It has been a while since our last meeting and I miss you dearly.

There's not much change from my last routine report. Nonetheless, I'm still sending you a monthly report of the situation here at Mondstadt. After all, that's what you've taught me to do. Time passed by quickly and before I realized I've already infiltrated Mondstadt for 3 years. Mondstadt is the same as usual, strong on the outside but fragile on the inside. The Four Winds are gone. Even if chaos were to erupt on Mondstadt ground, the citizens within the city walls would still go about their happy lives. Mere words cannot describe my disbelief at this.

Recently, there have been many dangerous meteorite remains full of elemental energy descending outside city gates and affecting the monsters. However, the citizens refused to evacuate to safety within the city and insisted on staying outside for whatever reason. I cannot comprehend their thought process, and frankly, I find their behavior quite funny.

It's common knowledge that the Knights of Favonius aren't at their full strength due to the Grand Master departing on an expedition with the city's elite forces. The forces that remained are so little it didn't take much effort for our Harbingers to penetrate their defense.

I thought Mondstadt would have changed the way they do things after Signora robbed the Anemo Archon of his Gnosis with the help of my intel, but it turns out I was worried for nothing. The laziness of the citizens has infected the Knights of Favonius, resulting in their worsened defense. Even pathetic nobodies like the treasure hoarders have managed to wander around outside the city gates for quite some time before anyone took notice of them.

Is this the "Freedom" Mondstadt spoke of? If this were to continue, Mondstadt's destruction is inevitable even without outside influence. Whenever I think about this, I'd feel ever so grateful for Your Majesty's guidance. You once asked me about my safety and whether I feel the need to relocate to Snezhnaya. Even though the Acting Grand Master is a powerful individual, she allows herself to be dragged down by trivial matters occurring amongst the citizens. Once, I kidnapped a cat just to see how the Knights would react and the Acting Grand Master took it upon herself to find the cat and return it to its owner. For a second there, I almost thought she saw through my disguise and she was using this as an opportunity to approach me. Later, I heard she collapsed due to stress afterwards. That was quite a hilarious turnout of events.

The secret agents we planted within Mondstadt have discovered that it was Diluc Ragnvindr from Dawn Winery and Cavalry Captain Kaeya Alberich who are responsible for the missing Fatui personnels using the limited clues left behind by our comrades. With their identities exposed, they no longer pose as much danger to us as they would have.

As for Fatui Harbinger Childe's infiltration plan, it did not go smoothly according to my observation. Despite our plan with Liyue has already come to a close and that Childe has successfully integrated into both Liyue and Mondstadt's social circle, I discovered that no matter where he is, most people don't seem to like him very much especially during battles. Some would even kick him out of the team if he offered to join and help out, and they'd say confusing things like "C0 Childe is trash." I assume Childe's task isn't going so well.

Even though he's quite strong amongst the Harbingers, he still has a lot to learn when it comes to interacting with others and getting the job done tactfully. I hope he will eventually learn to suppress his thirst for battles, otherwise I won't be surprised if people were to gang up on him and teach him a lesson once a week.

While we're on this topic, I'd like to reveal a small miscalculation that's giving me a bit of trouble. I know our plans with Liyue and Mondstadt have gone exactly as you have predicted, but I still don't know what to make of the Traveler I mentioned in my previous reports. They managed to form connections with powerful individuals in both Liyue and Mondstadt with their strength alone and frequently traveled between the two lands. They've already made a name for themselves for helping out with dangerous missions.

Normally, this kind of individual would have nothing to do with me, but recently they kept interfering with me for some reason, whether it was accidental or intentional I do not know. I've done my research on them using the limited resources I have, but the result I've obtained only managed to make me more confused.

Your Majesty, as you very well know, I go by Pulcinella and one of my abilities is to transfer my thoughts using birds. This method of communication is impossible to be intercepted or detected due to its intangible nature. And since I can transfer my thoughts using multiple birds at once, this eliminates the possibility of a blunder due to one of the birds getting into an accident.

I often stand on the main path to the city gates to better observe Mondstadt. Snezhnaya has always had absolute control over Mondstadt's intelligence flow, which includes at what time of the day the Cathedral would be free of guards and for how long. What makes this possible is my birds.

And yet, this Traveler would make a habit out of killing my pigeons whom I've all raised since they were chicks. This results in the plummet of my communication efficiency. To make matters worse, sometimes I'd tell them how much these pigeons mean to me and they'd still slaughter them with no hesitation. Countless times I nearly lost it and tried to kill them thinking they've seen through my disguise. But if I had done so, I would have ruined Your Majesty's future plans. And since the Traveler hasn't done anything other than destroying my means of communication, I did my best to endure it.

I once tested them by having a Sister ask them for their motive. The result was they only did so because they wanted to eat meat. Unbelievable. Even though I have full faith in my disguise, I can't help but have a feeling that the Traveler knows more than they let on. But it's obvious they don't have any proof on me, otherwise they wouldn't settle with only killing my pigeons.
