Chapter Fifteen- War On Terror

"Mr President, my officers are doing everything they can right now, but what you're asking for is impossible, you need to give them time" Adrian Bogo said as he stood in front of the Zootopian President. "Well if you don't know what the hell is going on then who does!? This is an attack on the capital for god's sake!" The President almost yelled at the police chief.

The grizzly bear took a deep breath and tried once more to assess the situation in his head, as he did he pressed his thumb against his temple and shook his head slightly. The President didn't usually visit the capitol but this was of utmost urgency and he was en route immediately after receiving the news of just what was going on over there, he thought he could trust the CIA and FBI with dealing with it but all they could give was a definite yes that a terrorist organization was operating within the capitol, which did nothing but worry him more. But an attack on one of the largest water facilities in the country? He was losing his mind.

"I . . . Understand, Mr Bogo, but this is also a matter of national security now" the president spoke looking up at the Buffalo in front of him. He shuffled in his seat "I also understand that there was an attempt on your life" the chief nodded at this "yes sir, I'm sure you've heard" the grizzly also nodded at this.

The President leaned forward and pushed his glasses up "have you been cleared to be back on duty?" There was no comment from the police chief, only a silent shaking of his head, this made the president sigh and look up for a moment before continuing on.

"Tell the police I want a damn curfew out in play for the entire city, I want our security to be at maximum" the president said resting his hands on the table "we can do that Mr President" the Buffalo said nodding in agreement. "I also want this to be a joint investigation, the F.B.I, C.I.A and all other agencies are being filled in on this" the chief of police only nodded again "I want your officers everywhere in that city and all hands on deck, we can't have a terrorist group growing on our own soil" "understood sir" the buffalo said assuredly.

Before the president was able to dismiss the chief, he asked a question "with all due respect sir, I assume you've been filled in on the progress the Z.P.D has made with the S.A.S?" The grizzly nodded "yes . . . I am . . . The S.A.S will also be involved" "then you know of Captain Manson" this question stopped the president dead in his tracks.

"You . . . Know Captain Manson?" The president asked leaning forward again, seeing the buffalo nod "why send all of these government agencies in when we already have him working with us?" The president breathed in deeply "our best weapon right now is intelligence Adrian and that's what these agencies are good at, we also need all hands on deck" the chief nodded in agreement.

"Certainly sir, it'll help greatly" the president sighed "good, this is over then" the president said as they both went to get up.

Before Chief Bogo could open the door all the way, the president stopped him "and Adrian . . ." He looked back at the grizzly behind him "take a break and actually recover this time, or else all of this is going to kill you" the buffalo nodded as he closed the door.

Thomas Cubbington walked over to the counter and picked up the phone, dialing a number he knew he'd be dialing sooner or later, the recipient picked up immediately "Mr President, it's been quite a while hasn't it?" He sat down in his chair as the two began to converse.

"Captain Price, it didn't take long for you to get back into your old boots" a sigh from the other end "well, bad habits die hard, what's this about?" "I just talked to the Chief of Police, do you know him?" He could hear a light chuckle "we're acquainted" the president sighed "well . . . Good" he spoke looking up as he held the phone.

Frederick Manson was sitting on a bench in downtown Zootropolis, on a busy street as he conversed with the president "why?" "Because I've ordered every agency on this case" the grizzly eyed the people around him as he listened "but I know you don't do well with other agencies, they'll only be providing intelligence" the bear nodded "well if there's anything we need more of, it's that" "I understand, I'm letting you and the S.A.S do most of the work here, I'll try and let the task force work independently, we'll be calling the shots" Frederick Manson got up after hearing this "no problems with that sir, I just have one request" "I want Chief Bogo in the loop on this, he's working with me and Laswell" there was a momentary silence from the other end of the line.

"Fine, I'll inform Laswell on this too, you're the best task force we have so . . . Don't get yourselves killed" Frederick chuckled "understood Mr President, stay frosty" before closing his phone and walking away.

Frederick Manson took a cigar and lighter out in the middle of a large crowd and went to smoke it as he made his way to the police station. The call from President Cubbington actually surprised him a bit, it was something he wasn't expecting until a bit later but he could understand, Task Force 141 is the best the government really has, and in a situation like this it was only necessary to have a team like his on this assignment.

Given he didn't have all of the task force here in Zootopia yet, one mammal was missing but they'd be in Zootopia soon, even if he hadn't called them yet Charlie Redbone was doing just fine, the captain also needed to get the two rookies settled with their type of work in order for what he's planning to be possible. For now it was only a four mammal team fighting a war on terror, in his opinion it could potentially be five.

As the Captain put his cigar and lighter away in his pocket, he pulled out his phone and opened it, it was an old and outdated flip phone from the early 2000's he's had it ever since then and despite many telling him to get an upgrade, he saw no problems with it, it was fully functional after all.

The grizzly bear blew smoke from his mouth as he called his partner and listened to the dialing tone, "Captain?" "Redbone, get to the station, everyone's being debriefed" he spoke into the phone as the police station appeared in front of him "rog, we'll be there in a minute" then the call ended.

As the Captain jogged up the stairs to the police station and opened the door, the mammal he was hoping to see was there, Nick Wilde blowing smoke as he walked over to the fox.

Nick Wilde was still in shock from what had happened the day before, some of the initial shock had subsided but not enough to make much of a difference. He was thinking to himself in the squad room, not realizing or noticing the grizzly bear walking toward him.

He had reflected a bit on what had happened though, the Captain definitely made him understand the situation more, as well as smacking much sense into him before the operation, he was still confused though, unsure on what to do or how to really react to such a situation, there was no doubt that he was a bit more calm than he was the night before though.

"Wilde" the Captain spoke, interrupting Nick's thinking and making him turn to the bear, who was dressed in civilian clothes "Captain?" The grizzly gestured to follow as he walked away, Nick obliged.

"Good work in the water plant last night" the grizzly commented as the two walked across the squad room, "thanks, hope it was worth it" he replied behind the Captain who looked back at that, "you bet your ass it was, that's what the debriefing is about" Nick nodded as they made it to Chief Bogo's office.

Chief Adrian Bogo had just returned from his visit with the president of Zootopia, and was currently waiting for his partner to arrive in his office, but as he opened the door to said office he saw that it was occupied by one Lindsay Laswell.

The Gazelle was standing in front of his desk, looking up as he walked in "Chief Bogo, how was the visit with the president?" She asked him "Why are you in my office?" He asked back, "waiting for Manson" "and you had to do that in here?" the chief asked, putting his things away.

"Well I think that's beside the point Chief" The buffalo walked past the gazelle and sat down, "what's the point then?" Laswell stood beside the Chief's desk "Command is sending in all agencies to look for intel on this case, the F.B.I, C.I.A, everyone is working on this now" the buffalo nodded at this, having already known it.

"Command also needs an update on the situation, we don't have eyes and ears up here yet" he looked up at this, following with an answer "a perimeter has been set near the Quarantine Zone, right now casualties must be in the thousands" the buffalo said it calmly, too calmly for the words he spoke, Laswell took note of this "you don't seem very concerned" he sat back in his chair "I am, but the issue is going to be how the public will react to all of this, the situation is still far from under control" "and they want answers" Laswell finished.

At that moment the door opened to reveal Frederick Manson and Nicholas Wilde, who both stepped in and walked up to the two "Manson" "Laswell, Adrian" the captain spoke closing the door, while Wilde stood beside him. "Any updates?" Wilde asked as Bogo got up "possibly thousands dead, our officers have set up a perimeter around the QZ" the officer looked down in visible anger "we've got a situation" Laswell said, taking command of the conversation "I'm listening" Manson replied as the gazelle stood in front of him.

"Command has assigned your task force to this investigation" Manson nodded as she explained further "I'm sure you know the objective already" nodding again, the grizzly answered "I do" Chief Bogo spoke up "what's the objective?" The buffalo's question only made the grizzly grin "to find these terrorists and follow any potential leads to prevent future attacks" now Nick spoke "by doing what exactly? Right now we're blind unless the evidence from the water plant has something" there was a few seconds of silence in the room after that statement "that's why we're all here Wilde, we're just waiting for Charlie and Hopps" Manson responded.

The fox stepped back a bit "but I'm still confused, we don't even know how many of these terrorists there are, let alone where they are and so many other things, how the hell is the ZPD going to effectively catch these bastards?" Manson shook his head silently "that's what this is about Wilde" as if on cue, three knocks were heard on the door following with three mammals entering, Charlie Redbone, Klyde Hudson and Judy Hopps.

Captain Manson leaned back at this "Charlie, Hudson, Hopps, you're just in time" Charlie Redbone nodded "is this about last night?" A nod from Laswell acted as confirmation "the evidence you retrieved from the water plant provided crucial information, we now know that these terrorists hacked into the water system two days ago at 10:07 AM, it pumped Night Howler serum into the pipelines and into the ocean, causing the 'purple rain' reported in the QZ" Laswell continued "you did excellent work last night, but command has received orders from the president to authorize Task Force 141" at that moment, Charlie Redbone's eyes widened and the wolf stepped back.

"The F.B.I, C.I.A and all government agencies are being filled in on this case, they'll provide you with information and possible leads, this is priority number one, any questions?" Judy Hopps raised her hand "How did they hack into the water plant without any workers noticing?" Laswell shook her head at the question "we don't have an answer, from what the workers are saying, everything was running fine until the day of the attack" Nick Wilde spoke up "what's Task Force 141?" The room fell silent for a moment before Manson looked at the wolf next to Wilde "Redbone, explain that to these three" the wolf in question nodded "rog, Nick, Judy, Klyde, we need to talk" the wolf spoke as he led the trio out of the room.
