The Ice Climbers were trying their best to help Godzilla fight off Hedorah the smog monster although the ice Climber pair were quickly realizing how futile it appeared since their frosty ice attacks weren't freezing Hedorah enough to freeze him.
"Why is it that our snow isn't working?" Popo complained for he got sludge on his parka which caused him to try and freeze it up quick before it went all over his clothing.
