Batman landed on the basement floor of the old Gotham Gasworks. The entire basement was a network of platforms over a river of sewage water with pipes spewing water from the walls.

He stopped and pulled out his communicator. "Batgirl, I am investigating a crime that fits the Joker's M.O. Tell Gordon to get SWAT team to the old gasworks in an hour."

"You think the Joker's back?" Batgirl asked, alarm creeping into her voice.

"Possibly. Get me all you can on the gasworks. Fast."

"Right."

There only a few lights on in the old place but it was enough to see. Batman walked around the deck and noticed a latter leading above the catwalk. He climbed up the latter and immediately noticed two thugs who aimed and shot at him.

Nothing he hadn't dealt with before.

He easily took them down and cuffed them a few moments later.

Once he was done he received a call from Batgirl. "There's an old drainage system that will make some areas inaccessible. There are three wheels needed to shut off the flow of water before you can infiltrate the Gasworks."

"Understood." Batman replied.

"Be careful. If the Joker really is making a comeback you can bet it will be something big." Batgirl said before signing off.

Batman turned to the far right of the room, spotting the first wheel on a metal pipe leading into the wall. With but a simply turn the first pipe was blocked. Batman went through the door up there and followed the path down. Running along the catwalks and avoiding the falling piece he made it into the next room. He took a second to disarm the thug up there with a batarang before he got to him, knocking him down and cuffing him a second later.

Once he past the thug Batman found another wheel to turn behind some boxes, blocking the middle pipe. He then looked around at the lower floor from up here and saw three doors, two on one side, one on the other. The two doors led back to the two catwalks in the first room. He turned to go through the single door opposite them, running through the doorway, down the short ramp and through the door.

Batman went down the pair of short ramps and grappled immediately. Just in time as a couple guys started shooting at him. Batman beat up the first guy on this upper level then ran and jumped the gap in the catwalks and to beat up the second guy. Here was the final wheel to turn off the sewage pipes

On this same level, back along the catwalk there was a doorway. Batman jumped across to it and entered the room which was a giant room with multiple floors and a giant pipe spilling water to the very bottom. Batman jumped and glided down on top of the large pipe. From there he then glided to the ledges around the room.

Working his way all the way down to the bottom Batman through the door and saw this is where those three pipes were that would have impeded his progress. The room was also crawling with three obnoxiously placed henchmen. First he had to disarm the three guards: one directly across from him, one to the right of him, and one on a platform above the whole room on the near wall. He then went to beat that first guard up, making sure that second guard hasn't found his gun and jumped across to his ledge.

Batman knocked him out and cuffed him before heading to the door. There were two jack in the boxes in following hallway and an armed guard around the corner. Getting past all of them Batman ran up the ramp and through the door.

Beyond it was a huge room with three floors and pillar in the middle with four pipes on each side connected to pipes leading to the water at the bottom of the room. Batman saw an opened door leading to a room with a giant open pipe leading into the wall. What was going inside caught his attention. A mime dressed henchman was loading Joker's jack in the box toys into the gas pipe.

Batman pulled out his communicator, contacting Batgirl. "The Joker's men are loading fire bomb toys into the abandoned gas pipes."

"Those pipes trace the entire city." Batgirl informed him. "What's he trying to burn down?"

"I'll figure that out after we destroy the toys." Batman replied. "We have to flood the pipes."

"How?"

"The fire sprinkler system." Batman answered. "I'll join the pipes between it and the gas pipes. What do you have on the plumbing?"

"The gas pipes are painted yellow. The water pipes are blue. There should be a central pillar in which you can use to connect them by pulling three switches on each floor. After that there are a set of three wheels which you need to turn to start the plumbing." Batgirl instructed.

"Good and Batgirl? Keep an eye on Funny Bones Warehouse. If the Joker is making a comeback Harley will be the first to know." Batman advised.

"Right. Gordon's team is just outside the Gasworks now, setting up a perimeter." Batgirl quickly informed.

"I should be out soon."

With a plan in mind Batman rushed in and beat up the goon and flipped the switch in that room. He went through the opposite door and follow the platform until he could grapple up. Once he was on the second floor he dealt with the guard there before going into the small room to the right and flipped the switch. Running back along the platform Batman grappled to the last floor above him, not across from you. There was jack-in-the-box and a goon but were easily dealt before into the room and flip the third switch.

Batman pulled out his communicator. "The gas and water lines are connected."

"Good. Now you just need to turn the flywheels to get the water running." Batgirl reiterated.

Batman exited the room and spotted the wheels on a corner of the floor that had been cut off. He jumped up and glided to the edge, grabbing on managing to pull himself up. He then walked up to the wheels and use them.

This was really really simple.

He turned each wheel until green matches green.

Only when he did nothing happened.

"Batgirl," He pulled out his communicator. "The pipes are connected but the water isn't pumping."

"Let's see…It looks like someone closed off the main valve."

"Where?" Batman asked.

"The pressure station just across from you."

Just as Batgirl answered the door to the pressure station was knocked open and a thug stood there, his gun trained on Batman. With a simple batarang the Dark Knight disarmed him first, then jumped across and beat him up. Once inside, he pulled the lever, the water started pumping and everything stopped shaking.

Batman then turned and saw a tied up heap on the floor. "…Isaac Evers?"

The same Isaac Evers he had rescued from Mr. Freeze.

The scientist who created the experimental drug known as Promethium.

"Please, don't hurt me." Evers quickly said. "I didn't want to go this far but…"

"You." Batman realized. "This is your show. You're the one trying to burn down the city."

"No! Not the city." Evers denied. "I didn't want to hurt anybody."

"It's a little late for that." Batman retorted sharply.

"It was an insurance scam. I just wanted to burn down Gotham Industrial." Isaac explained hastily. "After Freeze destroyed my lab, I tried to collect for the damage. But I couldn't without revealing the names of my financial backers."

"And you couldn't allow that because the Joker was funding you." Batman said as it started to connect.

If it had been revealed that Evers had been accepting money from a notorious criminal like the Joker, especially filthy lucre he would have gone to jail for criminal facilitation and conspiracy.

"So you decided to burn to it all." Batman deduced, knowing that if Evers had succeeded he would have been able to collect the insurance money. "You hired the Joker's men and used the Joker's toys to throw the cops off your trail."

"It was all I had left to do." Evers exclaimed remorsefully. "But the clowns stopped listening to me. I can't control them anymore. They tied me up. They wanted to burn down the whole city. I swear I didn't want to hurt anybody…"
