Ch 4

The Avengers were still talking about the Superhuman Registration Act when Ross left. The conference room was littered with empty water bottles and coffee cups.

"It's not like you don't take orders now." Rhodey said to Sam,

"I take orders from Cap because he earned it. He didn't walk into my room and demand it." Sam replied.

"There's nothing wrong with a chain of command." Rhodey continued.

"Says the colonel at the top of the chain." snorted Sam.

"You're undercutting your argument." Vision pointed out.

"117 countries want to sign it and you're just gonna turn your back just like that?" asked Rhodey.

"I have an equation." Vision said before Sam could respond.
"Oh, this will clear things up." Sam said sarcastically.

"Ever since Tony Stark announced himself as Iron Man, the number of enhanced people has grown exponentially." Vision said.

"So, you're saying this is our fault?" Steve asked.

"No, only that there is a causality. Our very presence invites challenges. Challenge invites conflict and conflict breeds catastrophe. Oversight is not an idea that should be dismissed out of hand."
"Well, I'm not dismissing it." Stark said from the corner of the room. "Guess what? I already signed. Here's the paper."

He showed them a paper about him that read:

Subject: Tony Stark

Aliases: Iron Man

Affiliation: The Avengers

Powers: Advanced armored suit with flight, repulsors, and other nanotech weaponry.

Power Type: Artificial

Location: New York

Steve opened up the Superhuman Registration Act book and saw Stark's signature. He had signed it. And he didn't even tell anyone else.

"We need to be put in check." Stark told everyone. "If we can't have limits, we're no better than the bad guys."
"Just because someone dies on your watch, doesn't mean you give up." Steve replied. "This Act just shifts the blame."
"Okay, look, it's not SHIELD, it's not Roxxon, it's not Hydra-" "No, but it's run by people with agendas and agendas change." Steve said, cutting off Rhodes. What if there's somewhere we need to go and they won't let us? Talk about trying to be a superhero when your career is gone. I can't live with that. How are we supposed to tell Spider-Man about this, for instance? You took him under your wing, Tony."

"Yeah, and I'm pretty sure if he were in this room and not a kid, he would agree with me." Stark replied.

"Tony, you don't have the slightest comprehension about what this is. This is the government forcing us to work for them like we're a bunch of regular soldiers." Bruce added.

"What, no, it's you who doesn't understand that ever since I made Ultron, I tried making up for it ever since." Tony said. "And this is the best way to make up for the mistakes we made."

"Maybe digging in our heels isn't the best way to go about this." Wanda said. "Maybe Tony is right."
If Tony himself was surprised, he didn't show it.

"I have to go." Steve said.

He stood up and walked out.
