Let's hope this breaks my writer's block. And while I admit Tooru isn't my favorite character(that honor goes to Tsu) I do like her and thought this would be a good idea. Without further delay

Darkness and Light, Into the Chaos!

Deku watched as the police loaded Overhaul into the transport. He had been hard to beat, but with Eri's help the hero in training had managed to defeat the yakuza leader. The police moving the restrained villain hit a bump in the(destroyed) road and a small red box fell to the ground. Midoriya picked it up and opened it, seeing five red bullets. He glared at the objects. These were what Overhaul had sought to create. A way to permanently erase Quirks. Because of a madman, such vile weapons existed.

Then he recalled something one of his friends had confided in him. How she was born with her Quirk. How she was teased and bullied for it. And how she would give anything to just turn it off for even a few minutes. He knew he should give the box to the police. That he should do what he could to make sure they never saw the light of another day. It was what a hero would do.

He pocketed the box before anyone noticed.

"Hey Mei? Are you here?" Midoriya called as he entered the Support Class lab. The lack of explosion as he approached made him worry the eccentric inventor wasn't in.

Almost as soo as he had opened the door, the pinkette appeared right in front of him with a cry of "Right here!" which of course caused the green-haired hero to shriek and fall on his ass. "Hey Midoriya! What's happening?" she greeted cheerfully. "Did you come to see what my new babies I have?"

"Actually, I wanted to ask you about something." Midoriya replied, explaining what he had in mind. "Do you think it'll work?"

Mei put a finger on her chin as she thought. "Well, it would need one of those Quirk thingies to even try, but if I could synthesize it it would be even better. But if it all goes well, and we put it together right, I could see it working." she replied after a minute as she began rummaging through the various piles of material. "This is a good idea, Midoriya. If we can figure it out, arresting villains abusing their Quirk will become way easier for police and heroes alike."

"Right?" Midoriya replied with a smile, taking the box out of his pocket. "Here are the samples I have. There are only five, so try not to use them all up." he requested.

"Roger! Anything else?" Mei asked with that broad grin.

"W-Well, do you think you could make one of these Quirk Suppressers into a bracelet?" he asked nervously.

Two months later

Midoriya looked at the red box in his hand, smiling slightly at the thought of granting one of his classmates, one of his friends her wish. Mei had managed to synthesize the Quirk Suppressor two weeks after he had brought the project to her attention and managed to make the finished product. Another two to get the materials Mei needed to make the tools. Then came the weeks of testing. And after a few explosive failures, she had done it.

Now Midoriya entered the dorms where everyone was having their usual chats in the common room, he zeroed in on his target. "Hey Hagakure!" he called, catching the invisible girl's attention as he approached. "S-so I saw this today and thought, you know, you might like it." he explained nervously, handing her the box.

The box began floating as Tooru took it. "That's so sweet Midoriya! Can I open it now?" she asked. After a quick nod from the green-haired hero, she opened the box to see a beautiful (if somewhat bulky) bracelet decorated with various cats, puppies, and a few birds. "Oh my gosh! So cute!" Tooru squeaked.

"Well, what are you waiting for? Put it on!" Mina urged excitedly. Tooru did as requested, lifting the bracelet from the box and slipping it around her wrist. It fit her perfectly as she clasped the ends together with a soft click.

Everyone's jaws dropped as the floating clothes were suddenly filled by a girl with waist length black hair, pale skin that anyone could tell had never been touched by sunlight, and chocolate color eyes. Everyone was speechless until Bakugo came into the room, having left to get a drink.

"Huh, so that's what you look like." he grunted, popping open his soda can. That seemed to break the spell on most of Class 1-A as they all began talking at once.

"Oh my gosh, you're gorgeous!" Mina gasped.

"To think your quirk was hiding someone so beautiful." Momo agreed.

"Hehe, hey Hagakure, how ab-urk!" Mineta began before Asui(Call me Tsu!) um... Tsu slapped him with her tongue.

"You look really good Tooru, ribbit." Tsu croaked with a smile.

"Damn girl! I can't believe how all that hotness has been hidden." Jirou whistled.

As everyone gave their compliments, Tooru turned to the one she knew made it happen. "H-how?" she asked. Midoriya explained how he had pocketed the Quirk Eraser that Overhaul had been working on and brought it to Mei with the idea of using it to catch criminals. He explained how he had been the one to test them each time, to make sure the loss wouldn't be permanent.

"And you don't have to worry about being visible all the time." he added. "Just take the bracelet off and you're the Invisible Girl again."

Tooru's next move surprised everyone, though it really shouldn't have. With tears of joy in her eyes, she tackle-hugged Midoriya. "Thank you, thank you so much Midoriya!" she chanted over and over as she cried into his shirt.

After getting over the fact a girl was crying into his shirt(and a glare from Mina that he wasn't acting), he put his arms around her and hugged her as she cried. "You're welcome Tooru. I'm glad you like it." he replied softly.

The next day in class, Aizawa's eyes widened in shock as his invisible student sat proudly at her desk, admiring her bracelet and very much visible. He decided not to mention it, less headache that way.
