Lets check in on our lovely friends in Menagerie shall we?
When they first arrived the tribe was relegated to the dessert, as they where mostly human this led to some initial ruffled feathers with the population. Over time though they because of their relationship with the Belladona's became tolerated. It helped when they under Ghira's direction they begin to clear sections of the desert so the city could expand. It helped when they started to help with the teaching at the combat school. It helped none of them where named Schnee. It helped they where outcasts like so many of the residents of Menagerie.
Over time their numbers expanded and the tribe grew. They never left the desert they simply moved further into and along it as settlements sprang up. The people had seen that humans could work with and under Faunus and not have racism or bigotry. The white Fang leadership saw this and began to see their recruitment numbers dwindle here in Menagerie. This they could not tolerate as they needed to stoke the flames of inequality so that their leadership could continue to get rich off of the war that they had started.
The White where actively trying to discredit them and use the fact they had been bandits against them. Unfortunately not many where as trusted as the Belladona's and as such their word carried weight. When they said to look at their actions here and now when they are looking for a fresh start just as many of them had been, the people listened including some in White Fang leadership.
People of Menagerie where starting to become responsible for their own security again taking lessons from the Belladona's. If Ghira the man who stepped down from the white fang because he didn't want to raise a hand in violence was willing to learn to defend himself against the Grimm then any of them could as well. This is why the combat school was started. This is why it had massive numbers for partial enrollment. This is why they decided Ghira would be the headmaster.
The combat school was set up different from any other one on the planet. Here the community helped teach and you got live fire experience out in the desert. The school was designed so that adults could take self defense classes while still having places to train those who wished to be huntsman or join the tribe who had recently been christened as the Ronan tribe. The first graduating class was 4 who chose to pursue academy acceptance, 30 who joined the tribe and 200 who took some form of class. They of course offer all the standard classes found at all combat schools but they also offer Menagerie exclusive classes taught by Ghira. These classes where all about negotiations, leadership, decision making, how to be a good person not just a good fighter.
The people of the tribe all took on new names when they became the Ronan tribe. They called themselves this because they where without a master yes they had leadership but they refused to be mastered by anyone. As the White Fang continued to grow more violent and the people of Menagerie where actually seeing what they doing the tribe saw their numbers grow for a variety of reasons both because they wanted to continue to help Faunus and to prevent retaliation from the Fang. At first this spike in numbers worried the people of Menagerie but the people watched the actions and trusted them.
Of course Raven and Zoro and Yang and Ruby came by every few months both to check on them and to assist with problems. Those problems were mostly Grimm, but some of them were political. Some of them even taught classes and sparred with the students. And so it was through this that the White Fang lost Menagerie. Sure they still had some places of refuge but those were exclusively on the waterfront and mostly used for delivering Faunus who couldn't or wouldn't fight. Because of that these were allowed to stay but they were closely monitored.
Not everyone who joined Ronan was known by Ghira; some simply found their way there; this of course was no great surprise as not everyone was monitored by the chieftain. Some came from the White Fang because they lost the will to fight others because they thought they needed penance still others because they didn't like what they were seeing.
As the Ronan tribe grew eventually they could not simply stay in Menagerie; they simply were too big. When this happened they asked Zoro for guidance. Zoro arrived the next day and gave them a new direction. They could not simply stay in Menagerie so they must go and continue to hone their skill and improve themselves. He asks them to select a contingent to begin a new branch in the wilds. They will be responsible for protecting villages and righting the wrongs out there while getting better and growing. At first they are hesitant as everyone knows the wilds are death to everyone who goes but yet so was Menagerie for Humans and the dessert for all. Yet they were here thriving. A contingent is built consisting mostly of humans though several Faunus as well. It's this group that leaves Menagerie to go be sworn protectors of the villages. This split happened shortly before the start of Zoro's year at Beacon.
