Three Weeks Later
Gotham City.
Batgirl was standing on a rooftop looking over the city relfecting the aftermath of the events that took place at Arkham City in her head.
Three weeks into the new year and the City was still buzzing over the death of the Joker in the now shut down Arkham City. Some speculated that Batgirl finally had enough and decided to kill the Joker, breaking the one defining no kill rule while others believed that Joker died from some kind of blood poisoning based on the reports from the hospitals about contaminated blood bags. Speaking of the blood banks, they were able to track the patients that got infected and used Batgirl's clean blood to stop the infection from killing them.
The GCPD stormed the prison and arrested almost all the super villains including the local gangs. The political prisoners that were personally brought in by Strange himself were placed into protective custody and then got freed once they got personal assurance that they won't have a criminal record.
Realizing that they were deceived by both the late warden and Mayor Sharp, The City Council overruled the decision of activating Protocol 10 and impeached the latter from the his office once his crimes of his involvement came to light. Despite his continuous denials of ever being involved, he was forced to face the consequences of his deal with the devil when the council presented to him an acquisition order of illegal military grade weapons with his signature, given by Vicki Vale that included a RPG that almost killed her that night. How did she acquire it? She didn't tell but it was enough to get him into trial.
As for Talia, she was brought back to life with a small dose of the Lazarus chemical from her brother an hour after her death. Strangely though, Ra's body wasn't recovered by the GCPD because by the time they stormed the place, It was already gone. She'd worry about that another time.
With the Joker gone, It's open season for everyone that wants to claim the power vacuum left behind and it's gonna be an all out war. It may not happen today or tomorrow, but it will happen in the future. She'll be ready for it. Why?
