Growing Interest

Because both Rimuru and Touka are Japanese, they combined ideas.

The Seat of Government should be the closest to Veldora's Cave. Then the city should have comfortable roads for wagons and carriages to drive in two-way-streets. Districts must also be built so its not a crowded and disorganized city.

Residential Areas, Accomodations, a Hospital, Types of Shops, etc.

They also built two types of schools. Civilian School and Military School.

Civilian School will teach subjects needed in everyday life. Military School will teach the Art of War, Martial Arts, Swordsmanship and Magic, the last one being teachable only to those with potential. Thus the class with the least amount of students.

Touka, using Rimuru's Anti-Magic Mask, stole paper and ink en masse just to make school books and writing material, leaving human cities baffled.

By three months after the Orc Disaster, a town is indeed, beginning to form. The spaces in housing are NOT by Japanese Standards.

Plain impossible. They don't do minimalism here. Especially as races are all of varying sizes, dammit.

Due to Orcs present, all homes must be fit for their sizes in comfort in the town.

Incase of guests, they also built hotels. Civilian, Wealthy or VIP as well as Military Barracks and Stables for bodyguards of said VIP.

Jobs also have to be delegated to everyone.

Starting with Touka, she's a Freelancer, part-timing Magisteel Production, Magical Growth of grain crops, and Teacher of many subjects. Civilian Subjects by morning, Magic at after lunch. She has...a lot to do. But she enjoys being useful due to her issues, Rimuru being her Therapist. Shion, being his bodyguard knows full lengths of her issues and on the path to recovery. In a few years when there's enough competent people, she would be in charge of Agricultural Sector, overseeing production of food. In terms of Military, she would answer to Benimaru in leading the Mage Division. But in terms of Production, to Ririna.

Shion is Rimuru's self-appointed Secretary and Bodyguard.

Benimaru is Commander in Chief of Military Forces, thus he must study human tactical warfare and techniques...and research ways to counteract everything, and teach it to their military forces while training together. With Touka's help as she has her hands full, teaches Body Training, and hand-to-hand.

Souei leads their Intelligence Division, responsible for stealing books Touka tells him to get for Benimaru and her as well as movements of other places.

Hakurou works as Combat Instructor and Swordsmanship in Military School's Training Grounds. With Touka's help, he also handles Archery Training. By that, he is under Benimaru's command by default.

Shuna works with textiles and clothing production, though also attends Touka's Magic Classes. She reports to Ririna due to her job.

Kurobee works with Kaijin in the Smithing Department and further technological advancements with the Dwarves.

The now Orc King Geld II leads the Labor Department.

The goblin Ririna handles Department of Production, watching over products. How much is made, supply and demand, etc.

Rigur was originally Captain of the Goblin Riders, but after Orc Disaster, gave the job to Gobta. He is now Head of Security. Basically, a Police Force reporting to Benimaru.

The Lizardmen who came through Gabil offered their services. The Chieftain Abiru sent his daughter to gain experience as his future successor thus they were named too. A few joined Souei, becoming his fanclub and diligent students. Rimuru nearly named one girl Touka but there's already one Touka in town, that he made the name Saya instead to avoid confusion. They became Dragonewts. The rest of the Dragonewts lives in Veldora's Caves, cultivating valuable Hippokyte Herbs as their jobs. They are also exposed to massive amounts of magicules when Touka gets going. Due to that, they have their residences built in the caves.

As for weapons and equipment?

'A and B-Class fighters should own Mithril Equipment.' Rimuru declared. 'Weapons and Armor of their style of preference that allows them to fight at their best capacity. C-Class and D-Class have access to Rare-Class Equipment, if they prefer melee weapons. Oh, and what will become of gold-infused Magisteel I wonder?'

'EHHHHHH?!'

Thus everyone went crazy with orders. Cue overworked Dwarves and one Kijin.

Three months since Orc Disaster...

A lot of guests happened. Rimuru immediately contacted Shuna and Touka as cooks as THEY CAN'T LET SHION COOK. He was doing all he can to make her stay in her post, while the Dwarven King Gazel Dwargo visited. They can't serve poison!

Drinks in their town are mostly water but when grain came, Beer and Lager came into play.

Thus, servable.

Shuna and Touka distributed food to the men in the Military Barracks and helped them with their Pegasi, while preparing a banquet for the King.

Once the meeting has finished, Rimuru signaled the girls that night to bring one hell of a feast over, with very chilly beer.

'Ohhh! This beer is cold!' Gazel appreciated a cold drink. And the banquet spread is incredible, greatly impressing him.

'Ice Magic really helps during hot summer days.' said Rimuru. 'Ice Magic cools our drinks and preserve our meats we have a city freezer for our butchers. Touka maintains the magic to keep our butchered meats fresh before cooking.' he explained, gesturing to Touka who bowed, indicating who she was. She looks human at first glance...until she popped her wings out and poofed again. Its simply to show she too, is a monster because without wings, she looked too human.

Diplomacy went well. That during building? Many things happened.

Daily lives became comfortable, after Touka amassed a lot of magicules to give to Rimuru to make him reach his full power as a Special A-Class. He was now stronger than the Dryads since eating Orc Disaster. She did the same for the town's strongest inhabitants that all of them are A+ in ranking. All that's needed now, was making competent fighters out of them.

Benimaru and Hakurou has their hands full thanks to that. As a result of training fatigue, they and their students eat a lot. Souei mostly relies on his clones, just to physically join in training himself as to not be left behind. End result? Impressive musculature with quality muscles for men that is 'useful muscle', not 'showpiece muscle'. Some Orcs that joined considerably lost belly weight. It'll be a while before they look like the rest.

For Touka, she was a teacher of many subjects. Reading, Writing, Math, Manners and Etiquette, Music, and Science in the Mornings. Science being stuff about Jura Forest where they all live. Geography, Flora and Fauna and Monsters present, their Biology, and learning academically how to make medicine. Since material supply is impossible, she teaches by showing illusions. She also teaches Good Morals and Right Conduct to become good and responsible adults, and what makes bad adults nobody would like.

She was a respected teacher among the hobgoblin and orc children. When Souka got wind of this, she badgered her father to send Lizardmen Children to her school thus her classroom grew. As a result, Dorms are built to accommodate all these kids. They don't have names of course...not yet. Only the surviving warriors of Lizardmen were given names by Rimuru as is the Chieftain and his family. It was decided that when they graduate both civilian and military school, they would get their names.

Through her cheat ability, her students learn really quick!

After lunch, she goes to Military School.

1 pm to 3 pm, she academically teaches magic and after that till sunset, oversees Field Training.

As of now, she teaches Magicule Harnessing, Control and Output Projection and E-Rank Spells. Her students are so few it might be...more apt to call them her Apprentices. Other than Shuna, there are also Hobgoblins interested in learning magic as well as some Orcs.

Shuna knows four fields before coming to this school. The E-Rank Basics, and considerable proficiency in Element, Illusion, Mystic and Holy Magic. She was here for upper-level spells she didn't know about...that Touka knows because Souei stole books for their Magic School on her request.

But not even a week after Gazel's visit...

Touka flew towards a spot outside their town and awaited the disaster incoming.

'Touka!' Rimuru gasped out, coming next and BOOM!

'Uwaaa...so this is what a meteorite landing is like...kinda inteeeense...' Touka was quite chill about this and not nervous at all, even with this: 'Rimuru-sama, this visitor is a friendly despite the bombastic entrance, please notify everyone with Telepathy.' Touka was quick to say. 'The Kijin are on their way out of alarm, please reassure them.'

'Uhhh right!'

'Heee...well, it's right I'm friendly unless you annoy me!' a young girl's cheerful voice chirped as the dust cloud dispersed by her sheer aura alone. 'I am one of the Ten Great Demon Lords, Milim Nava! I came to say hello!'

'Rimuru-sama, it seems we caught interest of the Demon Lords now since the Orc Disaster...how do we do this?'

'Well, for starters, hospitality.' Rimuru decided. 'Cook lunch Touka. We'll follow you in a bit.' Touka vanished into shadow and was gone.

'Hos-pi-ta-li-ty? Whassat?' Milim asked him curiously.

'Well...'

The Kijin honestly did NOT expect Demon Lord Visitation so soon. But with Touka's Hyper Intuition, Milim registered as 'friendly unless you piss her off' so its in their BEST INTEREST to STAY friendly lest they all die. And even if she acts like one, DO NOT TREAT HER LIKE A KID. She registers in five digits in age.

Milim was cheerfully talking with Rimuru, speaking out her curiosities which he patiently answered. They were WALKING to buy Touka time for hospitality.

That upon arrival?

'Woooow!' Milim's eyes sparkled at all the food. They sparkled before her eyes. Not only did they look good but also SMELLED good. 'Monster Town's food is THIS good?! No fair! My food back home is nothing like this!' she wailed in dismay.

'What's food like in your territory?' Rimuru inquired as Touka carved the chicken with a snap of her fingers, and the whole chicken fell to pieces by part. She acted as server, ladling soup into a bowl.

'It's nothing but whole raw vegetables in hot water and they call it soup!' their minds fell to such a scenario. Who has the balls of magisteel to feed such garbage to a Demon Lord and STILL live to talk about it? 'Some even looked like mush! Its all my people know how to do!' Milim grumbled. 'So I freeload on the other Lords a lot! They have it better than I do!' came her blatant admission. 'And by the looks of it, you guys outdid everyone in food!'

"Ahahaha...Touka and I are modern japanese, of course we'd know how to make great food!" Rimuru sweatdropped.

'This is awesome! You guys have it real great! Building a monster town is a good idea now if you guys enjoy this a lot!'

After a meal, Rimuru showed Milim the amenities for visitors, and showed her around town. Well, a budding town, that is.

'Heee...this is all amazing Rimuru~' said Milim as they walked together while blatantly stalked by the Kijin. 'Anyway, why do we have stalkers?' she asked, sensing five people following them.

'They're a little overprotective of me.' said Rimuru weakly. 'Everyone in this town is...all I did was take them in with kindness. Gave them a home and life's comforts we all worked hard to get. A life without worries unless its a calamity or something, but nothing magic can't fix anyway.' he said. 'Before this town happened, they all lived in flimsy dwellings and barely clothed, with barely anything to eat, the most civilized being the Kijin before Orc Disaster happened. Its like living is suffering at the same time.' he told her somberly. 'So starting with the goblins and dwarves, I founded this place and soon, many others joined in. Its now called Jura Tempest Federation.'

'Jura Tempest Federation?'

'Yeah. The land this town is in. Tempest after Veldora gave me my name, Rimuru Tempest before he vanished.' that bit was of interest to Milim. 'And Federation because its an alliance of Jura Residents. We're all in this together, starting with me, a Slime.' said Rimuru. 'Hobgoblins. Dwarves. Kijin. Lizardmen and Dragonewts. Dryads and the latest being Orcs and High Orcs. Well, Touka is the only one of her kind so she was the second last to join us.'

'Heee...what is she? In the scrying orbs, she has wings...' that was a sign that friggin' Demon Lords have their eye on them now. The mere idea terrified Rimuru.

'She was a Demi-Human before she evolved to Succubus when I named her, a type of living Fairy Demon who eats nightmares though she'd rather eat real food.' said Rimuru. 'Unlike demons who need vessels, she's a living being but if her body is killed, then she'll be like anyone else in terms of race. She's still exploring her new self.' he explained. 'Kinda like how a toddler learns to crawl before walking.'

'Eh? But she was already a good fighter back there?'

'Indeed she is, but she is still coming to terms with her changes...like trying on a nice dress but the fabric is uncomfortable but must wear it thus get used to it. And she has no idea of how long her species live since she is the first of her kind.' lie. She has a long life. Aging till adulthood before immortality sets in. That was what Great Sage told him. 'She works as a Teacher to the children in the Federation.' he dare not say her other jobs.

'If you put it that way...'

'Speaking of clothes, want to see our Clothing Department? Shuna went to town and made a lot of cute stuff!'

'Ehhh?! Can I?!'

Next day, yet more visitors came.

Again, Touka intercepted.

'Welcome, Demon Lord Carrion's subordinates.' Touka greeted. 'Before I take you to see Rimuru-sama, I'll show you to your hotel rooms first.'

'You know who we are immediately?!' one of the monsters asked.

'A Demon Lord's subordinates are all A+-class. Hardly anyone reaches that status so its easy to identify one. And by your appearance, its easy to identify who you serve, too.' Touka shrugged. 'Milim-sama has been here since yesterday. Would you like a room next to hers?'

'D-Demon Lord...Milim Nava?!' a monkey monster stiffened.

'No way! Do we look like insane suicidal to you?!' the guy in black sputtered.

'Oh, at the second floor then. Very well.' Touka bowed. 'Milim-sama's floor is on the top floors reserved for Kings and VIPs while subordinates occupy the bottom-half floors. For the record we don't use money here, that is nonsense to us.' she explained. 'Our sole interest is what you see around you, a peaceful life. Money just creates trouble nobody wants. That may change in the future though, if we want to be recognized as a country.'

'So...everything here in the stores is free?' the woman asked her incredulously. Then why have stores, she wondered.

'Ask politely, and you shall get. Politeness go a long way.' Touka smiled. 'This way.' they walked on ahead when they came across Rigur.

'Touka-chan, new guests?' he asked her. Considering everyone knows each other, visitors stick out like sore thumbs!

'Yes. Demon Lord Carrion's subordinates this time.'

Rigur's jaws dropped.

'EHHHH?!'

'Please inform Rimuru-sama. I'll show them to the VIP Hotel before I take them to his house. And please tell Shuna to make something and please be sure Shion is not in the kitchen.'

'Right away!' and Rigur ran like hell. While a nice lady, Shion's cooking is worse than Catastrophe-Class monsters! Scary!

'...Milim-sama is with Rimuru-sama at the moment, so she'll know too.' Touka informed them.

The trio choked.

'Oh yes, one more thing...Rimuru-sama is a Slime but he's more powerful than any of us here despite his species and how he looks. And he is our leader so any disrespect warrants some punishment, OK?'

'A Slime?!'

'You're joking!'

'Nope, we're not.' Touka smiled as she formed a barrier, before letting them feel her full level as an A+-class herself. 'There are a lotta people like me who follow Rimuru-sama sooo any disrespect and there's only three of you, not to mention Milim-sama likes him too...please imagine your survival prospects.' the trio wondered just how many powerful monsters are here respecting a frigging Slime Touka claims is more powerful than her, but even worse, Milim has a good impression of him AND is in this town?! WHY and HOW did a Slime manage all THAT?! 'That is why politeness is important and makes this town go round. We're not like anyone outside Jura.'

'R-right...'

'Hooo? Even Carrion took interest now?!' Milim huffed as Rimuru is on her lap. In the Visitors' Reception Room, Shuna put out a lot of food. 'Whatever for now?'

'He wanted to see what kind of monsters took down the Orc Disaster and we were tasked to do a Survey here...' the pointy-eared one spoke nervously.

'A Survey eh? That's fine since a Survey doesn't hurt anybody.' Rimuru approves. 'We're still a budding town with more people still to come thus we're undergoing a Construction Boom and Farming Boom. Many who seek refuge and safety, as well as security. We provide it to the residents of Jura.' he said, changing to his human form. 'Some places are still halfway done like a Sewage System and Plumbing for water flow throughout the city.'

'Sewage? Water flow?'

Such things were unfamiliar to them...

'Say Touka, you normally don't interfere when visitors come and when you do its usually for a good reason.' Rimuru mused. 'Your ability is scary.' he remarked, making Touka laugh sheepishly.

Touka was a hidden heir of mafia lineage through her half-italian father. He picked a teacher for her but idiot didn't screen enough. The teacher killed her instead. A real assassin.

But it was a death Touka welcomed to escape her horrible situation.

Like him, she heard the Voice of the World and gained skills based on her dying wishes, among which, were what was taken from her as a child and given back to her though discarded two she deemed creepy, a power fit for Control Freaks as she puts it.

She kept her flames, Hyper Intuition, Petrification, Harmony and Assimilation from her heritage.

She mostly uses Assimilation from those to make sure her students DON'T forget what she teaches. She uses it to absorb Magicules en masse to empower them all, that those willing to fight, now reached A+ class levels while he is now stronger than Dryads, a mere step away to S. So their military power is quite, considerable.

The scariest part is Hyper Intuition. No words can describe it JUSTICE that leaves even them baffled. Touka mostly leaves things to the adults but there are times she herself interferes before nearby people handles things wrong. Like, when Milim came and later, Carrion's subordinates.

But most of the time? To tell him telepathically Shion's gonna go to the kitchen thus he is quick to make her too busy to even THINK about cooking! She saves his life!

But there are times she DOESN'T just for laughs. If its him suffering alone, she warns him. But if the others are around, she makes them suffer with him.

'Well, we wouldn't want trouble that's beyond our paygrade so I interfere if necessary.' said Touka. 'In terms of strength, we're all just foot soldiers in comparison to a Commander. So we really should be the humble ones even if their attitude sucks.' the Kijins have a gloomy atmosphere at that. 'At least Milim-sama is easy to read. She's like a normal girl unless angered. She'd rather have fun all day if not doing her jobs we're lucky she's our first encounter, a neutral-friendly and we all gave a good impression.'

'We'll be alright then?' Shuna asked her hopefully.

'Yes. Given how Carrion's subordinates are meek before her, Milim-sama must be of a higher level than him that they can't anger her. Had Carrion been superior, their attitude would be a lot different.'

'Hmmm, I can see that happening now.' Rimuru agreed. 'For now, we entertain our guests and show them our good side. There has to be a reason why they took interest after Orc Disaster. Orc Disaster is Rank A so this shouldn't have been noteworthy for them. Something's going on. And what do you feel with that Gelmud fellow?'

'From what we all heard, he wants to create a Demon Lord and also, his puppet.' Touka's eyes glowed orange and her eyes took on a cold turn, meaning, she's on 'logic mode'. 'Gelmud is stupidly weak for one with a big ego. He is subordinate to one of the Demon Lords. He's going around naming monsters left-and-right to find an ideal 'toy'...and while Naming a Monster is based on the Namer's strength to bestow strength to a Named, if we compare his lackluster result to Rimuru-sama's on us...he merely hit jackpot with Geld the 1st because he's an Orc Lord. His other Named on the other hand...'

'Yeah. They were weak.' said Rimuru. 'Rigur's brother and Gabil.'

'Compared to that to when Rimuru-sama named us, all named by Rimuru-sama jumped up a rank and evolved.' Souei commented. The five fighting Ogres were B-class and Shuna a high C. When Rimuru named them...they gained immense power and became Kijin though he slept for days as a result.

'Gelmud has his own goals when he made it clear Orc Disaster is his puppet. Not that of his master's, thus found a way around that due to his own ambition. The distinction is clear. Gelmud himself wants to become a Demon Lord but has no way of knowing how, thus named and used monsters for his benefit behind his master's back.'

'So the true root behind this is whoever Gelmud's master is.' Rimuru frowned darkly. 'I'll talk to Milim tomorrow and fish it out of her, then after that, we discuss what I got off her.'

'Hai!'

Today is an off day.

Touka's house is by the farms on Veldora's mountain prison since she was responsible for their growth, as well, thus she did not live in town. To her, its no different from walking to school every day.

This would be the time to clean her home and do her laundry.

While human nations knows how to make perfume, they don't know how to make soap and shampoo. Something all Jura Monsters know through Touka even though they have one common ingredient...oil. Or rather, essential oils. If humans use flowers, monsters use fruit. Specifically...treant fruits. Thus the fragrance is very...unique.

When everyone eats fruits, they are to put the peels and skins in bags, and ship it to Shuna immediately for processing before they decay.

Touka extracts oil off these skins. Shuna who learned it from her, does the rest of bathing product production. However!

There are brands good and bad for species. Thus in Jura Forest, there's a brand for Goblins and Hobgoblins, Kijin, Lizardmen and Dragonewts. For Rimuru and Touka, no issues at all! They can use any brand they want!

And research is still in progress, by the way.

At times of peace, they use it daily for baths and laundry, and they do like smelling nice! Their hair is also far easier to manage now.

Milim had to use the Dragonewt Brand...

'Whoaaa! My hair is glossy and shiny! This never happened before!' Milim was delighted as after getting dressed and her hair dry, such was the results. 'It's also softer! That shampoo thing can do this? This is awesome!'

'This is one of our products.' said Rimuru. 'Keeps us clean and smelling better, no? Hot baths just don't cut it nor clean enough. You need bathing goods too. Shampoo for hair, soap for body. But we have to take into account racial differences as sometimes, what's good for someone is bad for others. We'd like to avoid balding and skin allergies as much as possible.' Milim turned cracked white granite at the consequences had she used a wrong product instead of what was given to her even if the others smelled nicer. 'You're compatible with Dragonewt Products, so its safe for your use. Sooo if interested with acquisition, please take into account racial difference.'

'Eeep...'

And so...

Milim left after having her fill of Tempest. In her hands, is a cookbook, hoping to improve her country's food after apparently...several thousand years...and a meeting began immediately regarding what Rimuru got out of her.

(Cuisine indeed improved and Milim's followers got insanely loyal to her now, and she managed to make good relationships with Tempest.)

As for the Beastketeers, they have finished their survey of the namesless town that would be a future capital of Jura Tempest Federation.

'I see, so this is how far they got, and all this concocted by a Slime?' Carrion was impressed with the survey. The developments were astounding, to say the least.

'Its hard to believe, but yes.' Phobio croaked out.

Out of 100% of the Federation's small population, about 2% were A+-class monsters and 4 were A-Class. They were simply there to protect the Federation when they'd rather be carefree, but a military is an evil necessity incase neighboring territories get too uppity simply because they're monsters. Their sole interest was their current lives today and anyone daring to mess with that, gets trounced with prejudice.

'Milim stayed closer with this guy so she knows more about the inner circle while we know more about developments, so we're as good as equal.' said Carrion. 'But to think a Slime was able to create powerful Named Monsters under his genealogy...what kind of Slime is he to manage to raise A-Class monsters by naming them himself? This is intriguing! I want to meet this guy myself, after an incoming talk with Demon Lords soon enough!'
