At the age of 10, a child starts attending Pokemon School. They often get their first Pokemon at this time. Upon graduating from Pokemon School at age 14, the top three students of every region get a Starter. The top student chooses first, the second after and the third gets the one that's left.
At this point, teens have 3 options.
The least popular choice is to attend a regular school to study for a non-Pokemon related job.
Most teens attend a Pokemon Academy where they pick two of five courses: Trainer, Coördinator, Breeder, Pre-Med and Pre-Ranger.
And then there's the Pokemon Institutes. Only the best of the best are allowed at these schools run by Pokemon professors. Teens are educated in subjects of all five courses of the Academies, making the education that much more intense.
One of these institutes is the Hemlock Institute, created by professor Angus Hemlocke on his own private island. Each year 15 students get admitted to the institute, for a total of 60 students present at a time.
So far I have 10 first-year characters, so I need 50 more students. So I am accepting OCs.
I need 5 more first-year students, 15 second-years, 15 third-years and 15 fourth-years.
Now the tough part: the Pokemon. You can't be trainers at the Institute without Pokemon obviously.
So as I explained kids get a non-starter first Pokemon (unless it's a privately bred offspring of someone else's starter). This Pokemon can be any non-legendary Pokemon within reason.
All starters are also still available for second-, third- and fourth-years students. For first-year students Turtwig, Piplup, Chimchar, Snivy, Oshawott, Tepig and Rowlet are already taken.
I'm also going to be using a point-buy system. First-years get 5 points to spend, Second-years get 10 points and Third-years get 15 points.
Now what can you buy with these points?
An unevolved Pokemon is 1 point.
A Pokemon that has evolved once is 2 points.
A fully evolved Pokemon is 3 points.
A Shiny Pokemon or a Pokemon that's a different size than usual is 1 extra point.
A pseudo-legendary is 2 extra points.
Legendaries can be approved at the same rate as a fully evolved Pseudo-legendary (so 5 points), but I'll require a good background of how your character found this Pokemon and caught it.
Starters are no extra charge, but there's only one of each available for every year and I'll be using a first come first serve mentality here. So if someone sends me a second-year student with a Charmander, and half an hour later someone else sends me another second year student with a Charmander, the person who submitted their character first gets the Charmander. (Ofcourse, I will give the other person the chance to pick another Starter.) Also, all Starters come in Premier Balls.
Now you might've noticed I didn't mention fourth year students yet. They get to pick freely and get 5 points to spend on Shiny/different, Pseudo-legendary or even Legendaries (y'know to prevent fourth year entries consisting of a team of Shiny Pseudo-legendaries). Everybody actually gets to make a fourth-year team, but people making a non-fourth year character will need to make sure that the Pokemon they pick for their earlier team, are also in their fourth year team, albeit evolved. Any changes there will require an explanation in backstory.
