This idea I'd gotten last year, then forgot about it, then suddenly remembered it again and now here we are.
So, for this, Vigilante is the real Adrian Chase, but he and Simon Morrison aka Prometheus happen to look exactly alike, so Simon kidnapped Adrian and replaced him, taking over his life, and Adrian eventually freed himself and became Vigilante.
Also, this is an AU where Vigilante doesn't kill innocent people.
For Angel its between Seasons 1 and 2 and for Arrow around 5x15.

Cordelia Chase knocked on the door of her cousin, Adrian Chase, waiting expectantly. It had been a few years since they'd met each other, when he'd visited sometime before her family had lost all of their money and her dad had been sent to jail.
In about half a minute, he opened it, as Cordelia gave him a hug. "Surprise, cuz! Bet you weren't expecting me, were you?"
Adrian, for whatever reason, did not react at first, before suddenly hugging her back. "Hello, Cordy, been a while."
They parted as he said to her. "Come in."
Cordelia did, walking inside the house and taking a seat as she asked Adrian. "How are you?"
"Doing my job, considering I got promoted to District Attorney now", Adrian told her, shutting the door and pulling out a chair for himself before going into the kitchen to get something to drink for them both.
"Must be hard, especially with vigilantes running around, like the modern day Robin Hood with the green leather fetish", Cordelia commented, both she and Adrian snickering at her description of the Green Arrow.
"There are a lot of problems with the system", Adrian brought a little coffee in a cup for herself, and another cup for himself, putting hers down while taking a seat too. "While Vigilantes have their issues, they actually do good work."
"Guess so", Cordelia sighed. "Besides, I don't think Green Arrow kills or anything, does he?"
"Not that I know of", Adrian said, suddenly looking into her eyes. "What do you think of vigilantes?"
"Well….." Cordelia trailed off. "Kind of work in a detective agency. It is a legal, yeah, but sometimes we've stepped over boundaries too."
"You're a private detective, who'd have thought?" Adrian chuckled while Cordelia rolled her eyes in amusement.
"Cordelia Chase, Private Detective on the job!" Cordelia quipped as Adrian got up, going to the kitchen when suddenly his phone rang.
He picked it up. "Yeah, yeah….really? Okay, I'm coming." Adrian put his phone down and told Cordelia sadly. "Something came up, got to go, sorry."
"Well, this sucks, come to meet your cousin after so long and he has work", Cordelia groaned.
"Not to worry, we can catch up after its done", Adrian put on his coat and gave her a hug before walking out the door.
Cordelia decided to go to the hotel she was staying at as well, picking up her purse, when suddenly, she let out a scream, falling to her knees on getting a vision.
Prometheus, the Throwing Star Killer, unmasked, revealing himself to be Adrian Chase.
Vigilante unmasked, and he too had the face of Adrian Chase.
Cordelia staggered up, using a table to support herself. "What the hell? Two of them?" She gasped. "And a murderer and a vigilante?"
She groaned, scoffing and pacing around angrily while ranting. "Like seriously, can I not even visit my cousin without getting a revelation about him with a vision? Like, really, life just seems to suck in every town or city- Sunnydale, Los Angeles, Star City, you name it!"
Then she realized what she needed to do. "Let's hope they can make it in time."
Later, Cordelia was in her hotel as Angel and Wesley walked in, noting her distress.
"What's the matter, Cordy?" Angel asked her gently. "You seemed pretty freaked out on the phone."
"Thank you for making it in time", Cordelia hugged both of them one by one, then took her seat again. "So, as you know, I came to visit my cousin Adrian Chase."
"Yes, you told us that before you left", Wesley noted.
"Right, well then, he went off for some work, and then I got a vision", Cordelia groaned.
"What was it about?" Angel inquired.
"You know about that Throwing Star Killer and Vigilante guy?" Cordelia asked at that point.
"Yes, they have both made the news quite a bit", Wesley commented, his arms folded now. "Especially the Throwing Star Killer due to all the murders he has committed."
"Well, in my vision, both unmasked, and both were Adrian", Cordelia revealed, to both of their shocks.
"Wait what?" Angel asked, trying to get this straight. "So, the Throwing Star Killer is your cousin, but Vigilante is too? Like-"
"Is it the same person with two identities?" Wesley wondered. "Considering the different things both do, it seems like your cousin might have some sort of mental personality disorder."
"Hello, why do you think I called?" Cordelia asked, now a bit annoyed. "We have to find him and figure out what the hell is going on!"
"What shall we do?" Angel asked. "Can you take me to his home? Sure, I can't come in but-"
"Maybe you can find him by sniffing something, assuming he is out as one of his two alter-egos", Cordelia now suggested, and Angel nodded, agreeing to the plan.
A while later, Cordelia was in Adrian's house, and he still wasn't available, probably committing murders or whatever. She was still struggling to believe it.
Her cousin with a strong sense of justice was a murderer. And a vigilante too!
Sure vigilante was better, but he seemed to be both of these right now.
Taking Adrian's kitchen knife, Cordelia walked out to Angel and Wesley, handing it to them. "Here, think this one would have a good bit of him, take a whiff."
Angel did, tilting his head, then narrowed his eyes. "Yeah, it has a lot of him, wonder if he uses it to kill."
"Or perhaps just chop vegetables, hmmm?" Wesley shrugged.
"Either ways, I think I can find him with this", Angel told them before turning around and walking off, swaying his trench-coat, and the other two followed him.
Prometheus was searching for Vigilante, about to find him so he could attack him for trying to kill Oliver Queen, when he sensed something behind him.
Whirling around, he swung his sword as Angel dodged it, then spin-kicked him back as he fell down. Angel walked to Prometheus, only for Prometheus to twirl his feet and kick him back before leaping back up.
"Who are you?" Prometheus pointed his sword out at Angel.
"The guy who's gonna stop you, Adrian", Angel smirked, knowing Adrian looked horrified behind that mask of his. "Yeah, I know, don't ask how."
Adrian threw a shuriken that Angel dodged, as Adrian threw various more. While he was superhuman, he had to admit, Adrian had good speed and skill in this department, and one even managed to nick his shoulder.
Adrian leapt at Angel with a grab, throwing him down, but Angel grabbed his throat and rolled him off, getting up.
Adrian tried to get up but was kicked away, groaning in pain before he sliced Angel's foot with a little knife.
Angel gasped, then backed to avoid the next swing, managing to kick his knife off of him, before spin kicking him back again.
Adrian rolled and stood up, slicing at Angel with his sword who dodged all of the times, then grabbed the flat of the blade with both of his hands.
Adrian tried to free his sword from the Vampire's grip, but Angel did a motion and the sword's hilt struck Adrian's chin, sending him back before flying up in the air as Angel caught it, and then he decked Adrian's gut, sending him down.
He took off Adrian's mask to reveal his face. "Well Adrian, your game's up now. Why the charade? Killing people here and then fighting criminals as Vigilante?"
"What?" Adrian asked as Angel just punched him out.
Cordelia and Wesley came up in that moment, seeing Adrian had been beaten. Cordelia sighed sadly. "So he was the bad guy after all. When I hope my vision is a fake, it turns out to be real."
"I'm sorry Cordy", Angel apologized to her when suddenly Vigilante came onto the rooftop, shocking them all.
"All right…" Wesley trailed off, looking between the unconscious Prometheus and Vigilante. "What is…..?"
"Adrian, that you?" Cordelia asked, and Vigilante removed his mask to reveal a face just like Adrian Chase's.
"Okay, this is getting weird", Angel muttered.
"Cordy, hi", Adrian greeted her with a ghost of a smile. "Been a while."
"If you're….." Cordelia trailed off. "Then who the hell is he?"
"He is a guy who happens to look exactly like me", Adrian revealed, to their shock. "He kidnapped me, tortured me, made me reveal everything about my life and then took over it." Adrian snarled angrily, shaking. "My life was just something for him to play with, to take over."
Adrian raised his gun to shoot Prometheus but Angel lowered his hand. "No, stop!"
"Then he became the Throwing Star Killer, and I escaped and decided to become Vigilante in revenge to kill all criminals", Adrian sighed, looking at Cordelia. "And that's what I do."
"It can be over now", Cordelia assured Adrian, touching his face. "We got him, we'll prove he was a fake and you can resume your life."
"Not anymore", Adrian told his cousin sadly, lowering his gun while shaking his head. "I'm….not that person anymore. What happened, what I did…..it changed me."
Cordelia started. "But Adrian-"
Unfortunately, he had already jumped off that rooftop to the next, as Angel put a hand on Cordelia's shoulder. "I'm sorry."
Cordelia had a few tears but nodded as Wesley suggested. "Let's leave him for the police to find."
Later, Pike walked out of the precinct, only to see Adrian, still unconscious and in the Prometheus suit, tied up outside with a note.
'Gift for the SCPD.'
Pike sighed, then shook his head. So Adrian was the Throwing Star Killer. He took the note, opening it up, and inside, there was more, including details on where to look in his home.
It was Adrian after all.
"Well, there goes another one."
Angel, Cordelia and Wesley were back in LA as Angel asked Cordelia. "You okay?"
"No, not really", Cordelia said sadly, looking at both of them. "My cousin…he is just so different now, and a vigilante. His life is ruined! His reputation is gone!"
"It doesn't seem like he cares about it", Wesley commented.
"I know", Cordelia muttered. "But I do."
"Its not your fault, Cordy, things happened, you helped stop the bad guy", Angel pointed out to her.
"Still doesn't feel like a win to me", Cordelia walked to her room. "Would you mind if I don't come in tomorrow?"
"No, take all the time you need", Angel assured her as she gave him an appreciative smile and closed the door.
Angel always understood and cared about her so much. While things were bad, as long as she had Angel, she knew things would get better.
