It was several years after the defeat of Voldemort, and the wizarding world had healed and moved on. But a great crisis soon struck. Not the wizarding world, but the muggle world. Famines from global warming had started to appear, causing great terror in the muggle population.
It wasn't long before all humanity looked like it would collapse. Food was scarce, and this greatly panicked the muggles.
Then, in order to save billions of lives, it was decided by the wizards, the ministry of magic, to reveal themselves. To provide shelter to the refugees.
These refugees would find a place in wizarding society by being paid to protest.
In the ministry, Harry was debating with the minister, Shacklebolt, about funding the refugees.
"Minister, with all due respect, I don't think that it is wise for the government to fund the refugees. They will just become dependent on your handouts."
"Then what do you suppose Mr. Potter. Billions of muggle lives are at stake."
"Have private wizards, like me and the Malfoys, to sponsor the refugees to pay them to push a political agenda for us. Because that is what refugees are good for. They are good at protesting. So why not pay them for it?"
"You want our legislative decisions to be made by refugees?"
"Almost. Ban lobbying. Instead, have the private wizards sponsor large swathes of refugees to push for an agenda. Have them protest and campaign, from their refugee camps, for the sponsored legislation. That is what they are good for."
And so it was decided. The wizards would reveal themselves to the starving muggle world, and the muggle refugees would protest for their sponsors. The muggles were surprised at first, but soon overwhelmed the wizarding world.
Soon, the billions of refugees were divided along sponsor lines. The Malfoys took on the sponsorship of hundreds of millions of refugees, and started to use them to protest and push legislation highly favorable for the Malfoys. The refugees, with no skills for the wizarding world, used their one tool, and that was to be protesters for the legislation that the Malfoys wanted to pass.
Soon, heavy anti-muggleborn legislation reached the Ministry of Magic.
Harry, as well as many muggleborns, started to sponsor their own refugees en masse to counter the Malfoy's influence. Soon, there were gangs of rival refugees attacking each other in protest to sponsor the opposing agendas of the Malfoys and the Potters.
Both the Malfoys and the Potters had to cut their own personal expenses drastically to sponsor the refugee protestors.
Soon, an epic show down between the Malfoys and the Potters were drawing near a close. The Malfoys had won. Their pupreblood coffers had funded more refugees, yielding more protests in their favor.
Anti-muggleborn legislation soon swept the ministry of magic.
Swarms of refugees cheered on as the minister announced muggleborns loss of the right to vote in wizarding elections.
The only way that the muggleborns can get their vote back, is by sponsoring more refugees to protest for them.
They needed more money and time.
Harry was unwilling to break into his principal cash, nor his inherited estates. So instead, they had to focus on investing and drawing up new inventions to pay to fund muggle refugee protestors to push their agenda.
The Malfoys had an early lead, but it was by no means insurmountable. Harry just needed to invent, discover, or overcome new things, to pay for their political sponsorships.
"Goblin-made items" Harry said to Hermione and Ron in their meeting. "If we can start producing or procuring goblin-made items, we can rebuild our wealth and pay a fraction of it to sustain our refugee protestors."
And so Harry and Hermione delved into deep and dark research on how the goblins have crafted their items.
With the sword of Godric Gryffindor, they started to reverse-engineer the method.
It wasn't long before it became apparent that they did not have the skill to produce goblin-made grade items. But, they soon learned that the dark magics could provide a close imitation.
Their very first item made by dark magic was a cloak that blended the wearer into the shadows, but that sapped your blood for as long as the wearer has it on. If the wearer uses it for too long, then they will lose all their blood.
Soon Harry and Hermione started a company, partnering with the Weasleys, to churn out as many knick-knacks as possible to raise funding for their operations.
Hermione couldn't vote, and she had every intention to change that, by funding muggle refugees, useless in every other capacity, to protest on her behalf.
