I slowly reached for the old, tattered book on my shelf, a book that was written a long time ago. A book that was written based on the legends of a certain someone that I had once tried to recruit under my banner during the final days of the Devil Civil War.
'The Legends of the Sixth Dragon King'
Quite the misleading title when you consider the fact that this particular dragon is equal in power to the rest of the five dragon kings combined, and that is before you even consider the numerous forms of magic he seems to have at his beck and call. Considering his contribution in defeating the Heavenly dragons during the Great War, it could be argued that he is only slightly weaker than Ddraig and Albion.
Slowly, opened the book and started to read it, the legends that were written down by a Fallen Angel that had followed most of his activities after he first appeared in the final days of the Great War.
The Sixth Dragon King, Bahamut, the Dragon of Magic. An apt title given his great mastery over many different forms of magic, not considering the many other forms of magic he had learned from the different factions of the world in the past five hundred years he had roamed the world.
His very first legend was recorded soon after the end of the Great War. He was invited by the Heavenly host to follow them to heaven after the God of the Bible was killed in the war. The Angels had attempted to offer him a lot of things to try and get him on their side so that they could take revenge on the Devils for killing their father, But the Dragon had refused and had instead chosen to roam the world by taking his disguise as a human. Apparently, the Angels had tried to force the issue but were met his impossible might and were forced to relent.
His second legend was from when he had decided to take the two Youkai children he had found in the aftermath of the war to their homes and had taken the role of a guardian for the two for the next hundred years. It says great things about his tutelage when one considers the fact that the two children grew up to be very important figures in Youkai history. Yasaka, the Kyuubi of Kyoto is a very powerful figure even by today's standard while Kurama, the Kyuubi no Yoko was a figure that was said to be on par with a Satan class being before his mysterious disappearance.
His third legend was from the final days of the Devil Civil War. During the final battle, one of the foolish Devils of the Old Maoh Faction had ended up manipulating the Burgundians to capture and then sell Joan of Arc during the Hundred Year War. Something that greatly enraged the dragon due to the fact that he had taken her under his tutelage to protect her from being manipulated by the Angels to fight their battle. When she was burned at the stake by the Bishop of Beauvais, it is said that the dragon's roars of grief had shaken the heavens and earth. He had then subsequently attacked both the Heavens and the Underworld in retaliation. While the Heavens were able to convince him of the fact that they had no hand in her execution, Michael still received a particularly nasty scar on his chest that still haunts and pains him to this day. The Devils, on the other hand, faced a much more cruel retaliation.
It is said, that on that day, what was left of the 72 pillars quaked in fear as the dragon tore the Underworld in two. His sheer power vaporizing most of the Oceans in the dimension while his pure power corrupted the land, forever marking the dimension with his hatred. That was also the day that the Old Maoh faction lost over 90% of their upper echelon, leading to the subsequent defeat of their faction at the hands of us four. While some would call these descriptions to be great exaggerations, I would say that the Fallen Angel that depicted these scenes was understating many things. I know this because I was there when he had unleashed his wrath on the Underworld and gained his second title.
The One-armed Dragon of the End.
In the aftermath of the havoc caused by his rage, the three factions were able to calm him down enough to talk. In the end, the Dragon agreed to let the three factions escape his wrath, but in exchange, he had imposed many rules on the three factions. Rules that would end up shaping our societies into becoming what it was today.
The Angels were barred from ever interacting with Humans again, aside from the leaders of their church. An exception that was given in consideration of the fact that the Heavens will need to communicate with the Church if they were to stop any humans from using their names to commit atrocities.
The Fallen were given a few rules about their conduct but were largely left to their devices since they had yet to do anything stupid.
The Devils, on the other hand, received many penalties. The first rule is that they were no longer allowed to do any deals which involves taking a human soul. This rule caused many of the older devils to protest but a quick spike of his power was enough to shut them up. The second rule was that the Devils were no longer allowed to manipulate human conflict to their own goals. The third rule was that the Devils were no longer allowed to attack the other two factions even in the form of self-defense. This rule had noticeably caused an uproar and accused the dragon of trying to kill off the Devils as a whole. While the dragon had not budged on that rule, he had, after a century of watching the other two raced take potshots at the Devils and dropping their numbers even further, had allowed the Devils to act in self-defense.
While the Rules given were what shaped the three factions into what they are today, in today's time, the rules are largely forgotten. The is mainly due in part because of the Dragon himself, who, just like every other dragon, had grown bored of the fights between the three factions and decided to leave us to our own devices. But that does not mean that we were free to do what we pleased. This can be easily understood when one looks at what happens in his newest legend.
One of his latest legends, something that had only happened in the past few years. When another foolish Devil from a noble family had gotten full of himself and tried to experiment on two of his peerage members who were former Youkai. Of the two sisters, the elder had managed to tap into her powers and killed their master while taking away her younger sister to Sirzechs to seek asylum. While he was able to shield the younger devil due to the fact that she was not well known, the elder sister was someone that was very popular in rating games, as such, he was unable to do anything and was forced by the pillar families to label her as a Stray and issue a manhunt. But things went too far and the noble families had ended up almost driving the entirety of the Nekomata and Nekosho race to extinction, this, naturally, resulted in the involvement of the Kyoto Youkai and their young leader, Kurama.
After trying to negotiate peace between the noble families and Kyoto, Sirzechs eventually failed to maintain peace as fighting erupted. When the nobles had realized that they could not match Kurama without the support of at least one of the four Satan, they used an underhanded tactic and plunged Kurama into the Dimension Gap. While many expeditions were sent out by Sirzechs after handling matters on that day, a body was never found in the Gap and the Kyuubi was declared missing from that day.
The aftermath of this incident was what reminded the Devils of the fact that they were not the rulers of the Human world.
Yasaka of Kyoto was forced into taking the burden of being a leader in the absence of her husband while also being pregnant when news of the incident had reached the Dragon King who was in seclusion in Antarctica.
Once more, Dragon fire rained from the skied of the Underworld, the earth crumbled under his will, and the very dimension shrunk into nearly the size of a single continent under the unfathomable magic of the Dragon. After he was done dealing with them, no noble family that was not part of the 72 pillars was left intact. On that day, the population of the devils had fallen to such a low that the threat of extinction became a very real and immediate problem. Once more, The devils were forced to bleed a lot of things out of them to appease the angry dragon along with the promise that no Devil would ever step foot on Kyoto without the express permission of its ruler.
"Serafall-sama, everything is prepared for your trip to the human world, the attendees of the Shinto Faction will be taking you to Kyoto after be reach the human world and will provide you with the way to reach Takamagahara."
"Hai, Hai~, I will be departing soon~" I smiled broadly while speaking to my assistant.
The following negotiations are something that I will need to make sure go smoothly if my dear Sona-tan along with Rias-chan are to live in the human world when they grew up, away from the politics of the pillar families and the pressure of being the little sisters of two Satans, it is because of this reason that Sirzechs and I are leaving to Takamagahara to negotiate with the Shinto to give us the ownership of Kuoh town.
It is also the primary reason as to why I had bothered to open this old book to familiarize myself with his legend again.
Because the One-armed dragon was also going to appear at the negotiation table for the following meeting and I did not want to make his impression of devils even worse than it already is. I am in charge of Foreign affairs for the Devils for a reason.
And I intend to prove it today.
