I have two other MHA crossovers and an au that could be replacing this one once it's finished being posted. One of them is from quite some time ago while it has Luffy with the same quirk as in this one, but he goes to a different school with only one piece characters. It has a baby Luffy segment where he's just gotten this overpowered quirk at four years old and makes friends with MHA characters before that segment is over and it goes to the op characters. He is not ooc in that one. So there's that one!
Then there's one that's Ace-centric, who is brothers with Midoriya and when he got his quirk hand me down from All Might, Ace got his own quirk hand me down since both were quirkless, but his is that he can turn into a dragon. It doesn't go well for Ace like it does for Midoriya, so there's angst and fluff. Sabo and Marco are also main characters.
And then there's the au, where Luffy is very ooc after being tortured as a child and is attempting to live life happily again. Since it's an au, it's exclusively one piece characters in the mha world setting. Lot's of family fluff and good friends. They still go to UA but again, all OP characters.

This time, Luffy copied everything he was hearing on the roof, still able to hear just fine. This way, nobody would know he was there. There were no cameras pointing to the roof, and it wasn't weird for him to be there since he had wings and liked being up high. After recording it, he took it and put the papers into a bead and stuffed them in a mint container that blended in with the other round mints.
He ate his breakfast on the roof, enjoying the breeze before students started to show up for school. He put his things away and turned invisible, heading home being invisible before flying right back in sight.
He landed outside of the building and hurried inside to the class, feeling hollow but putting up the perfect front. Tokoyami came in and told the others about the way Hawks' agency worked with the little people.
"Wow! I love Ryukyu, but working for Hawks doesn't sound bad at all," Tsu said. Midoriya was looking over at Luffy in sadness and regret. He was working with Endeavor, he no doubt wished he'd been scouted by Hawks. Luffy laughed and said that was how it had always been.
"Hawks is a very good person. Very trustworthy, too," Luffy replied. They all sat down when Aizawa walked in and told them to be quiet. No morning announcements that day. When Tokoyami and Luffy went over their reports together, as they did when they shared a patrol with somebody, Aizawa almost seemed pleased. It was choppy footage, since he filmed when Aizawa spoke but not when they others did.
Well, it was information that didn't need to be neat and tidy. Nothing happened much besides Hawks getting some new fans, which he would think was hilarious or adorable. It was at lunch that Luffy branched off from his friends. "Where are you going?" Todoroki asked.
"I had put in a request to read some reference books. The ones you can't bring out of the library. I'll be back later," Luffy replied and then walked to the elevator to the library. He couldn't assume Nezu got the request already. When he entered, he walked up to the desk and she recognized him.
"Oh, the principal has allowed me to lend you this copy. It talks about the founding of UA 50 years ago, but this is the only one he will allow to leave his room. It's just too risky if someone stole it."
Luffy frowned but nodded. "I just want to read about it, I'm not gonna take it with me anywhere," he replied. She put the book down on the nearest table and said he had to put his phone out on the table where she can see it. "Why?"
"Classified information. Not even the HPSC has these reports," she said, bless her soul. Well, she had everything fixed if Luffy didn't have the quirk that was ruining him. He said he wouldn't spread it around, and especially not to the HPSC.
Liar. Manipulator.
Yeah. That's me.
He stared at each page for a good minute before he frowned and started skimming the pages. It looked like he was searching for something, but he was just quickly recording every page. It could be paused later. He looked through each page, making his face look more and more annoyed.
This was the only book he'd be getting, and he wasn't going to break into the principal's office. He wasn't stupid, he knew just how smart Nezu was, as he had that quirk himself. If the president told him to do that, Luffy had no idea how he would. There would be no adequate lie for that. He didn't know how to even break in and didn't want to know.
He finished looking at the book and then brought it forward. "Did you find what you were looking for, honey?"
"Not really. I wish there was more to the book, I skimmed through it but didn't find what I was looking for," Luffy replied. Then he bowed, thanking her for her kindness. She said it was her pleasure and she was sorry they had to go through the motions. But the information really couldn't get out. "I understand," he said politely and left, turning off the video and hurrying to lunch, grabbing his food on the way to talk with his friends like he hadn't just made a huge breach of privacy and trust for the school. At least it wasn't obvious he was filming.
He enjoyed lunch, of course, savoring the normal moments of high school. Todoroki still had noticed nothing. He was doing a good job. The day went by normally, nothing new. There honestly wasn't much to get out of the teachers now that All Might was honest about his injury that caused him to no longer be the symbol of peace.
But, clearly, there were things UA wanted to hide. Luffy had already taken a lot of the information away and was going to forward it to UA's enemy. He was the enemy, he already was. Hawks' happiness. First and foremost would be to make sure Hawks didn't hate living with him. Didn't regret picking him up.
When he went home, he transferred the footage on his laptop. There was no point in thinking about holding back. She already ordered him to give her the information. But his hands shook. This was way more than exposing the daily teachings. He stepped away from his computer and called Hawks.
"What's up? You okay?"
"I-I got a lot of confidential information from UA and I have to send it to her. I don't want to do it by myself. Can you come up, just for a few minutes?" he asked, voice frantic.
"Of course, I'll be right up." And it really was only a few minutes that he knocked on the front door. He opened it and Luffy led him to the laptop. He showed him the footage of the book. He wasn't supposed to even have a phone around it.
Hawks looked at him sadly and said, "There's no going back now." He took his hand comfortingly and Luffy pressed send, a sinking feeling in his chest. There was no going back now. He'd never be welcomed at UA if he was found out. He couldn't be found out. His face went blank and his eyes fell, turning dull.
The pro-hero hated Luffy doing this for his happiness, but there was nothing to change it and he was showing support for Luffy when he could. Making sure he knew he wasn't a burden, and he wasn't hated for going behind Hawks' back and making this choice himself.
It took only a few moments before he got a message back. Good work. Luffy and Hawks both scowled, but he wasn't told to break into the office. After a bit of calming breathing with Luffy, they went down and began patrol.

By Friday, Luffy was tired and didn't want to go in to the stupid lessons, but he didn't want to rock the boat at all. He couldn't let himself get caught. Now, not only because the contract would be terminated, but he'd be expelled and lose all of his friends. They'd hate him.
Stop thinking about it. You can't take the past back. Just don't get caught.
He was invisible walking inside, not wanting anyone to affiliate them with him. Anyone could see them, including teachers. Then he'd be more suspicious and more likely to get caught. So, when he reached the counter, he showed himself and he was let inside, finding that bitch at the table. He pressed record.
"Luffy, good work this week."
"I did what I could. That's the only book I could get to," he said flatly. She gave her sickly sweet smile.
"That's what today and tomorrow are for. You're going to learn how to break and enter. Using your specialized quirks, of course. Then it will be trespassing." Luffy flat out said no. "You don't have a choice. You signed the contract, it does not give you options on what you want to learn. You will learn it and then you'll break into principal Nezu's office without getting caught.
"Then you can have a short break. That's a nice compromise," she said sickly. Luffy didn't say anything else, knowing he couldn't fight back. He walked to the nearby room, still filming. She probably really didn't think he'd release everything. Well, he would. After those two years were up, he'd ruin her forever. He was seemingly able to store all the clips he wanted. Like his normal quirks, this one had its own filing cabinet by date. He entered the training room and found there were a ton of cubicles. They'd been made recently.
He was told to put a ski mask on immediately and to take off his shoes. He did so, and got to working on breaking and entering without a trace. He stopped filming eventually when it became unnecessary. He broke the locks on too many windows and doors.
There was no lock picking quirk. He had the old wire one, but it was hard to control. They tried to have him think of another way himself. Luffy was determined to finish this so he could go home. He just wanted to go home. He'd literally be committing a crime. Breaking and entering was a crime!
Finally, after getting tired of smashing windows or locks, he finally figured out that he could create clones through other objects. He pressed tightly to the glass and his clone morphed through the wall, where it then got to the target and reached the goal. He stood there, looking at the success and listening to the praises by those helping him in this. He recreated the scenario silently, over and over.
Since the place he was breaking into was not the first floor, he kept himself in the air by flying and then sticking to the wall with Tsu's powers. He didn't want to use their powers for espionage, but it was the only way. But then he stopped. No, he was betraying the school, and his friends, but he wouldn't use their quirks to do something they'd be so against.
What other quirk did he have to help him stay suspended without being seen? There was one he'd seen as a little kid but had never used. He formed a big soap bubble around him that allowed him to float in place. It couldn't go anywhere unless the wind moved it. But he just needed to stay in the same place for a few seconds.
Fly to the window invisibly, use the bubble float and then press himself up against the window. Then the clone would go inside and do the dirty work. He would go back to the ground and stay invisible to wait.
They made sure to test if the clone could record things, and it could. This plan was flawless. Luffy felt numb. He went through the motions, over and over. During his break, he went to the bathroom and looked in the mirror. At this person who was going to commit a crime because a government branch ordered him to.
Tears slipped down his cheeks. He turned the video on and barely knew enough sign language to sign "I'm so sorry" before there was a knock on the door and he rubbed his eyes, wiping the tears away and ended the video. He didn't know why he was filming himself apologizing. It's not like the police would be fine with that.
"Oh, he said sorry ahead of time, he's innocent."
He went back to the room for practice until he was starving. On his way out, he walked to the president's office, for she actually wasn't at the big table for once. He filmed. He looked ill, his face was gray and he was scared. He knocked on the door and opened it when he had permission.
"Yes? How did your training go?" she asked pleasantly from behind her desk.
"Fine. You know I'm going to be committing a crime right? Breaking and entering is a crime. I'm not getting arrested for your plan," Luffy said firmly.
"Don't worry, we can pull as many strings as we need. It doesn't matter if you won't be arrested, because you won't get caught. Correct?" she asked. Luffy frowned deeply. "Don't give me that look." Luffy said the contract had said nothing about breaking and entering. About committing a crime. "The contract gave me control of your missions. This is part of your mission. It won't be too hard for you with your quirks." He sighed and looked down.
"I won't get caught," he said simply. She agreed and sent him home, saying there would be more training tomorrow and he'd break in Saturday night. He flew home in a daze. He was no longer recording. At least he had enough information to put her out of her place. That was the only consolidation he had. He already regretted everything else.
If only he didn't have this quirk, none of the hell he'd been put through would have happened. He could have gotten into UA with a shitty quirk like Mineta's. He didn't need to be overpowered to get into UA. Which was the school he was now undermining from the inside. The perfect spy, right?
If he could find some way to stop without alerting her. If he could purposely get caught, then he would, as long as Hawks wasn't thrown into the mix. Even if he was expelled, he would accept it as long as Hawks wasn't hurt. He had to tell him about it, though. And there was nothing else he could do.
Because there was no way he'd go off in the middle of the night and become a criminal. He was shaking when he landed home, and fell onto his hands and knees. He got on his phone and Googled if trespassing was breaking and entering. It wasn't. If he was caught, he was underage, so he couldn't go to jail. The worst would be a fine. He wasn't going to go to jail, even if he failed.
That made him feel a little better. He wouldn't be damaging property. He took some deep breaths and meditated for a bit. The door opened to show a tired Hawks. His wings were droopy. Luffy didn't want to make his day worse. "What's wrong?" Luffy asked in concern.
"Zaphyre got injured on the job. She'll be fine, but she can't go on patrols for a while. She broke her arm. It was a clean break. Still, I don't like my sidekicks to get hurt under my watch. How was training?" he asked slowly.
Luffy didn't respond or look at him before asking, "Did they ever make you break the law?"
"Yes. What did they say?" he asked in a hard voice. Luffy explained what he was to do for them, and how he was to do it. "What?!"
Luffy gave a shaky, desperate smile. "D-Don't worry, I won't go to jail. It might cost some money if I'm caught- besides, I have proof of her saying that all! I was filming everything. If I do get caught, then I have a lot of evidence for a lawyer, right?" he babbled, not liking seeing Hawks so angry.
But now he was looking at Luffy's broken face with pity and his own tears. He hugged Luffy tightly. "I'm so sorry. I should be able to protect you," he said, choking up. "And I can't do anything now."
Luffy said he was the stupid one and got himself into this mess. Hawks firmly told him he didn't ask to work for them. Plus, he didn't know this would be the mission when he took the job. It wasn't his fault, none of it was his fault. Luffy still felt like an idiot. He was being used completely. He hated it.
Well, now he knew how it felt to be Hawks. In a different way, but similar position. Trapped into doing something you really didn't want to. Luffy fell asleep on the couch that night, Hawks on the recliner, silent and lost in his own angry thoughts.
Luffy knew this was all his fault. He was the one who offered the book since he didn't want to go into the staff room and watch the meetings in person. This was supposed to make things better, not exponentially worse. And he had to use Hagakure's ability… there was no alternative quirk to use.
The next morning, he got up early and got on his computer, searching invisible quirks. One that made him clear. He would feel terrible using Hagkure's quirk as a crime. She was happy when he used it for good. But for a crime? And he'd be using one of the teacher's quirks.
This was such a fucking mess, why did he ever offer to get the book? He found somebody with a quirk that made them clear. Not invisible, but clear. Still able to reflect light. Maybe if there were cameras, it would see displaced air. They wouldn't think Luffy was dumb enough to not make himself invisible.
Then, Hagakure wouldn't have been blamed at all. And he wouldn't feel the guilt. He took off his visor and absorbed the quirk. Dr. Ito said he had plenty of room. He'd added one more quirk after getting the former main removed. He had enough room for one more. He absorbed the quirk and went to the bathroom, making himself clear.
Turning off the light, he wasn't visible. But he did cast a shadow in the light. Even if someone suspected him, they wouldn't think he'd pass up the chance of being invisible, unless it was someone who knew him well enough that he wouldn't betray his friend.
He put the visor back on and woke Hawks. "Hawks, you have to go to work," Luffy said, shaking him awake. His wings fluttered, trying to get Luffy to leave him alone. It was hard getting him up without being mean about it. Luffy didn't have the heart to clap or shout. So he made coffee, and brought a mug under Hawks' nose. That woke him up.
"Oh, Luffy. Thank you," he said with a yawn.
Luffy looked down. "I broke my rule. I got another quirk. I didn't want to use my friend's quirk for a crime," he confessed. Hawks didn't reprimand him, knowing he would feel more guilt by using a quirk who was his friend's. He asked what it was. Luffy used it, making him clear, but having a shadow.
"Now, if they do find out someone was in Nezu's office, they won't think it was Hagakure," Luffy said with a small smile. Hawks looked at him sadly. "W-What?"
"You're a good friend. You don't deserve this…" he sighed.
Luffy looked down. "You didn't deserve what you went through, either. You had it a lot worse than I do." Hawks pointed out that he hadn't had friends he had to betray. They both suffered in very different ways. Luffy barely got anything down before he made Hawks leave. He would be fine and would see him before he had to do it.
Hawks looked regretful as Luffy closed the door, giving him a shaky smile. His whole body was shaking. He put on his backpack and visor and headset on and left the house, invisible and flew to the headquarters. He flew inside once again, appearing at the desk. He was let inside and turned on the video.
"You all ready, Luffy?" she asked in a slimy voice with her "polite" smile. He nodded curtly. "Now, you're not going to get caught tonight but I thought some interrogation training would be helpful." Luffy furrowed his brows, asking what she meant. "We're going to question you and if you sound like you're lying, you fail and will start again." Luffy was glad there was no heavy punishment. It was terrible, but these people didn't physically torture him.
They were evil and villains, but not villains. "Okay." He didn't tell her he'd changed the plan. That he wasn't using his invisibility one after all. There was no point in telling her when it would only get him in trouble.
The day was spent with him in a dark room, not completely dark, but he was asked trick questions, accusing questions, demands. He had to have a composed response to all of them. He lost if he copped an attitude. He lost if he stuttered. He filmed just a little bit of it before stopping. There was no point. By the end, he was a ball of stress. He had six hours until midnight, which was when he would be trespassing.
That was more calming than "breaking and entering". Both the same, but with varying intensity and punishment. He wouldn't be breaking anything. So, the last two hours, the had him meditate. Not that it helped much, but he pretended he was fine and completely ready.
They gave him a black uniform. Why was the government giving him training in how to break into a school? How was this okay? Did other places work this way, too? He had no idea. The black uniform covered all of him. He would have the face shield in the pocket as long as nobody was there. He wasn't in risk of meeting anybody else with a quirk.
"Get some food and then fulfil the requirement. I expect an email with the footage tonight."
"I hate you," Luffy spat out, unable to help himself. He hated this woman. He was filming.
She looked at him in almost amusement. "If you were Hawks, you would have gotten a smack. You're lucky you're a different case." Luffy grew angry at that, very angry, and told her to go fuck herself. He wasn't even afraid afterwards, so angry and hurt. "You can get angry if you want. It won't change anything."
Luffy shoved the uniform in his backpack and hurried away. His face was red in humiliation. At least he'd gotten film of it. He wondered if she thought he wasn't getting any of this. Or she just thought he was too chicken shit to share it? Maybe she thought it wasn't her problem, that Luffy would get used to it in the next two years.
Two more years of this.
When midnight came, Hawks was up with him, Luffy shaking. Hawks clearly hated this and wanted it to stop, but he couldn't do anything without giving Luffy away now. And it would make his struggles void. But those struggles shouldn't have happened in the first place.
Luffy could tell Hawks blamed himself for all of this. The frightened teen put on the black outfit after making a clone to stay there. He turned invisible, having an earpiece that wasn't as recognizable as the headset. He could still talk to Hawks if he absolutely needed to. He would have the pro-hero help him in a crime.
But what if he was caught and it made Hawks look really bad? He slapped himself to calm himself as he flew to school, knowing there were people who walked the perimeter, but nobody monitored the main building. He already knew that and could hear nobody there. He filmed while he did it.
He lost his wings right outside of Nezu's office window wall, and formed an invisible bubble. It was on the side that the moon wasn't shining on. It was in the shadow part of the building, thank god. He was breathing heavily, no doubt audible in the recording. He created a clone of himself that pushed through the window.
Luffy popped the bubble and flew down. He closed his eyes so he could focus on the clone's recording. There were no cameras in the room, upon inspection. He didn't touch anything even if he had gloves on. He searched the bookcase and pulled the dusty books out of place. He took a good fifteen minutes to maneuver the pages into some sort of light that let him see the pages' contents clearly.
He didn't even read most of them. Didn't know which book was what, he couldn't care less. He didn't want to have to attempt a do-over. He heard a noise coming from the hallway, but didn't look. He finished his sweep of the books and put them in the exact same places they were before, made sure nothing in the room was out of place and disappeared.
Luffy opened his eyes and got the clones' footage. He could only record in one of him. He couldn't record in two different clones because it all went through one brain. His camera's memory was his mind. He flew off, invisible now. He was no longer filming, eyes streaming with tears. He desperately didn't want to get caught.
He had broken nothing, put the boobs back in place, and hadn't left even a smudge on the outside of the building. Nobody saw him, he was sure. And if they did they couldn't tell it was Luffy. He would be fine. He did no damage. It was just a prank! Yeah... Maybe… He didn't know. He didn't know what to think, and just flew home, telling Hawks to open the window. He left it open as Luffy changed into regular clothes in the bathroom and then came back out.
He was shaking. "I did it," he said, balling his shaking fists. "There were no cameras, I didn't break anything. Nothing looked changed. I don't think I was caught." Hawks just hugged him. Luffy felt like a little child again. Not like a powerful teenager who fought along Hawks' side. Not an unfortunate person with an overpowered quirk. He was a little, scared, lost boy.
