Avengers Civil War

When a tragic incident during a battle occurs, the Superhuman Registration Act is passed, forcing the Avengers and all other superhumans to follow the government and work for a higher authority. Iron Man sees the need for accountability but Cap thinks the heroes should be trusted to make their own decisions, not follow someone else's orders. Who will win? Team Iron Man or Team Cap?

3. Chapter 3

Ch 3

General Thaddeus Ross was having a meeting with Steve Rogers, Sam Wilson, Tony Stark, James Rhodes, Thor, Bruce Banner, Wanda and Pietro Maximoff, and Vision. Peter Parker wasn't here because he was at school.

"While many see you as heroes, others would use the word vigilantes." Ross said, addressing the group.

"What word would you use?" Steve asked.

"How about headache." Ross said. "What would you call a group of so-called heroes who have their battles but are unconcerned about the damage they leave behind?"

Ross pressed a button and the images of the Avengers previous battles appeared on the room's holo-display.

"Shanghai. Wisconsin. New York. Sokovia. DC. Lagos." Ross said as each image flickered by.

The Shanghai image showed Iron Man fighting Ghost's drones near his Stark Tower and some of the drones fired missiles that hit some skyscrapers. In Wisconsin, Hulk and Abomination left a scene of destruction during their brutal duel. In New York, Cap blocked a missile from a Hydra tank which flew into a nearby car and exploded it. In Sokovia, the entire city was destroyed when it came crashing down and many people below were killed. In Washington DC, a SHIELD satellite controlled by Hydra crashed into the city, leveling many buildings. Finally, in Lagos, the explosion Scarlet Witch had sent up destroyed a hotel.

Steve saw Wanda shudder at that part and said, "Okay, that's enough."

Ross shut it off and eyed Steve.

"Right now, you operate under no supervision and no authority. That is something the world will no longer tolerate. But I think we have a solution."
He gave Steve a paper that read: The Superhuman Registration Act.

"The SRA or Superhuman Registration Act will have the Avengers work for the government. This means they will no longer be a private organization and all members will have to reveal their identities and name their powers." Ross said.

The Avengers were completely stunned.

"In 12 days, people will come to ratify the Act. That's enough time for you to talk it over." Ross said. "And if we come to a decision you don't like?" Wanda asked.

"Then you retire." Ross replied before walking off.
