Chapter five

It was the second last day of the conference when Kingsley got the report he had been waiting for. He headed straight to Harry's room.

'What's up Kingsley?'

'Before we left I had some friends who I trusted in the auror office do a bit of investigating for me. I wanted to know more about the four members of the ICW, but also the other members. It seems my instincts were right. These people want to make a better magical world for all witches and wizards. They want to eradicate dark witches and wizards, they want to eradicate blood status and they want us more protected so the muggles don't find out about our world. Dark magic is part of our world and we should have lessons on it but only in supervised classes. It's the witches and wizards that are using dark magic to get things they don't deserve or kill people they do not like. Magic is about intent and I'm sure you know that you can use a first year spell to kill yet that spell would be classed as light magic. People should not be sent to Azkaban just because they used dark magic, unless they used it on someone, then it's a trip to Azkaban. We should learn all magic, just so we know what that magic can do and if it could change us in any way. This is what all members of the ICW want for our world'

'So you think I can mention Merlin's orb?'

'I think so. I still believe you or someone you trust should be involved.'

'I know the orb will be safe if someone tried to steal it. Now it's out of the cavern, someone of Merlin's blood needs to touch it every day or it will be returned to the cavern.'

'That would keep it safe, even if I don't think you'd need to worry about it.'

'Then I'll take the orb with me. But I still want the unspeakable to examine the orb and scroll so no one can argue that it's a fake.'

'Since it will be returning with you, we can start with our witches and wizards first.'

Harry and Kingsley met up with the other members of the team then headed to the conference room.

'Before we continue out talks about how to make our world a better place, Harry has something of great importance he needs to mention,' Kingsley said then took his seat.

Every eye turned to Harry, 'I'm not sure if the members of the ICW heard how an unspeakable was able to work the heritage test. Since there were so many deaths, a lot of family's lines ended or branched off. I was notified that since my great great grandmother was born Dorea Black and my godfather, Sirius Black named me his heir, I was entitled to half of Narcissa Malfoy, nee Black and Bellatrix Lestrange, nee Black's money and properties. It was also shared with Andromeda Tonks who is sister to Narcissa and Bellatrix, she's also the grandmother of my godson, Teddy Lupin. There were other surprises in store, one shocked the life out of me.'

'That you're the heir of Slytherin, for real,' Neville said.

'That's one, I am distantly related to Slytherin but it was an off branch. Since there is no others, I am now the heir of Slytherin, but also the heir of Gryffindor. That is not the shocking bit though.'

Harry pulled out the velvet pouch, took the orb out and placed it on the table.

'Is that what I think it is?' Liam asked.

'If you think it's Merlin's power scale orb, you'd be right. I am a direct descendant of Merlin, from my mother's side. One of his great grandson married a muggle, from then on they were muggles, until my mother was born. I found his home and being blood I was able to enter it and touch the orb. Now Kingsley told me that Lucius Malfoy claimed he had Merlin's orb. I have the scroll to go with this and we're going to have an unspeakable verify this is the real orb. Now Kingsley was one of the people tested by the Malfoy orb, which showed he was at least one hundred points lower than what this orb shows. We believe that was Malfoy's plans, to make him, his family and his death eaters friends appear to be more powerful than everyone else.'

'My number on Malfoy's orb was 121. Harry tested me and I'm 222.'

'Going on what we know of you and your career, 222 would be right,' Liam said. 'Most aurors average between 180 and 240, unless you get a very powerful auror like Mad-eye Moody who's power score was 252,' Liam said.

'Um, do you know what Dumbledore's score was?' Harry asked.

'At his prime, meaning from the age of between fifty and seventy, he was 302. From our records on the history of the orb, Merlin was documented at being 375, the highest power level ever recorded.'

Many noticed Harry went pale, 'Harry, what is it?' Kingsley asked.

'Dumbledore said to me once that he believed I would be more powerful than he was.'

'He told the order the same thing, when he told us that it was up to you to finish Voldemort. Are you more powerful than Albus?'

Harry nodded, 'How much more?' Arthur asked.

'I want it tested to make sure its working as it should because I had no idea about certain people's power level.'

'We'll test it Harry, but I can tell already you know and it's shocked you.' Kingsley said.

'398,' Harry whispered.

'Blimey mate, you're more powerful than Merlin,' Lee said.

'But I don't feel that powerful. Okay, I knew I was the most powerful of the students at Hogwarts, but not more than Dumbledore, or Merlin, blimey. It might be broken, or it's reading me wrong.'

'Test me. I was tested using a spell the unspeakables in japan came up with. We have one working for the ICW. They said they could be off between ten and twenty points,' Liam said. 'My level was 189.'

Harry nodded, the levitated the orb over Liam's head. Within minutes the grey smoke began to swirl until it brightened and numbers appeared.

'202,' Kingsley said. 'I would say that proves it's real and accurate. The unspeakable was only 13 points off.'

'They have been using the spell on all ICW members as we have a strict rule about who can become a member. Order of Merlin recipients are automatically invited to join. Anyone with a power level of 175 or more can apply for membership. Order of Merlin recipients can join but if they have a lower level, then they can never be supreme mugwump or one of the chief wizards, or witches. Canada used this to decide who can do what at their ministry.'

'Can you explain how that works?' Kingsley asked.

Dorea pulled a folder towards her then opened it. 'Canada go on the level of an average wizard of 150. To be minister you need to be 170 or higher. Head of the DMLE has to be 180 or higher. Head of departments 150 or higher, unless it's the auror office which would need to be 180 or higher. Unspeakables 200 or higher. They even break it down for aurors. Senior aurors have to be at least 180, any other auror can be from 150 and up, but they will never end up as a senior auror or head of that department if they are under 180.'

'I think we should do the same or have scores which reflect what the job entails. There are some departments that doesn't need more than just basic magic to run it. But top departments which include the minister's staff would need to have the right power level,' Kingsley said.

'If you do that Kingsley then you will need to find another adviser. I'm nowhere near those numbers,' Arthur said.

Kingsley turned to Harry and raised his eyebrows, 'You are high enough Arthur,' Harry sighed, 'Sorry, but I wanted to test the orb, so I did you, Bill and Ron. Now I found your records and your score is a hell of a lot higher than what Malfoy's orb said. You're 202.'

'Even though you should have asked permission Harry, I forgive you as you weren't intending to use that for gain or to harm me,' Arthur said, 'What was Bill and Ron?'

'Bill is 218.'

'No wonder he can work as a curse breaker. What about Ron?'

'Um, 102.'

'Don't look worried Harry, I always knew Ron wasn't very powerful. He talked about being an auror, he doesn't have the power to do that job. I tried to tell him but he didn't believe me. Now we can at least show him proof.'

Harry nodded but gave Arthur a smile before he turned back to Liam, 'I was going to offer to use the orb so everyone can be tested. You still can even if you have an unspeakable that can use his spell.'

'We might get you to test a few to see how big a gap the unspeakable spell shows to the orb. Once we do a few, say one hundred, we can get an average. The spell had me thirteen off the orb. We might also invite you back when we have new members so we can verify how much power they have.'

'Okay, I can do that.'

'Would you test me Harry? I was only 38 as a baby, that's just above a squib,' Neville said.

Harry nodded the floated the orb over Neville. The numbers showed up just as it did for Liam and Kingsley.

'214,' Kingsley said.

'You're more powerful than I am,' Liam said giving Neville a smile.

'You might as well do me Harry. I was 72 as a baby,' Lee said.

Harry nodded then levitated the orb over Lee, '192.'

'Not bad, I expected a bit lower.'

'Alright, might as well join the party,' Sally said making everyone chuckle, 'Since I'm a muggleborn I wasn't tested as a baby so I have no idea what I could be.'

'213,' Harry said giving Sally a smile.

Harry was asked to do the other three members of the ICW. Dorea was 197, Anthony was 195 and Paul was 201. Those three were between ten and thirteen off what they scored using the spell.

Kingsley asked Liam more about how Canada used the power level to determine who could do what at the ministry. He already knew he would work the ministry in England the same way. He would have to hire Harry to conduct the test for all employee's or anyone applying for a job at the ministry. Once Harry used the orb, then those scores would be kept in the person's records. Kingsley thought this should be implemented at Hogwarts as well. He had heard enough stories about how bad some teachers were. It's time the students got decent teachers that had the power to actually teach the spells the students need to learn but they would also have to have the right temperament to be a teacher. People like Pomona sprout wouldn't need a high level since she doesn't teach a wand based subject but she would need average power to control certain plants. The teachers for all wand based subjects would need high enough power level, that way the students would never have to put up with someone like Lockhart or Umbridge. Both of them would be a the low end of the scale, too low to become a teacher of one of the hardest wand based subjects. But Kingsley also believed they should work on some type of test to show that the teacher has the right temperament to be a teacher. He saw enough of Severus Snape to know that man was powerful but he was a lousy teacher. He was cruel and he was a bully. He was not suited to be around school children.

Kingsley knew many would complain about this, but he knew it would be the ones with lower power levels or not high enough power levels to do the job they might want to do. This again would be something Minerva would not want, along with the other ideas that had been put forth over this last week. He knew many in the ministry would complain but it was time things changed. The level would only been needed for wand based subjects but they could work on something so the people teaching non wand subjects had the knowledge and skill to teach that subject, but also the right attitude. There were going to be many changes in England, which was going to upset a lot of people. But it was time they got a world that was right for everyone.
