Investigative Report IR0121.077
Report Written by: Detective Vincent Hunt
Investigation Start: 16 Jan 2021
Investigation End: 22 Jan 2021
Preceding Report(s): IR0121.058
Person(s) of Interest: Ex-Employee Elizabeth Artell
Follow-up Action(s): Handover POI to the Human Resource department
Daily Summary 16 Jan 2021
Peacekeeper Guard, Elizabeth Artell, stationed at the American Headquarters, is identified as a suspect in the theft of Proposal P20-02. Refer to IR0121.058 for full details.
Reviewing surveillance footage since 15 Jan 2021 did not reveal any suspicious movements from the POI. She always followed the patrol routes assigned to her. Her conversations with her fellow Peacekeepers and superiors are succinct. She even refrained from messaging or calling her family and friends from outside KFP. Her online activity on social media and YouTube had been passive; she did not post, comment, or share anything.
Today was no different. Surveillance cameras and embedded spies had only seen her on patrol, visiting the canteen, toilet, briefing room, locker room, break room, and her bunk throughout the day.
Her patrol path for the day took her to the Document Storage, Management Offices, Research Offices, and Server Room floors. She and any Specialists she encountered on her patrol made no effort to communicate — verbally or otherwise.
Searching her locker and bunk yielded nothing. Neither the missing document nor digital copies were found among her personal effects.
She briefly spoke to her bunkmate on her way to sleep. Lip reading through camera footage reveals that it was a quick greeting and 5 sentences of small talk.
Based on her actions since 13 Jan, there remains a possibility that she is innocent. However, since it will soon be her last day working at KFP, it is also highly likely that she is simply waiting until she is beyond the walls of KFP to make her move.
Daily Summary 17 Jan 2021
Mostly the same as yesterday.
The POI's patrol path for today had her circling the perimeter a total of 16 times across her shifts. During these periods, she encountered no one aside from the Peacekeepers stationed at the guardhouse.
At approximately 3.45pm, in the guardhouse's break room, an embedded spy struck up a conversation with her. Their lighthearted small talk eventually led to a discussion about her leaving KFP. She kept her heart hidden, rebuffing the spy's attempts to subtly glean possible motives to steal company secrets. Nothing of note was discovered. Refer to Appendix A, Item 1 for the transcript.
Searching her locker and bunk again revealed nothing.
At around 7.40am, the Surveillance department finished installing listening devices and a camera at the POI's house.
Daily Summary 18 Jan 2021
Mostly the same as the past two days.
The POI was stationed at the Reception area, during which she appeared to glare at the KFP employees and experts from Watson Industries coming to and from the building.
At 10.13am, a man coming in for a job interview made conversation with the POI despite her hostile aura, allegedly asking for directions. Based on the audio from her on-person audio recorder and body camera, the man appeared to be trying to flirt. Nothing of note was discovered. Refer to Appendix A, Item 2 for the transcript.
An investigation has been opened to ensure the man is not an outside conspirator.
Daily Summary 19 Jan 2021
At 6.40am, the POI's bunkmates held a quiet farewell party for her. Despite the varied shifts everyone had, everyone present participated before going to sleep or going on duty. They brought out a small assortment of snacks and drinks to share.
Careful to keep their noise level down, they spent around 30 minutes shooting the breeze; reminiscing about their short time together and the POI's plans for the future. A few people briefly joined and left as their schedule permitted.
The surveillance camera and embedded spy found nothing suspicious. No non-food items were exchanged. Refer to Appendix A, Item 3 for the transcript of the party. Refer to Appendix B, Item 1 for the footage.
At 7.30am, she promptly handed over her company issued articles to her superior and left with very little on her back. As observed by the embedded spy, she had only taken three sets of personal clothes, a multitool, a rudimentary sewing kit, her mobile phone, phone charger, wallet, keys, and a partially consumed bag of chips from their party.
I tailed her until she reached her home at 9.32am, where she dropped off her minimal luggage before leaving for the nearby mall. At 10.44am, we arrived at the mall. After parking some distance from her motorbike, I followed her into the mall. Refer to Appendix A, Item 4 for my complete account of her activities at the mall.
Perhaps noteworthy is the fact that she had lunch at the KFP branch there. She did not speak to anyone apart from the cashier at KFP to place her order, and a salesperson at the electronic store she was browsing at.
She arrived back home at 2.33pm and did a quick inspection of her house, perhaps checking if there was a break in or any items were missing. Satisfied, she drew open all the curtains and began cleaning the house. From the camera planted in a tree outside and the listening devices inside, she could be seen and heard thoroughly wiping the dust from the furniture, vacuuming the floor, beating the dust out of her sheets, and cleaning her fans. This continued well into the night, stopping only for a quick dinner, until she finally went to bed at approximately 11.30pm. Refer to Appendix B, Item 2 for the footage from the tree. Refer to Appendix B, Item 3 (a, b, c & d) for the audio from each listening device.
Daily Summary 20 Jan 2021
At 6.20am, she wakes up and goes for a jog around her neighborhood. At risk of being spotted tailing her on the mostly empty streets, I made an urgent request to the Surveillance department to help send a few nearby spies to keep an eye out. Without prior knowledge of her route, the 5 scattered spies and I lost sight of her 4 times, although we easily found her again with the tracker in her phone. When retracing her route later, we found no reason to believe she contacted anyone or dropped off anything.
She bathes as soon as she gets home, at 8.15am. Nothing of interest happens as she lounges in her living room for half an hour, eats breakfast, then goes to her bedroom. Based on the listening devices, she spent the rest of the day in there, coming out only to fix herself lunch and dinner when the time came. No suspicious activity on her phone.
She slept at approximately 12.50am. Refer to Appendix B, Item 4 for the footage from the tree. Refer to Appendix B, Item 5 (a, b, c & d) for the audio from each listening device.
The Surveillance department has informed me that they have difficulty hacking into her private accounts and desktop computer without alerting her. They will send a Covert Peacekeeper to her home to install a virus as soon as she goes on her morning jog. If she goes on her morning jog.
I am to delay her return home when the time comes.
Daily Summary 21 Jan 2021
At 6.20am, she woke up and went for a jog around her neighborhood. More prepared this time, spies were deployed along her jogging path. The tracker on her phone and spies indicated that she would not deviate from yesterday's route.
As she turned around a blind spot, I ran out in front such that we crashed into each other. As can be expected of someone with her training, she came out of it mostly unscathed while I suffered some scrapes on my arms and legs — exactly as intended.
Our plan disrupted hers. I played the indignant victim of an accident that was all her fault. After trying her patience for a good 30 minutes, she finally snapped, resulting in another 10 minute delay as she went on a fierce tirade. When the Covert Peacekeeper called to say he was done, I gave an apology and beat a hasty retreat.
With the virus installed and all the necessary information downloaded from her computer, we were better able to monitor her activities for the rest of the day. Among the files from her computer are a few emails that the Investigative department believes contain ciphered messages. They began decoding.
She spent most of the day on social media and YouTube, stopping for meals. At 11.27pm, she got on a group voice call with her friends. Nothing of note was discussed. Refer to Appendix A, Item 5 for the transcript.
She eventually slept at approximately 1.30am the next day. Refer to Appendix B, Item 6 for the footage from the tree. Refer to Appendix B, Item 7 (a, b, c & d) for the audio from each listening device.
The Surveillance department contacted me to say that the camera outside the POI's house will soon run out of power. Until they can find an opportunity to inconspicuously change the battery, I will stake out the house with a partner, Detective Donovan Gray, who joined me at 10.12pm.
Daily Summary 22 Jan 2021
At approximately 3.50am, Detective Donovan spotted the POI sneaking down the street, surreptitiously avoiding the street lights. He shook me awake soon after. From her behavior and the fact that the tracker was still at her home, we agreed that she was running away. I contacted Surveillance to request for assistance following her but of course, given the hour, the only spies on duty are the ones in bars or security booths, neither of which are able to step away from their station. Additional personnel would arrive too late.
Since even the quiet engine of the car might make too much noise, we silently stepped out of the covert company car to follow the POI on foot. Despite our best efforts, she probably saw us as she turned the corner and she broke into a run after disappearing from sight. We spotted her dashing down another street corner just as we hurried around the corner ourselves. Now clearly on high alert, we had to chase after her..
Detective Donovan quickly pulled ahead of me in a full tilt sprint. It fell to me to call the Peacekeeper branch for assistance since I was lagging behind. I filled them in on the key details of the chase and gave them my tracking code so they know where to send personnel to.
Round more corners and down more streets, I followed Detective Donovan for as long as I could see him. Eventually, we reached the town area, where I lost sight of him as well. I radioed him to let him know that backup from the Peacekeepers were coming. Immediately after, he replied breathlessly, one word at a time, saying that the POI was calling someone on a phone. I relayed this urgent message to the Peacekeepers. Things would become incredibly messy if the police get involved.
The POI was soon captured. Despite having been chased for so long, she violently resisted the Covert Peacekeepers that surrounded her, her frenzied roar echoing off the walls all the way to where I was as I approached the scene.
At 4.36am, she was tranquilized and captured.
Refer to Appendix B, Item 8 for my wireless communications during the chase. Refer to Appendix B, Item 9 for the body cam footage and wireless communications of Detective Donovan Gray during the chase.
Follow-up Action(s)
With sufficient evidence to suspect her of conspiring against KFP, she will be handed over to the Human Resource department.
Among the suspicious emails found by the Detectives at headquarters, one contains ciphered instructions to the POI, implicating her of theft.
It writes, "On 20/01/2021, at 1400 hours, a man walking his dog will be in your neighbour's backyard to retrieve his dog. Pass the papers to him. Run ASAP. KFP doesn't forgive deserters."
This email was received on 15 Jan 2021. Refer to Appendix A, Item 6 for the original, ciphered email.
An investigation will be opened to find the "Dogwalker."
