I've had this little plot bunny in my head for a while now, along with two others. Hope that this can help bring the creative juices back.

Not all men are created equal. Nobody knew this phrase better than Izuku Midoriya. In a world filled with people who had superpowers, where being a superhero was considered the top career in the world, you'd think life would be like living in a 60's comic book. All things would be good in the world except for the occasional bad guy or delusional criminal.

Unfortunately, every rose has thorns.

Due to a huge amount of the population having powers everyone's value was based on quirks. Essentially, the flashier and more powerful quirk you had, the more likely you were to be a hero. If you had a quirk that wasn't that useful, you were still seen as useful. If you had a supposedly evil quirk, you were looked down on as a future villain.

Then there was the bottom of the barrel. That rare percent. The quirkless. Those who were automatically viewed as the lowest of the low. Those who wouldn't amount to anything as they had no power to speak of.

Unfortunately, the aforementioned Izuku Midoriya fell into that category.

Ever since he was a boy, Izuku had looked up to the greatest hero in Japan, All Might. He wanted to be a hero just like him. However, that changed when he was told at four years of age, that he was quirkless. Izuku managed to find some solace with his parents and grandparents, as they stuck by them when others abandoned the family that had a brat with no future, and all his so-called friends abandoned him.

This is why we find Izuku currently being picked on by some bullies from his school, including his childhood friend, Katsuki Bakugou. However, our attention is not on this little interaction, at least now right now.

Our attention is on someone else.

Walking down the streets was a duo.

The first was a tall muscular man with grey hair, a sign of his age, that defied his huge bulk, some of which was tied into a ponytail and beard. He wore a white button-up shirt and khakis with nice shoes.

Name: Leonard Burns.

Quirk: Voltage Nova – a strange mutation/emitter hybrid pyrokinetic quirk that allows him to mold flames internally instead of externally. This grants him incredible strength and durability. Brings a new meaning to the phrase hot-blooded, huh?

Next to him was a boy, who was incredibly tall for his age. His face closely resembled the old comic book character Tintin and had noticeable scars on his forearms. He wore a white button-up shirt, blue jeans, and black shoes.

Name: Mirio Togata

Quirk: Permeation – this quirk enables Mirio to phase through solid matter. It doesn't sound like much, but this guy has mastered it to the point nobody stands a ghost of a chance against him.

"Thank you for the tour of the facility, Mirio," Leonard said as he and the student walked down the road.

"No problem," Mirio said, "I'm glad that I got to meet the famous Leonard Burns. Hard to believe that one of the high-ranking members of the International Hero Association would be coming here to Japan."

Leonard chuckled and said, "Well, I am getting on in my age. I may not look it, but these bones of mine are starting to tire. Besides, it will be nice to see my family more often than just those rare times I have time off."

Mirio smiled and said, "Oh, so they are here in the city."

The large man smiled and said, "Yes. My daughter-in-law and my grandson both live here in Mustafu. Given how my grandson dreams of being a hero, I suspect you may be seeing him in UA's walls within the year."

Before the conversation could continue, a sudden bang got their attention. The pair immediately ran towards the noise. What they found shocked them. A group of students was standing over a shorter boy with green hair.

"Izuku?" Leonard asked aloud, shocked at the sight of the boy.

Said green-haired boy looked up in shock at the familiar voice and called out, "Grandpa?"

Katsuki turned and glared at the pair and said, "What the hell? How can somebody as shrimpy as Deku be related to this guy?"

Leonard clenched his fist at the apparent nickname.

"I suggest you three get going," he said calmly, though you could see the fire burning in his visible eye.

One of Katsuki's followers, the one with really long fingers said, "Yeah, right old man. Like you can tell us to do anything. We were just teaching that little quirkless punk his place."

Leonard's fists clenched as he heard that word. However, he was also surprised. Izuku was quirkless. Where did they get that information?

Mirio then stepped right up to them and said, "If you want to fight, then why don't you pick on someone your own size?"

Long fingers smirked arrogantly and declared, "You know what? I think I will!"

The boy launched his long fingers at Mirio with the intent to harm. Miro simply activated his quirk, the fingers going right through his face with no effect. Mirio then vanished into the ground and then appeared behind the two followers. He then grabbed them both in a headlock and held them tight refusing to let go, even as they asked him to.

'Looks like that idea of lining my clothes with my own hair to keep them from falling off works. Now I just have to figure out how to integrate it into my costume.'

Mirio turned and said, "What about you pal? Think you can take us on? It would make for a really interesting incident report."

Katsuki growled. His hand sparking small explosions as a sign of his anger. However, he knew that incident like this would ruin his chances of getting into UA. He scoffed, turned around, and walked away. As the explosive boy walked away Mirio released his two cohorts.

"Scram," the normally smiling student spat as he walked away.

"Damn," the second of Katsuki's followers spat as he walked away, "Who was that guy with that crazy quirk. It was like he had two powers."

Long fingers simply scoffed and said, "Don't worry. That loser won't have his grandpa and his bodyguard around all the time. We'll get him tomorrow."

As the two walked away, Leonard helped his grandson up and noticed that his notebook had been damaged.

The old man then looked down at his grandson and asked, "How long?"

Izuku looked up and asked, "How long has this been going on?"

Izuku sighed and explained. Ever since he was diagnosed as quirkless at the age of four, Izuku and his mother had been the victim of criticism and scorn. The only friend that his mother still had before he was dubbed as useless by society, was Mitsuki Bakugou, his former friend's mother. Izuku had been picked on by everyone, even those whose quirks were useless, them taking solace that they were still above him, in some twisted way. The adults and teachers did nothing to stop it, not seeing the quirkless boy as worth their time, especially when Katsuki was involved, as he had a powerful quirk and people were saying he was destined to be a hero.

By the end of Izuku's tale, Mirio looked like he was enraged at the treatment of the boy.

Leonard scoffed and said, "Great. Another brat who thinks that he can take the world on with no consequences with a big head inflated by the false praise of those who only want to use him for his fame. Come UA that boy is going to be in for a seriously nasty surprise."

Mirio nodded, "I honestly hope that kid winds up in one of Aizawa's classes. I know I shouldn't be wishing misfortune on someone, but somebody with an attitude like his should not be allowed into a hero school."

Leonard nodded and said, "Now, if only they knew just what power you really had my boy, especially with all the progress you've made with your quirk in ten years."

You heard that right, dear readers, and true believers. Midoriya had a quirk. It happened a year after Izuku had been misdiagnosed. Izuku was visiting his grandfather for his retirement party in America, alongside his parents. That night Izuku had a nightmare, and it triggered his quirk, lighting the bed on fire. When the doctor who examined his quirk found out about it, he was livid. Apparently, Izuku had been the victim of medical malpractice. Doctors normally checked directly for the quirk factor as opposed to just the toe joint. Something that angered the family.

After that, Burns took over training Izuku's quirk sending him exercises and getting him plenty of workout equipment and making sure Izuku could control his quirk. However, Izuku was still viewed as quirkless and was looked down on, even being taken out of gym class, preventing him from practicing there and clearing his name. Izuku could have gone against that, but with how volatile his quirk could be at times. He told him that until he permitted him, he was not allowed to use his quirk mainly from the danger it would put others in.

Izuku bid goodbye to Mirio, shaking his hand happily and gushing over the fact that he was going to graduate UA the following year, and soon left with his grandfather. Before heading home, they decided to stop for ice cream. While order and eating they talked, Leonard telling Izuku about his retirement and how he was enjoying it. Izuku was overjoyed to learn that his beloved grandfather would be moving into town with them, and even more elated that he would be working at UA as a teacher in search and rescue as well as natural disasters.

On the way, back they heard about a villain attack. Their curiosity getting the better of them.

The sight they came upon shocked them. In the middle of the road was a familiar blond boy being surrounded by slime. Some kind of villain that looked like a steroid-infused Slimer was controlling the boy, using his explosive quirk to keep the heroes at bay. The local heroes, Death Arms, Mount Lady, Kamui Woods, could only watch as they were kept back by the fires, which another hero, Backdraft couldn't keep up with due to the constant explosions.

Meanwhile, a skeletal blond man watched in horror feeling useless. However, he did notice Burns and Izuku watching.

"Izuku," he said simply, "If you wouldn't mind me asking…how much has your control improved?"

Getting the gist from his grandfather, Izuku nodded. He faced the flames, his sharp eyes drinking in all the details of the flames. His green eyes suddenly turned bright red and the flames went out in an instant.

The villains and heroes were confused for a brief moment before they quickly moved in.

Leonard smiled as he slapped his grandson on the back and said, "Very nice."

With that, the two left and headed back towards Izuku's apartment.

Meanwhile, the skeletal man blinked in surprise and thought aloud, "Who were they?"

Later…

Izuku was snug in bed as Inko and her father-in-law spoke to one another.

"Why that little!" Inko growled in a rare display of anger. The plump woman sighed as she sat back down. She and Mitsuki were going to be having a long talk about this later.

"It is great to see you, dad," she said, knowing that the man preferred she called him that, "and I'm glad that you'll be closer to home now that you've retired."

Leonard nodded and said, "Yes. However, we must do something about Katsuki and his group of followers as well as that school. I refuse to let my grandson spend nearly a year in a place that will actively put him down…and I think I know just how."

Inko blinked at Leonard pulled out his phone and asked, "What are you going to do?"

Leonard smirked and said, "Giving Katsuki a taste of the real world beyond his school."

He waited on the phone and said, "Nezu…I'm calling in that favor you owe me."

A week later…

The students of Izuku's junior high class were in awe as they made their way through the huge gate of UA. It was a Sunday when they were normally off, but when they heard that their day was going to be spent touring UA a lot of them were excited, especially Katsuki who was thinking that his place here was assured.

However, when he saw that Leonard was the one giving the tour, he was shocked and a little nervous, but quickly buried it with bravado.

Izuku was also excited and was geeking out over the different heroes. The green-haired cinnamon roll getting a few laughs from the class and a few of the teachers.

They had just gone through different classrooms and were currently heading towards a certain area that he knew the students would love.

"Now, here boys and girls is the main stadium," Leonard declared, "This is where the annual sport's festival is held. Here all classes battle it out for supremacy."

Izuku blinked and said, "Grandpa…"

Lenard turned to his grandson and said, "I told you, while I'm on duty, it is Burns-sensei, Izuku."

Izuku said, "Sorry, Burns-sensei. All the classes. Does that include the support and management classes?"

There were a few snickers from the class. Izuku's teacher was about to tell Izuku to stop wasting the teacher's time when Burns suddenly answered.

"Yes. Inside UA's walls students are encouraged to train their quirks. Here is where that is tested. Those in the management, support, and general education classes can earn their spot in the hero courses if they prove they are skilled enough."

Katsuki scoffed.

Leonard simply turned to the boy and asked, "Do you have something to say?"

Katsuki said, "Yeah. If those extras couldn't get in the hero courses the first time they don't belong there. Even if they could, they couldn't compare to the likes of me."

Leonard's face gained an unamused face as he said, "A lot of people have said that before only to not make it. If you are so skilled then why don't you prove it?"

A few of Katsuki's classmates mumbled among themselves. Nobody had ever called out the literally explosive teen before, so this was a surprise to a lot of them.

Katsuki smirked and said, "Fine. If you want to see me in action, then fine. Be sure to keep your good grip on your shoes because I'm going to knock your socks off, shitty old man."

With that Katsuki jumped off the edge of the stands and fired a blast from his hands and went flying until he landed on the ring.

"All right, extras," he called out, "Who wants to take me on first?"

Everyone mumbled among themselves as they heard that. They had no idea what to do. None of them had a quirk that could take on Katsuki's.

Leonard raised an eyebrow and declared, "Well, if you all aren't going to decide. I will do it for you. Let's see."

The man looked around and said, "Izuku…do you feel that you're up to the task?"

Izuku looked shocked, as did the rest of the class. The class looked shocked before they burst out laughing, the teacher himself snickering at the idea of Izuku fighting Katsuki.

Unknown to the entire class, teachers of UA, Present Mic, Midnight, Cementoss, Midnight, Eraser Head, Hound Dog, Ectoplasm, Snipe, All Might, and its principal Nezu were all watching as per the request of Leonard. With them was Recovery Girl, who was standing by in case of injuries.

"That kid is in serious need of an attitude adjustment," Hound Dog declared with his arms cross, "I can smell his ego all the way from here. No doubt favoritism and empty praises from his classmates and teachers have skewed his mentality."

Recovery girl said, "His constant referring to killing people is also concerning. If he were a hero, I doubt he'd be popular with that attitude."

Eraser Head declared, "That kid needs to choke on a piece of humble pie. He'd be expelled in less than a week if he acted like this."

Present Mic joked, "Too bad Lunch Rush can't make anything like that, and if he could he probably wouldn't want to look at a pie ever again."

All Might declared, "Agreed."

Back in the arena, Izuku walked past his grandfather who whispered that Izuku had his permission to fight. Ignoring all the barbs and silent insult thrown at him by his peers, Izuku made his way to the ring jumping over the edge onto the grass leaving behind his shoes. Then as he approached the stone ring, he slipped off his shoes and socks and rolled the legs of his pants up slightly.

He stepped into the ring and stood across from Katsuki.

The literally explosive teen growled in anger as he was standing ready for this farse that the old man had set up.

"Just get out of the ring," Katsuki spat, "There's no way that some quirkless punk like will even…"

What happened next was not what anyone in Izuku's class expected.

"Oh, will you just shut up!"

It took everyone a moment to realize that quit, reserved Izuku, who had been the butt of their jokes for nearly twelve years that just shouted.

"Honestly, if you really think that you are going to become the next number one hero?" Izuku asked, glaring at Katsuki as he continued, "Even if, and I mean if, your quirk gets strong enough to surpass a man who can hold up buildings and throw punches so strong they change the weather, nobody is going to want a hero with a crappy attitude like yours."

Katskui clenched his fists as small explosions went off in his palms as he growled, "What did you say, you little punk?"

Ignoring the question, Izuku continued, "And if you think that just because you get into UA that you're on the fast track to becoming a hero, here is a bit of reality for you. The world is a huge place. I've seen people who make your quirk look like utter garbage. In other words…"

Izuku began to undo the shirt to his uniform as he finished, "Someone needs to knock you off of your high horse!"

Izuku throws the long sleeve away, revealing a muscle shirt underneath it. As well as his body. Izuku's quirk was registered as unsafe to practice, so nobody knew what he looked like under the shirt, leading to a lot of shocked looks, yells of surprise, and blushes from the girls of the class.

Izuku was ripped.

In the viewing room, Midnight smiled and said, "My my…you wouldn't think that someone who looks like that would be so shredded."

Eraser Head stated, "With how compact his muscles appear to be, I think it is safe to say that he has worked hard to master his quirk."

Cementoss stated, "Out of curiosity, what is his quirk."

Present Mic pulled out a file and flipped through it.

Back in the ring, Bakugou launched himself forward with an explosion. As he approached the green-haired boy, screaming, "Die!"

The boy's palm sparked indicating a potential blast. However, Izuku's irises turned red and the spark immediately went out.

"What!?"

Katsuki's shout of disbelief was cut off when Izuku was suddenly launched forward and flames ignited on his feet, leaving behind scorched footprints. Izuku's arms glowed brightly as the muscles in them were filled with energy. With a mighty roar, Izuku slams his fist down on Katsuki's skull with enough force to send him crashing to the ground.

Name: Izuku Midoriya

Quirk: Fire Force – an emitter/mutation quirk that was a perfect mix on both sides of his family, Izuku can harness flames internally for enhanced strength and durability as well as externally for explosive, fiery attacks. He can even take it a step further by snuffing out and enhancing any fire in his sight with his mind.

Katsuki groaned in agony as he struggled to stand up, a large bruise on his head where Izuku had punched him and glared up at him.

"What…What the…"

Izuku said, "You're the supposed great future hero. You figure it out."

Katsuki snarled and then launched at Izuku again. However, Izuku countered, knowing that he would use his right fist. Instead of putting out the sparks that ignited Katsuki's explosions, he dodged to the side, getting in Katsuki's guard, unleashing a brutal punch to the diaphragm that knocked the air from Katsuki's lungs. This was followed up by a chop to the throat, a quick punch to the jaw, and then a shot to both of his temples.

Once his combination was finished, Izuku stepped back and slammed his flame-covered hands onto the ground.

"Crimson Bind!"

The flames launched from his hands and spread across the ground, and then shot up around the stunned Katsuki, forming chains which wrapped around him tightly, angling his hands down so that if he were to try and fire an explosion, he would wind up injuring himself.

Katsuki growled and sweated under the heat of the flames as they wrapped around him. So precise was Izuku's control, that he controlled the temperature of the flames that touched him and the ones that were still connected. In minutes, the boy's sweat was soaking his shirt.

"I suggest you surrender, Katsuki," Izuku declared as he watched his former friend sweat like a pig.

"Screw you, Deku," the angry spiky-haired man yelled as he struggled to get out of his binds.

Izuku sighed as he realized that Katsuki was too angry to really do anything right now. With that, he dropped the flames. Katsuki growled in anger as he was sweating like pig. Seeing Katsuki crouching, Izuku knew that he was going to charge.

"I wouldn't do that," Izuku warned.

However, Katsuki ignored him and fired from his hands the heat from Izuku's crimson bind had caused him to sweat profusely and the blast was enormous as a result. Katsuki took a step back his arms aching from the blast, but a vindictive and victorious smirk was obvious on his face.

Everyone waited for the smoke to clear with bated breath. Everyone was expecting to see Izuku laying on his back on the grass only to see him floating over the grass, flames shooting from his feet as he hovered.

"You really need to work on that temper," Izuku chided, as he floated back to the ring, "If someone could get you to fire a big enough blast, you would need to rest in the middle of a fight. Not a good situation. Just be glad only the sweat from your palms is explosive otherwise' I'd be looking at the world's angriest piece of burnt toast."

Izuku then launched himself at Katsuki flames firing from behind his shoulders and elbows, slamming a lariat right into the explosive teen's throat, another jet of flame from his foot, launched his knee into Katsuki's back, performing a powerful backbreaker, before grabbing the boy by his hair and throwing him upwards a few feet. Izuku then threw out his arm, the flames forming a huge-clawed hand, before grabbing Katsuki by the torso and then slamming him into the ground right smack dab in the middle of the ring.

His task done, Izuku walked towards the now prone boy. Katsuki growled as he struggled to move, but the pain was too great.

Izuku crouched and calmly said, "I had to work my butt off to get the control over my flames as I do now. Unfortunately, all you had to do was throw a few explosions and everyone falls at your feet. I couldn't use my quirk in public because of how dangerous it was to other people."

Izuku then stated, "It's a big world out there, and if you really think that your quirk alone makes you THE best, then you are in for a very rude awakening. I've heard of people whose quirks make yours look like a firecracker and mine look like a match."

Izuku crouched down next to his former friend and declared, "A quirk alone doesn't make you a hero. The will to face any form of danger. The determination to see any job through. The ability to adjust to all situations. That is what makes a hero. At least…that what my gramps has always told me."

With that Izuku walked away from the barely moving boy and declared, "The match is over."

Leonard declared, "The match is over. Winner: Izuku Midoriya."

As Izuku walked out of the ring to get his outer shirt and shoes, Recovery Girl came out and went over to Katsuki to heal him up. As they moved, some of Izuku's classmates began to move forward, only for the sight of his glowing red eyes to make them move back. A few stepped back now scared as they realized that the boy that they had all essentially stepped and spat on, had more power than most of them combined. They could offer apologies now, but it was over ten years too late.

Back in the viewing room, Nezu sighed as he sipped his tea saying, "He has a point. I'll admit that even we are guilty of overlooking personalities in favor of strong quirks. Maybe we should work on seeing a new entrance exam this year. Even if we can't, we can use it next year."

Aizawa said, "As long as it keeps those without any potential out, I'm fine."

Hound Dog said, "Unfortunately, it is likely that Katsuki Bakugou is likely to enter the exam and given his control over his quirk will likely enter. Given his ego, I suggest that he be monitored closely. I refuse to allow such a volatile student free to mess with those he deems weaker than him."

Nezu nodded and declared, "Agreed."

As the students were talking, All Might had his attention on Izuku with a thoughtful expression.

'I believe I may have just found another potential heir for One for All.'

Meanwhile in a different part of the arena a man with a flaming beard and his son with red and white hair with a scar over one of his eyes, stared at the scene.

"That is what I mean Shoto," Endeavor said, "That is the kind of power you are holding back and refuse to use."

Endeavor looked at his son/plot-to-finally-move-past-being-number-two and saw that he was looking blankly at him.

Endeavor looked confused at the look on his son's face, and asked, "What?"

Shoto was quiet for a brief moment and asked, "Do I have a brother that I don't know about?"

Cut! Okay, there we go. The idea is that Izuku has the powers over the different generations of pyrokinetic users. Izuku can still get OFA, and if he does the quirk being sent through its flames leads to him getting some more powerful abilities, such as superfire, and the Adolla burst. The different quirks mutate as they are exposed to Fire Force.

Okay, next we have Psychic Quirk, then quirkless, anti-hero, vigilante, and AFO.
