened she ought to be there for the aftermath.

Gibbs had remained where he stood during his and Kelly's fight as her last words played on repeat in his mind as he watched her walk away.

He felt he had made a huge mistake and without realizing he had followed her out of the Navy yard and heard her talk to Mandy and Paul, calling them mum and dad it stung.

But what stung more was Kelly's wish to have kept it all of this in-house meaning Chicago and from him essentially.

He doesn't know what was said on the phone but Kelly straightened her back and stood up. As she started walking back to the Navy yard when she almost collided with Gibbs who was trying to get away from eavesdropping and Kelly sighed annoyed.

"So, you're eavesdropping now?" Kelly sighed but before Gibbs could speak her phone rang.

"Hey, Voight, what's up?" Kelly said smiling slightly. Gibbs watched her nodding and rolled her eyes until she froze before she spoke again;

"WHAT? HOLY SHIT! Okay…got it!"

After that explosion, she hang up and sighed.

"So, Voight, said that they found another body of a girl matching very closely to my daughter's description in Chicago." Kelly said sighing as she started walking back to the Navy yard with Gibbs falling right behind.

"So, Voight…" Gibbs started to say;

"My dad…Paul…as I said was working at Voight's precinct as a medical examiner and I used to hang out with the cops there growing up. I was friends with his son, Justin too. Sergeant Trudy used to help me with my homework she was at the reception desk and sometimes when they'd be much work I would be sent up to Intelligence offices and I would sit in their kitchen doing homework. Sometimes I would be in the room with them when they would do brainstorming over cases. Sometimes I would be right but I learned a lot. Sometimes even knew the victims, they were either classmates or…or like my friends Nadia, and Katie….or Shay. Katie was my adoptive half cousin." She said smiling fondly but close to the end of her sentence her smiled was wiped out.

"What happened to Katie, Nadia, and Shay?" Gibbs asked as he stopped walking and looked at her expectantly.

"Nadia was a friend, same age as me, she was a former sex worker and drug addict that FBI Agent Erin Lindsey helped take off the streets and detox then got her a job as an assistant in the precinct. I would let her check my homework and I would help her catch up with school she was going to a night school. She graduated earlier and started to study Criminology. I was in my early twenties when she was murdered by a serial killer named Doctor George Yates who abducted her and did horrible things to her before killing her. Shay was my co-worker in the Fire House, she was a paramedic. A pyromaniac set a bomb and she was in the blast. And Katie was kidnapped by a gang-banger that had a beef with my cousin, Kelly named Vince Keeter, she's alive and well now but those days…she rarely speaks about it but she went on record and said he raped her multiple times during her captivity." Kelly explained with a sad tone and Gibbs was shocked.

"You weren't protected enough, were you?" Gibbs stated a little unpleased that the comment made Kelly very mad.

"Look, they protected me enough! That is why I am not actually dead! Now stop digging in my life and let's focus on saving my daughter. If you want to fight about why I didn't search for you or why you didn't look for me, it must wait for once it's over. Now we are just another Agent having to work with another Agent not just a long lost daughter meeting with her long lost father." She said with a stern tone whatever guard was brought down as she shared about her childhood and Voight was back up and more secure than ever.

They arrived at the HQ in silence and some glares were sent Gibbs' way from Kelly when Kelly let the others know about the other girl who was found dead and looked a lot like Shannon.

"But Saints are Chicago-based gang they have no business in being in DC." Tim said unsure and confused.

"Saints didn't kill her, it was somebody else. It has to be." Kelly said confused.

"Hired gun? But why wouldn't they?" Gibbs suggested and Kelly sighed and nodded saying it look like it.

"So, a hired gun by the Saints made the trip to DC." Kelly tried to connect the dots.

"You said the Saints?" Connor asked confused and with a look of horror in his eyes.

"Yes. Why?" Gibbs asked confused and suspicious.

"My dad had dealings with them. He didn't know I knew but I've heard them many times talk in his office, one of the many reasons why I hated my dad. He helped so many people get more addicted to drugs and even human trafficking. Could we find out if my dad screwed anyone?" Connor said nervously and worried.

"WHAT?" Gibbs asked angrily.

"We can if one of CPD goes undercover and tries to find something." Kelly suggested trying to keep the peace.

"But the Saints didn't do it! Saints and Black Scorpions have one golden rule, no children get hurt or recruited, they have purposefully have their bases and hangouts around schools, they protect kids from being recruited by other gangs and the money they make from selling drugs go back to those neighborhoods." Shannon added as she kept drawing in Gibbs' desk. She didn't bother to even raise her head or flinch or anything. Everyone in the bullpen froze and raised their eyebrows at her.

"WHAT?" Everyone exclaimed including her parents.

"What what? I grew up in Chicago, guys! I know stuff!" Shannon exclaimed in a duh tone as she was looking at them.

"How do you know this information?" Gibbs asked a lot concerned.

"So, as dad said, grandpa wasn't that subtle in his business transactions. I knew he worked with Saints and Black Scorpions because I suggested it, I saw what they were trying to do so I decided to ask grandpa if he could or wanted to help them. But when I said that he laughed and said that he was for years working with them, he liked their one golden rule and style. Those two gangs are the least deadly gangs. So, I suggest looking away from them and looking into gangs that don't sweat much the idea of shooting kids or putting a hit on a kid. Am I going to do all the job for ya?" Shannon added casually as she stared at them expectantly like what she was saying didn't ring any alarm bells or anything.

"Honey, how do you…why are you…" Kelly started saying shocked, worried, and highly concerned but didn't get to finish her sentence because Connor took over his tone dangerously threatening and worried.

"Being involved in gangs?"

"Because when grandpa started taking me to these parties a lot of people I met had side hustles, some even co-own or owned entirely gangs, grandpa would warn me to stay away and out of sight of these people. But there were parties everyone was making rounds they very well might have caught a glimpse of me and asked around, people do love to gossip, dad and mum!" Shannon exclaimed defensively as she felt she was being put on the spot.

"Ha! Like grandfather like granddaughter, huh?" Nick Torres chuckled amused and then smirked at Shannon she said surprised and amused 'ha' and looked at Gibbs intrigued.

Gibbs just let a ghostly smirk before he sighed and shook his head and walked towards the bathrooms needing to pee.

"Also, mum if you put someone from Uncle Hank's team to go undercover and Uncle Hank and Uncle Kevin are on their way isn't the team being stretched thin? Maybe someone from your team in ATF minus you, Choi, and Simmons of course…Oh, how about from Narcotics to go undercover and report to Uncle Jay or Aunt Kim or Uncle Adam?" Shannon suggested innocently and Kelly couldn't help but be impressed by her daughter. She just chuckled and kissed Shannon's head before she walked away to call Voight to check where they were and let him know how far they have gotten in their investigation.

Connor hugged his daughter in an attempt to not allow himself to realize how grown up she had actually become, in his mind she was oblivious to these types of things but apparently he was wrong.

His sister, Claire, was right, Shannon is smarter than people give her credit for and she's listening even when you think she's not.

"Boss, what just Shannon said, she has to say those things on record if we want to use them in the investigation which would contradict a few statements she made in the first interview," McGee said a little bit concerned to Gibbs after a few moments of silence. Everyone who was in the bullpen froze in realization.

"What if we say that in the first one I was still in shock and couldn't give valid information?" Shannon asked while still in her dad's embrace.

"That could work." Vance's voice and presence made everyone look up at him from the stairs and Shannon smiled proudly for figuring something out.

Just then Kelly came back from talking and said that the Intelligence team with Voight and Atwater heading their way couldn't risk sending anyone undercover, so Sergeant Trudy suggested they sent someone from ATF but before they do that they had to check if Narcotics or the FBI were already have someone undercover in the Saints and Black Scorpions. When Trudy got back to Kelly she was told that the FBI wasn't willing to disclose anything at that time and Narcotics said they had a guy already in and they were willing to share intel.

Team Gibbs and Vance hearing that sighed annoyed because they were too many people involved and there were chances of messing it up.

"Did you give Sergeant Trudy an answer, Agent Severide-Rhodes?" Vance asked Kelly sighed and shook her head no.

"I'm waiting for Voight and Kevin to land and discuss it. They are flying right now so their phones are off. My boss is game for anything if that means shutting this case and no more people dying. But again I'm out of the case I can't make decisions what I just did was to win us some time. My boss and his team will decide if anyone is going undercover." Kelly explained puzzled, stressed, and out of ideas. She felt drained and trapped, terrified for her daughter too.

"What if I go undercover? I've done it before." Torres suggested excited and everyone's eyebrows furrowed.

"You can't, Agent Torres, not our jurisdiction. If anyone has to go undercover is ATF, CPD, or their Narcotics department." Vance said sternly and everyone nodded. Soon the attention turned back to Shannon and her new statement.

Gibbs sighed and guided Shannon back to the interrogation room where Shannon told them what she had already in the bullpen but was now on record.

Once that was done it had already been too late to work anymore so Vance essentially kicked them out and force them to get a few hours of sleep also it was illegal if he allowed or made the side-eyes to another all-nighter of Gibbs' team in the same week! Especially after such news!

Shannon wanted to stay with her parents and so did they but Gibbs was still very uneasy about leaving Shannon with her parents because in his mind they were vulnerable. But they were her parents and legally they were obligated she stays with them. But still, there was a risk.

"I don't think it's safe you stay at the hotel by yourselves, you should come to stay with me." Gibbs told Kelly and Connor as they walked to the parking lot.

"I beg to differ if we are all in one place we are easier to capture or found." Kelly stated convinced she was right.

"Honey, I think Mr. Gibbs is right, he is an active agent on the case, if he needs he can open fire, you're not permitted to do so and you haven't brought your badge or weapon. If you open fire it might cause conflict in the case." Connor said concerned and Kelly sighed in defeat while Gibbs tried to hide a victorious smile but Shannon saw it and smirked eyeing him amused.

"I know what you're trying to do." Shannon whispered and Gibbs feigned confusion his eyes betrayed him but Shannon just shook her head.

"Fine! Do you have blow-up mattresses?" Kelly exclaimed in defeat and then asked her dad who nodded. Gibbs went into his car while Shannon joined her parents' rental car and followed Gibbs to the house.

Kelly couldn't help but have anxiety rise in her, she hated that she had to go back there, she feared that new memories will surface by being in the same house again.

They pulled up the house and Connor squeezed Kelly's hand before the family exited the car. Gibbs was equally nervous about this but his excitement was trumping that of nervousness. Connor and Gibbs went down to business blowing up the mattresses while Kelly roamed the house being faced with demons of her guilt and past. If she had reached out then Gibbs wouldn't have been this lonely, it was evident in his house, that he had nothing of value, an empty house empty man.

Tiredness overtook the young family that slept in Gibbs' master bedroom while he was laying on the couch and Shannon was in Kelly's old room long asleep.

Gibbs had smiled before sleep took him.

McGee Residence:

McGee was anxiously waiting for news from Tony and Ziva who had just taken the red-eye flight to be faster in DC and Abby's and Ducky's news about them also arriving tomorrow.

Around 12 am Tony texted they had just landed and they were heading to bed, they would drop by sometime at noon before or after the lunch break, and they would text McGee. Ducky texted half an hour later saying he and Abby are staying at Jimmy's and they would meet early tomorrow if he could.

Tim feeling relieved lay next to his wife and finally shut his eyes.
