A/N: So I reread this story and realized a lot of things are a bit confusing. So let me clear it out. First of all, goblins are not all nice and 'we hate child abusers and thieves and will do anything to make up for Albus Dumbledore bending the laws to steal form Harry' goblins i see in a lot of fanfics. I still like those, but I can't write them like that. The thing about my writing is that I am a student who uses my free time for fantasy writing, and Fanfic is my writing exercises as well as free advice, reviews, tips, and an editor for Dark Marauders (check it out). My goblins will also not be vicious bloodthirsty monsters because that would severely inhibit their abilty to run a bank. They are very human-like, no two are identical (in canon even Fred and George have their differences if you look hard enough). They will be humanoid in personality. But the way their government works, since they do banking all over the world, a contract is a contract. Breaking one has bigger consequences than in our government, but on the other hand they have other things that are ore lenient that i haven't yet decided upon. But they will do anything legal, and a lot of things not to get money. And here, as you will see, even if I didn't explicitly state it, Sirius' ancestor had made a very lucrative deal with the leader of the goblins that benefitted many goblins, and himself, he was a black after all. He earned the respect of goblins, therefore Sirius can pay the goblins for political asylum, as the goblins are not a hundred percent under the ministry's jurisdiction, And I can very clearly imagine the ministry accepting a treaty in which goblin citizenship makes one ineligible by ministry law, as they only expect goblins, and maybe 'half-breeds' to get goblin citizenship. And then boom! Sirius black and Harry potter show up, forget that stuff is supposed to be impossible, and do it anyways, and there you have it. Sirius never went to Azkaban, and neither did Bellatrix.

It had been a day since James and Lily potter had died, and Sirius Black was trying to put off his grief. He was in Gringotts, completing a particularly useful Black Family Tradition, keeping their wills with the Goblin Nation, instead of the ministry. Because while the ministry occasionally lost a particularly pesky will, with everything off the person's going after the ministry, or rather it's head employees, the Goblins always distributed everything according to the will, thee only exception being if a beneficiary was barred from the bank, under which circumstances their heir or will's beneficiary was chosen. So Sirius was doping one of the only sensible things his father had ever told him to, and waiting for his account manager to help him edit his will to make Harry James Potter his heir in everything, with the exception of a little bit (a few million galleons, Sirius was loaded) going to Mooney, and Wormtail's bit cut out.
Then the doors burst open. Sirius didn't turn, expecting it to be his cousin in law Lucy's (Lucius Malfoy) dramatic entrance, but it was not to be. There the Ministry's favorite toady in Auror robes, Auror Dawlish, with a few brawns without brains in Auror robes backing him up.
"Sirius Black you are under arrest for yesterday's murder of Lord and Lady Potter as well as the kidnapping of their son." Sirius was frozen in place. They were accusing him? The ministry was officially insane. "We have been authorized to use all means necessary to bring you in" That's when Sirius made his decision. He would be lucky not to be thrown into Azkaban without a trial, and with barely an 'everyone knows he's guilty' coverup. That was what they had done to Hagrid this morning, and Sirius doubted the kindly half-giant would get so much as a glance from Bagnold.
So Sirius finally remembered the other useful lesson his father had told him. "If the ministry ever gives you any trouble, remember. Your namesake, my grandfather, Sirius Balck II was a friend of the Goblin Nation for saving the life of their leader's brother. As his descendant, you can ask for sanctuary with the goblins. Even if you can't make a deal with them and they decline, you've bought yourself another day or two. But do your very best so they agree. Goblins can cut a damn harsh deal, but they always keep their word, especially when it's signed in blood."
So Sirius turned to his rapidly approaching account manager, just as Dawlish wall finishing the words of the killing curse, and blurted "As as the Great-grandson of Sirius Black II, friend of the goblin nation, I request sanctuary from wizardkind," and hopes dearly he got the words right, as he ducked the green stream, knocking into another goblin and helping him out of it's way as well.
The Goblin next to the account manager smiled and barked out several orders in what he guessed was gobledek, the true name of the goblin language, instead of gobbledygook, that butchery of a name that wizards normally used. Three goblins with spears advanced on the wizards, ducking out of the way of stunners sent their way. The goblin who had barred our orders spoke clearly, "You are attempting to steal from Gringotts Bank. If you wish to arrest our customer you must wait for him to leave the bank as per bank policy. For attempting to draw your wand and firing offensive spells at Goblins, your personal vaults have been seized. If you continue, we will seize your family vaults." Dawlish and his aurors continued shooting spells. "Your family vaults will be seized. Get out, enemies of the Goblin Nation!" The pikes were brought forth, one of the aurors skewered before Dawlish and the others ran out of the bank, apparating back to their cozy offices in the ministry as soon as they got past the steps.
Ten years later, Sirius Orion and Bellatrix Druella Black were the first Allies of the Goblin Nation since the founders of Hogwarts, though not the only ones. When a goblin offers you a good deal, you take it. No matter what you have to pay.
