(AN) Hello and welcome to chapter five of Outbreak, I hope you all enjoy.

In the last chapter, I completely forgot to add where Jennifer Richardson was, I have gone back and fixed this.

Chapter Five

Jackson's Plan


"Bishop? Bishop?"

Bishop groaned as she slowly came to. The blonde agent slowly opened her eyes and saw Gibbs and Palmer looking down at her in concern.

"You okay, Bishop?" asked Gibbs in concern.

Bishop suddenly gasped while bolting up into a sitting position; she groaned slightly as her whole body seemed to ache. "I-I'm fine," came her reply, "What about McGee? Is he alright?"

"I'm fine." called out a familiar voice, filling Bishop with relief.

Ellie finally took in her surroundings. The entire area was swarming with LEO's, firetrucks and ambulances. McGee was sitting in the back of the autopsy truck with several stitches on his face.

Jimmy began tending to the cuts on Ellie's face. "You two were quite lucky," he said cheerfully, "A few minor cuts and bruises and mild concussions."

"So, what happened?" asked Gibbs.

"When we arrived, all the security guards were dead," began Bishop in a quiet voice, "There was a sniper on the roof, but we got past him and entered the building. Jackson's men murdered everybody in the building. We found him in a lab and he confirmed that he was the man in the brown goblin mask. He then set off his bombs and fled … we barely made it out, Gibbs."

"Where was Mrs Richardson?" asked a confused Gibbs.

"She ran off after Jackson confirmed he was responsible for the mumps outbreak," explained Bishop, "Turnsout that she had no idea about his plan, and was horrified when he murdered everybody."

"We've got info for you and McGee as well," said Gibbs dryly, "Lewis Thompson and Robin Smith were the other two men with goblin masks, who broke into the Dalys house and terrorised Audrey."

"That fits their profile," growled McGee through gritted teeth.

"It also turns out that this group are also responsible for a number of attacks on medical facilities and for causing small outbreaks in children across the country," stated Gibbs, "Turns out that Louis Boggs was also a member and was responsible for that incident with meningococal A a few Christmas's back."

"Seriously!" cried Ellie in shock, "hey … you don't think Jackson knew about Emma going to those Christmas parties, do you?"

"I don't know," replied Gibbs thoughtfully, "We'll ask him once he's found."

Jimmy was looking at the scene before him. "There's going to be a lot of remains scattered about," he lamented as Gibbs came to stand next to him, "I've got a lot of work to do."


Audrey decided to try and take her mind off of the fact that Thomas Jackson was stalking her. She and Emma went to the Crystal City shops in Arlington for a shopping spree and some quality mother/daughter time. Two hours later, they left Target with all of their purchases.

"That was a lot of fun." said Emma cheerfully as she walked beside her mom.

"It sure was," replied Audrey, smiling, "But we parked all the way on the other side of the mall."

Audrey spotted a nearby alleyway and pointed. "Come on, Emma, we can cut through there." she said.

Emma shuddered as she looked to where her mom was pointing, causing her to feel frightened. "I don't like that idea," she said nervously, "It's dark, and I heard that bad people lurk in alleyways."

"Don't worry, sweetheart, you'll be perfectly safe." assured Audrey as she took her daughter's hand.

Continuing to push the shopping cart with her other hand, Audrey began to make her way down the alley, Emma beside her.

"We'll just be a few minutes," stated Audrey before pointing, "look, we're almost there, I can just about see the parking lot."

Audrey's ears suddenly pricked up at the nearby sounds of footsteps. Feeling like someone was following her, the brunette walked faster and started to take out her cell phone. Getting ready to dial 9-1-1, Audrey and Emma yelped as Thomas Jackson jumped out at them, grinning wickedly.

"Hey, Audrey." greeted Thomas in a sinister manner.

"Thomas, w-what a surprise!" cried the brunette nervously, thinking that it would be best for Thomas to not know that she was on to him.

"Don't play dumb with me, you were expecting me," hissed Thomas seductively, "I met two of your navy cop pals earlier. I blew up a facility and I think they might now be in bits."

"No." cried Audrey in a voice quivering with fear.

The brunette began to slowly walk away with Emma, but Thomas suddenly grabbed her arm and gripped it tightly.

"Let go!" cried a shocked Audrey as Thomas tightened his grip.

"Come on, you know that you want me, I can see it in your eyes," said Thomas seductively before swinging the terrified brunette around and pinning her against the nearby wall, "You know that you want me. I can satisfy you in ways Kevin couldn't even imagine."

Thomas leaned in closer and tried to kiss Audrey, who was pushing him away. The brunette took advantage of the situation and stomped her foot down on Thomas's foot, causing him to yell out in pain and back away. "Get away from me!" she yelled, hoping to catch the attention of any passer by.

The mad man launched himself at Audrey and planted a kiss on her lips, causing the woman's eyes to widen in horror. Audrey pushed Thomas away, but he kept trying.

Emma watched in horror as Thomas attempted to hurt her mom. "Leave my mom alone!" she yelled.

And before anybody could stop her, Emma ran over and kicked Thomas in the shin. The former navy officer yelled out in pain, turned towards Emma and raised his hand, preparing to strike.

Audrey quickly leapt in front of Emma, causing Thomas to slap her across the face instead.

"You monster!" yelled Audrey in outrage, "leave me alone, or I'll call the police and have you arrested for assault."

"You won't," replied Thomas confidently, "I can find you easily, I've been watching you for years: I know where you live; I know where you work and I know where your kids go to school. I'm the guy who wore a goblin mask, broke into your home and threatened you and your brat with a knife when she was just six months old."

"Oh God." cried Audrey in horror.

Thomas leaned in and sniffed Audrey's hair, he then began to caress her cheek, causing the brunette to shudder.

"Please don't," pleaded Audrey, "I'll get a restraining order against you, I'll press charges and call the police on you, and then I'll sue you for harassment."

"Really? you think that will stop me?" sneered Thomas, "It won't, nobody can stop me, I will have you, or nobody will. I will kill your family, friends and those remaining idiots from NCIS."

"Are you threatening me and my family?" asked a horrified Audrey, now shaking in fear.

Audrey shoved Thomas away, ran over to the shopping cart, grabbed a frying pan she had bought and whacked Jackson across the face with it, sending him to the ground. "GET AWAY FROM ME!" she yelled in horror before hitting him in the arm as he tried to block her blows and regain control of the situation he was clearly loosing.

"GET AWAY FROM ME!" yelled the brunette again as she raised her makeshift weapon again, "if you ever come anywhere near me or my family again, I'll destroy you!"

Thomas, realising that he wasn't going to win ran off.

Audrey saw that Emma was trembling in fear. The brunette placed the frying pan back in the cart, rushed over and hugged her precious daughter.

"Shhh, shhh, it's okay, baby girl, he's gone now." assured Audrey in a comforting manner.

After a few minutes, Emma calmed down. The two quickly went into the parking lot, Audrey took a carton of orange juice from one of the bags and put the shopping in the trunk.

Audrey took Emma to a nearby bench and sat down. The two of them sat there, drinking the juice in silence; the drink seemed to help calm them down. The brunette took out her phone, called Kevin and told him about the incident. She tried not to cry, but couldn't help herself. Kevin was scared and angry.

After a few more minutes, Audrey took Emma's hand and they walked over to the car. Audrey got into the car with Emma and drove off.


Over at a navy base, Louis Boggs watched as a black car parked itself near the base. Louis was a tall man in his late fifties with blonde hair.

Gibbs hopped out of the car and approached the man. "Captain Louis Boggs." he said, smiling.

"Agent Gibbs," said Louis in surprise, "I haven't seen you since Christmas 2013; how have you been?"

"Been good," answered the silver haired agent, "Sadly this isn't a social call. I need your help."

"With what exactly?" asked Louis curiously.

"What do you know about Fight back Against the Vax?" questioned Gibbs.

"How do you know about that group!" cried Louis in shock.

Gibbs quickly explained about the case that he and the team had been working on. When he finished, Louis looked back at him in shock.

"My god," cried the navy captain in horror before sighing, "I'll … take it … you know the truth about the little outbreak I caused in 2013?"

Gibbs simply nodded.

Louis sighed. "Look, Agent Gibbs, I'm not proud of what I did … but I thought I was doing the right thing at the time," he explained in a guilty tone of voice, "when you visited me in quarantine and told me about the kids, it changed my perspective on vaccines… not to mention what happened to poor Lloyd Grunfeld."

Gibbs nodded sadly. Lloyd Grunfeld had handled Louis's Santa suit, causing him to become infected.

Gibbs took out his phone as it started ringing. "Yeah, it's Gibbs," he began, "What? whoa, whoa, whoa, slow down, when?"

As Gibbs continued to talk, his voice grew more concerned. "Right, I'm on my way." he said.

Gibbs ended the call, put his phone away and headed for the car. "Got to go, there's been an incident." he explained hurriedly.

Gibbs got in and suddenly drove off.


Gibbs soon arrived at the Dalys house and found McGee and Bishop were already there. Kevin and Audrey were sitting on the sofa. Kevin had one arm wrapped around his wife, who looked mortified.

"Kevin, Audrey, what happened?" asked Gibbs in concern.

"J-Jackson cornered me in an alleyway near the Crystal City shopping mall," explained Audrey in a terrified whisper, "He tried to kiss me, but I stomped on his foot, then he tried again, and so Emma kicked him in the shin, so he went to slap her, but I got in the way. Th-then he told me that he knew everything about me, a-and that I wanted him … s-so I attacked him with a frying pan."

"I asked the security team for their CCTV, so hopefully we'll get something." said McGee through gritted teeth.

"If I had been there, I swear to God, that animal wouldn't have made it out of that alley alive." snarled Kevin furiously.

"We'll get him, Kevin, don't worry." assured Gibbs calmly.


A bit later on, the team were in the bullpen; McGee thankfully had an update.

"Mall security sent over the CCTV footage," informed McGee before clicking the remote for the plasma screen, "One camera picked up Jackson fleeing the alleyway."

The team watched the grainy, black and white footage and saw Thomas running out of the alley.

"He'll be bitter after Audrey whacked him with the frying pan." teased Bishop, grinning slightly.

"And we need to find him before he does something really bad." stated Gibbs in a gruff manner.


The next day, Thomas was standing in front of several men. They were all armed with guns. Jackson had something big in mind; the mumps outbreak had only been the first part of his plan. He and his men then got into the car and drove off.


In the ICU ward of Washington General, Kasie, Delilah, Audrey, Johnny, Morgan and Emma arrived for volunteer day, helping to keep the sick kids entertained, especially since a few were victims of the recent mumps outbreak.

"I'm surprised you still wanted to do this, Audrey." remarked Delilah.

"I'm not going to let some sick, perverted psychopath scare me into hiding in my own home." replied Audrey.

"That's the spirit." said Kasie, "By the way, where are Breena and Victoria?"

"Running a bit late, but she'll be here." explained Delilah.

A male doctor approached the group. "Ahh, you must be the volunteer group; excellent," remarked the doctor, "I'm Dr. Henderson."

After giving their names and signing in, the group started handing out gifts to the worried parents so that they could give them to their children. Some of the parents had the siblings of the sick children with them.

Jennifer Richardson turned and saw Delilah rolling up to her.

"So, how are you holding up?" asked the brunette in concern.

"As well as can be expected," answered Jennifer quietly, "I can't believe I was stupid enough to listen to that anti-vax group … first two of their members murder my husband, n-now my kids are s-sick."

"Don't keep beating yourself up over what's happened," said Delilah sympathetically, "Just look to the future and learn from your mistakes."

Suddenly, the lights in the ward went out, alarming several people.

"What the hell?" muttered Delilah in confusion.

The brunette took out her phone and tried to call Tim; intending to ask him if there was a blackout, but cursed to herself when she saw that her battery was flat. The brunette rolled over to a nearby phone and tried it, but it just had the same response, making her realise that the power was out.

The front doors to the ward suddenly burst open and several men in dark clothing and coloured bandannas stormed in, followed by Thomas Jackson. They were all armed with guns. The parents all hugged their children protectively.

Delilah quickly rolled over and grabbed the twins, holding them tightly in a protective manner.

"GET DOWN ON THE GROUND NOW!" roared Thomas as he waved his gun at the terrified parents, doctors, nurses and children.

Most of the parents, doctors, nurses and children went down into sitting positions, looking utterly terrified. Thomas and the other men took out zip-ties, marched over to their hosages and tied the zip-ties around their wrists and ankles.

Thomas turned and saw Audrey in the corner, hugging Emma in a protective manner. The former navy officer marched over to the brunette, grabbed Emma, threw her to the floor, grabbed Audrey's arm and dragged her to the other side of the room, ignoring her terrified whimpers. "You're mine." he whispered into her ear.

Audrey, taking advantage of the way Thomas was holding her, jabbed him in the gut and tried to run, but Thomas was too quick. Thomas wrapped one arm around her neck and pressed his gun to her temple.

"Please, don't hurt us." begged Audrey.


Over at NCIS HQ, Gibbs, Bishop and McGee were sitting at their desks when Gibbs's phone suddenly rang.

"Yeah, it's Gibbs." said Gibbs as he answered.

"Gibbs!" came Kasie's rather alarmed voice, "Listen, you need to send help and quick."

"Whoa, slow down, Kas, what's wrong?" asked Gibbs in a worried tone of voice.

"Me, Delilah, Audrey and the kids went to the ICU ward at Washington General for volunteer work, but now Thomas and some of his goons have taken the whole place hostage," explained Kasie in a panicky voice, "Me and Delilah managed to find a place to hide while the men were distracted with tying everybody else up, but we're not sure how lo-

Gibbs felt his blood turn to ice as he heard a muffled yell, followed by Kasie screaming in fear. The phone suddenly went dead.

"Kasie? Kasie!" cried Gibbs in horror, "Don't worry, Kas, help's on the way."

Gibbs ended the call, stood up, grabbed his gun and badge and headed for the elevator. "Grab your gear!" he barked, "Jackson's taken the ICU ward of Washington General hostage; Kasie, Delilah, Audrey, the twins and Emma are there. McGee, call Kevin. Bishop, call Metro PD."

McGee and Bishop took out their phones as they followed Gibbs into the elevator.

Gibbs was thankful that Breena wasn't caught in the middle of all this, as that would send Palmer into a complete panic.


Over at the ICU ward, Breena entered with Victoria holding her hand. Breena was weirded out by the lack of light.

"Hello?" she called out in confusion, "Is anybody here?"

Quite suddenly, a figure in a blue bandanna grabbed her around the neck, causing Breena to scream in fear, which caused the man to cover her mouth with his hand. Another man grabbed Victoria and carried her away, kicking and screaming.

"MOMMY!" wailed Victoria in terror.

The man then let go, grabbed a chunk of Breena's hair and dragged her down the ward, ignoring her terrified begging.

"Oh God, please don't hurt me or my daughter." begged the blonde in a voice quivering with fear.

Breena was pinned to the floor. The blonde shuddered as she felt the cold barrel of a gun being planted into the back of her head.
