"Sure he didn't know the gun was loaded. He was going to have a lot of time to think about it in Stonegate. By the time I dragged him outside, Gordon was waiting for me on the roof with half the GCP behind him."
Batman carried Isaac Evers out of the Gasworks and sure enough Commissioner Gordon was waiting with a full armed SWAT team.
"Batman, what's going on here-" Gordon started but then he was hit by something that knocked him out. "Ooh!"
A small bit of blood dripped onto the ground from Gordon's forehead. The object that hit him was lying nearby.
It was a Batarang.
"Get some lights up here. Cover him! Cover him!" The SWAT officer said, pointing his rifle at the Dark Knight.
Realizing the situation Batman turned around, debating whether to run back inside or not with the Gasworks being his only current escape route.
"Batman! Stay where you are! Hands in the air!" The SWAT officer ordered with his rifle trained on vigilante.
A helicopter came down, aiming light down on Batman who saw another way to escape. Pulling out his grapple gun he fired it up at the helicopter. The pilot angled the copter up, trying to put some distance between the copter and Batman. Fortunately the grapple had already stuck to it as it took off with Batman holding on as he was pulled off the roof and hanging on for life.
Once he was far enough away Batman released the grapple and fell onto the roof of a nearby building before pulling out his communicator. "Batgirl, I need back up. Bring the Batmobile."
Immediately after making that call Batman started to run and jump across a lot of rooftops to get away. In general he tried not to hit the cops on the rooftops that tried taking him down. He ran around the small building and jumped up to the next roof. He then ran around to the left from there and grapple to the next roof. Up here was a cop with a stun gun which he quickly immobilized.
There was a second guard on this rooftop which he took down and then grappled from there into the next building. Inside there was one guy on the floor and one at the top of a ladder on the far side. Batman got past both and went through the door at the top of the ladder. The Dark Knight then ran along this corridor until he went through a chain link fence and was standing on a helicopter pad. He grappled from there to the next rooftop.
There were two guards up here and Batman got past both and followed the edge of the roof until he found a grapple point to grapple up the next building. He then ran towards the billboard and saw four windows underneath it. He jumped on top of the first one and made his way up each one until he could climb on top of the building. He then slid down the slope on the far side and jumped across to the next building.
Quickly he climbed the pair of ladders to get onto the roof and jumped down onto the next building. There were two guards here and a locked door with red light above it. Batman took out the guards and hit the box next to the door with one of his electric batarangs and it unlocked. Batman then ran through this hallway.
Batman stopped once he was on the other side of the door and pulled out his communicator to contact Batgirl. "They've got a helicopter on me. I'm pinned."
"I'm on my way. Just keep moving."
Batman had little choice in the matter as he took off with the helicopter starting to strafe him. Fortunately the pilot was an idiot and didn't know how to lead a target as Batman ran to the far end head through the door. He headed to the far side of the roof and grappled up.
This wasn't a fun part.
Avoiding the steam jets as best he could, but kept moving Batman went straight until he reached the far ledge. Then ran along it to the right, behind the boxes. This avoided most of the jets. He then jumped up on the big box in his path and from there he jumped onto the corner of the next building.
Batman crept along the ledge to the left until he fell off into the garden below. From here, he ran and jumped through the gap in the fence and landed on the small ledge. Entering it Batman saw he was in an elevator shaft. He got on top of the elevator as it went all the way up, getting off on the ledge just above the one he came in on.
He entered through the tunnel leading off from here and up the ladder. Exiting this room was either one of the doors but then Batman saw the ladder and chose to climb it then turn right. He ran all the way around the roof until he found a grapple point to grapple up to the next roof. He ran across this roof dealing with the cop and jump down to the next one.
Going across this roof and then he jumped up to the next one, then across this roof and across to the next one. Batman ran to the right and jumped across to the building with the ladder on it. He had five long ladders to climb here. He had to get the chopper to fire at him before you climbed each one so it didn't knock him off. Finally at the top, he climb the short ladder then enter the locked door by breaking the lock.
He went through a pair of doors and ran along a hallway and then through another pair of doors. He came onto another roof and pulled out his communicator.
"Batgirl!" He said urgently.
"Almost there." Batgirl replied.
He put it away just as the chopper finally caught up to him, hovering above the Dark Knight with the lights on him. "Put your hands up and get on the ground. You have five seconds to comply. Five, four, three, two, one!"
The copter immediately began firing its stunners on Batman who was already on the move, dodging the incoming fire to the best of his ability. Reaching into his utility belt, Batman pulled out remote chargers and loaded them into his own stunner to fire the charges at the copter. As long as it had three of its lights intact, it will keep firing stun charges at him. They were fairly easy to avoid as Batman took out the lights.
Its second attack was heat-seeking missiles, which it started deploying after he destroyed three of its lights. They were tough to avoid and would inflict a decent amount of damage if they got close enough. There were five lights in total which Batman had to take them out one by one using the remote charges. He aimed for the light, launched the charge and detonated when it attached onto the light.
He repeat it five times to take out the helicopter. Once the copter was crippled the pilot bailed out as it fell and hit the roof. Batman just jumped over the edge as it exploded, sending him falling to the street below.

The Batmobile shot down Gotham streets like a rocket as it honed in on Batman's location…And nearly ran him over.
Batgirl gasped as she spotted her mentor falling and had to swerve to avoid hitting him. Parking the Batmobile just a few feet away, Batgirl leapt out and rushed over to her mentor. He seemed all right as she helped him into the Batmobile.
"To the Batcave. Now." Batman said as the cockpit closed.
Batgirl took off towards the requested destination before the Gotham Police could reorganize themselves.

Present Hour
After recounting his tale, Batman stood up and faced the Bat Computer. "So where does this leave us? A stolen blimp, the Gasworks. I'm framed for injuring the one person in the Gotham Police who believes in me. Isaac Evers and Promethium somehow in the middle of all this."
"There has to be a connection." Batgirl stated.
Batman brought a hand to his chin, just before the answer came to him. "Harley Quinn. She's been in on this the whole time."
It all fit.
Harley was the one who led them to Poison Ivy, practically showing them how to stop Ivy's plants in the nick of time and then she pointed Batman to the Gasworks just as in time to stop Evers from committing insurance fraud because of his research being funded by the Joker while hiring the Joker's men to make it look like the Joker himself was back from the grave. It was likely that Harley was the one who sent that promotional tape of Promethium to Mr. Freeze, knowing it would provoke him into attacking Gotham Industrial and then lead Evers to try and burn it down to avoid giving away the identity of his financial backers.
"Batman," Batgirl watched as her mentor walked past her. "Where are you going?"
"Funnybones Warehouse." Batman answered.
"What are you looking for?" Batgirl asked.
"I don't know." Batman answered honestly.
"Every cop in town is looking for you." Batgirl pointed out.
"Every cop in town is looking for Batman. He's not going."
