Chapter 2: Forged in Fire

Catherine Elizabeth Halsey was happy.
For the first time in her life she felt normal, being quirkless had always been a burden to her, in her school career she had always been looked down for her lack of a quirk, in the end Catherine graduated top of her class but without friends.
Then came University, on the first year of medicine she met her best friend, Inko Midorya a Japanese student who moved to America to attend university , the 2 of them got along well and Inko was the first person in her life that didn't judge her for being quirkless.
Then on second year while going to the genetics lab she was nearly blasted by the door of the support lab exploding, that day she met David Shield, her future husband, and Toshinori Yagi, also known as the Pro Hero All Might.
Meeting those people gave her the strength to pursue her dream, the dream of building a world where quirkless individuals weren't treated like animals, where those without power could become heroes.
That dream would be finalized in the form of the SPARTAN program.
After university she got a job as a researcher in the UN and some years later she proposed SPARTAN to ONI.
10 years ago
Everything was ready, SPARTAN had everything needed to start the program, the candidates were handpicked by Halsey and Shield, they were all quirkless orphans that were bullied, mistreated, hated by their families and "friends".
They were all part of the quirkless rehabilitation program of the UN, a program which goal was to rescue the quirkless that were left apart and failed by the hero society.
They were all given a choice, live a better life like a "normal" person or become something more, become the new generation of heroes.
Of the 150 candidates all except one were present, the one missing was number 092, Izuku Midorya, Inko's son.
In the years spent at ONI, Catherine and David hadn't had the opportunity to meet again with Inko but today that was going to change.
Inko would be offered a position in the program.
Catherine knew of her quirkless son and needed the ability of Inko.
"Hello Inko it's been a while, I call you to make an offer, it's for you and your son Izuku" said the doctor, "what is it?" replied Inko, "have you ever heard of the SPARTAN program?" "Only voices and rumors, why?" Asked Inko, "You see, the offer I was talking about earlier is a place in the program for you, and your son." said Catherine, "and what would be our role in it?" Asked Inko with a perplexed tone, "I need you for your abilities in genetic medicine and as for your son.. , I need him because he's quirkless, I know that it sound immoral but every candidate is here by his own will" hold on candidates, what's the purpose of my Izuku?" Said Inko, "as you already know the SPARTAN program is my dream to make society fair again, and it's final goal is enhance the abilities of quirkless individuals to become super soldiers, the new generation of heroes".
"I.. I'll talk to Izuku and then I'll let you know" answered Inko, and with that the call was closed.
2 months later
"Welcome to I-Island" said David as Izuku and Inko got off the jet that landed in the private landing strip of I-Island airport.
"Izuku do you remember uncle David and Auntie Catherine?" Inko asked her son, "well there is someone that wants to meet you Izuku" said David.
Behind his leg was a small girl about his height, "come on Melissa, say hello to Izuku".
"Hi I'm Melissa " said the small girl peeking from behind her father's leg.
"Hello I'm Izuku" answered the 6 year old.
A week later, S Deck, secret ONI facility on I-Island
"Today you are here because you are willing to become the new generation of heroes, all of you are here because you were failed by the society, I won't lie to you, this won't be easy, for the next 10 years you will train your body and minds to become the best, to become the best, to prove that quirkless people can become heroes!".
The 150 children stood in awe after hearing doctor Halsey's speech.
"A NEW DAY IS UPON US! A NEW GENERATION BUILT TO FIGHT, TOGETHER WE ARE UNSTOPPABLE! CANDIDATES ARE YOU READY!". Said the doctor with an excited tone.
"YES M'AM" answered the candidates.
Present day, USJ, Main plaza, Silver team POV
"Riz protect the students, Kai take the high ground, take off the small ones, Vannack you and I will take on the 3 in the center" said Izuku, "got it commander"answered the 3 Spartans, "SILVER TEAM ENGAGE!" Shouted Izuku.
Riz-028 rushed to the students and shouted "Students regroupe don't let them split you stay close to me or your teachers, all clear?", "yes"said a few students.
Kai-125 had already neutralized a dozen of small villains with her SRS-99 S7 sniper rifle, "hey guys have you already engaged the hostiles?"asked Kai on TEAMCOM, "no, why?" said Izuku, "these new quirk suppressant bullets work wonderfully, the only downside is that they don't kill", Riz said with an annoyed tone, "well Riz what kind of heros would we be if we killed villains on sight?, remember this aren't Spartan Ops, and ROE were clear, killing only if strictly necessary"answered Izuku, "copy Boss"answered Riz.
Katsuki Saw a Spartan talking to other extras and asked her "hey i never seen you guys, are you heroes or something, are you part of the HPSC?"
"Something like that, I'm Riz-028, SPARTAN, ONI NAVSPECWEP, the others 3 with me are Silver team, the big one is Vannak-134, the sniper is Kai-125 and the on in green is the boss, Izuku-092.
Katsuki froze, he hadn't heard that name since the nerd left, was that man in armor Deku?
No it's impossible, Izuku was a shitty deku, a useless child that wanted to get himself killed.
The Spartan instead, he was powerful, when he looked at him he saw All Might, he saw hope, if someone should be like All Might that would be him not Deku".

AN: Here it is a small cliffhanger ending, next chapter will be the big fight and the conclusion of the USJ arc.
