I have tested your theory of magical water as a potions base and I must say that you are correct.
The potions that I have tested in said base are the disillusion potion and the dreamless sleep potion.
I have applied the potions on myself and have discovered that both have prolonged effects.
The disillusion potion that is normally lasting 5 minutes has been increased to 7 and the dreamless sleep lasts an hour longer than the usual 8 hours of effectiveness.
I have also tested this base to observe if it would strengthen potions. I have tested many potions and I must say the results were very exemplary. Providing an example, air resistance potion without a magical water base is able to hold against a wind charm of mediocre standards but using a magical water base, my fellow Charms Master Professor Flitwick who is more than qualified to cast the wind charm, was able to cast the charm and I wasn't able to feel any effect of the wind.
I am unable to test the theories of effectiveness only applying to the caster of the base for fear of leaving the test subjects dead. The same notion can be said for the testing of cores.
I would suggest to you to publish these findings. This could have the potential to improve a large array of potions. I would be willing to do that for you.

Just a week after the party and chat with Professor Snape, Percy and Harry had gotten a response. They were quite happy that their theories were proven correct.
We should publish this, Harry! Percy smiled mentally. We could improve so many potions with this! Even Wolfsbane! Think about it, we could make a breakthrough! We could help so many people!
What about Ja- I mean Father. He will murder us for getting attention! Harry dejectedly informed him.
Who said we have to use our real names. We could use a pseudonym! Percy replied.
Harry brightened up at the idea. We could do that! Any ideas what?
Percy thought, Something related to both of us but... not us.
Harry snorted, Very specific Perce.
Percy glared at him, Well what idea do you have, smartarse?
Ignoring the barb, Harry replied, Perhaps something to do with our conjoined souls in one body? That's special and related to us. No one else has this. I think.
Percy nodded, Good idea... Hmm, you know, we are kind of like conjoined twins. Connected to each other and stuck with each other for the rest of our goddamn, miserable lives.
Harry rolled his eyes, Real nice Perce. You make me feel so loved. Anyhow, twins. That's an idea. Maybe soul twins?
Percy's eye lit up, Twin soul! That's the name!
Harry smiled. Great, That deals with that. Now, I have to figure out how to draft a letter to someone. This is why we don't have friends.

I am delighted that our theory has the potential of improving such a large array of potions.
I would like to take you up on your offer of publishing this work.
Although, I do have a slight request. I do not want fame as it makes me feel deeply uncomfortable and would appreciate the use of a pseudonym as the publishing name rather than my real one. Of course, you would receive due credit as the one conducting the initial tests of my theory.
The pseudonym I would like to use for this finding would be Twin Soul.

Severus wasn't sure why but as soon as he read the letter, he was skeptical that the reason for the boy using a pseudonym was to avoid fame.
But he shrugged it off. It didn't matter. If Harry didn't want to use his real name, Severus would honor that.
So, he started his letter to the ministry for a request of formal potions testing.
The potion finding will be in the Daily Prophet by next week. Severus would make sure of that.
Percy and Harry were the first in Potter Manor who saw their finding in the Daily Prophet.
A week after their letter to Professor Snape was sent, the two of them saw it on the front page. Front. Page. Wow.
They left the kitchen table far too early to see the shocked look on Lily's face when she read the finding. Or the surprised but pleased gasp she emitted.
Woah, we're in the prophet again! Potion findings don't usually get this much attention unless it's groundbreaking, Harry commented the very next day, staring at said article. It was on the second page of the Daily Prophet.
Well this could be groundbreaking if it's tested more, Percy mentally huffed, reading the articles with a liberal appliance of the translation spell.
Harry shrugged. Well, I guess. Plus, this isn't even about the potion itself. It's literally just about our name.
"WHO IS TWIN SOUL?"
This specific question leaves the mouths of potion masters and fanatics all over the country.
Speculation about this mysterious figure who discovered the magical water potion base ranges from a prankster to a potential supporter of You-Know-Who!
Many would take great pleasure of being the known discoverer of a potentially groundbreaking discovery but not Twin Soul.
Suspicion has run rampant at such a rare occurrence and many struggle to identify the identity and reason of this pseudonym.
Severus Snape, the youngest Potions Master of the century, is the man who published this finding but has said that he was not the discoverer of the base.
He is unavailable for comment at the moment.

Percy and Harry knew that the article was exaggerating on many points.
Like the fact that they wrote that Harry and Percy were a potential supporter for You-Know-Who! What crazy person decided that was a reasonable explanation?
We probably should have used a name that had the potential to be real rather than "Twin Soul". I know no one has their birthname as that, Harry commented but his smile said otherwise. Nah, this is really amusing. I wonder what the majority of the speculation thinks.
Percy laughed, I know. Hopefully it isn't too bad.
Harry nodded, Well enough about this article. Today is magic practice and we have to get started.
