A/N: We get into the past of Monarch in this chapter. We see a lot of new faces in this chapter.

Chapter Six: The Monarch of Old

The group of four watched in amazement as the time machine traveled through a tunnel through the space-time continuum. When they looked to the left or the right, they could see as if time for Thirteen's Earth was rewinding.

(Cue Cha-La Head-Cha-La from DBS Broly)

They all felt as if the time machine was starting to stretch and let loose some screams as the time machine went faster through the time tunnel. The four noticed how there were some clocks floating in the time tunnel as all of the hands spun both ways.

Cha-La Head-Cha-La

Soon the time machine stopped stretching and they could see the end of the time tunnel coming up fast. Android 17 was able to make the time machine go a little bit faster towards the end. The time machine reappeared over a different Washington DC. As the four looked about, they could greatly tell that they were in the past since there was no Monarch Facility underneath them. 17 quickly started to land the craft somewhere so they wouldn't be seen.

Cha-La Head-Cha-La

Once landed, 17 opened the hatch and both he and Broly looked about to see if anyone had noticed them. When they had the all clear, Broly took Lemo and Cheelai into his arms and jumped out of the time machine. 17 was the last to get out before turning back to the time machine and pressing a button on its side. The time machine was instantly transformed into a capsule and clanked as it fell to the ground. 17 quickly reached down and grabbed the small capsule.

Cha-La Head-Cha-La

"Ok. Let's get going." The android said as he placed the time machine into a capsule holder before placing it back into his pocket. The four then walked into an ally in the city and made sure to keep a low profile. 17 and Broly were able to blend in a little better than Lemo and Cheelai, but they had a plan to fit in for the time being. Both of them wore sun glasses, though Lemo's had a fake mustache attached to it.

"I think we should do a little recon of the era." Cheelai suggested. 17 looked back and said, "That's a pretty good idea." Then looking about as they entered the streets of 1973 Washington DC, "We need to figure out where exactly we need to go."

(Cue Project Monarch from Kong: Skull Island)

"Right." The other three said and all four walked further into the city. They soon came by a shop that sold television sets. Looking into the window, they saw a broadcast of everything that's happened recently in history. A man stood at a podium, the name Harry Truman was bold on the screen and he said, "If we can put this tremendous machine of ours, which has made this victory possible, to work for peace, we can look forward to the greatest age in the history of mankind."

They saw a few clips of people returning from wars in the last several decades. Cheelai then commented, "They sure have done a lot of fighting."

"And it'll get worse if we don't get to that island." Lemo added. They listened closely when another man said, "The speed of progress in the satellite project cannot be taken as an index of our progress in ballistic missile work."

"I feel we're on the brink of an area of expansion of knowledge about ourselves and our surroundings that is beyond description or comprehension at this time." A third man said in a video of a meeting. They got really interested when a news reporter said, "As citywide protests have brought congressional committee hearings to a standstill, promising more gridlock in the days and weeks ahead. Several government factions are heading to the Senate Building to try and help in the dilemma; such as generals that fought in the war, or others like Monarch."

"So we need to go over to the Senate Building." Cheelai guessed. Broly then said, "Let's hurry and get over there."

"But how do we get there?" Lemo questioned. Then he pointed out, "I don't think we should fly."

"He's right." 17 said, scolding himself. Then he said, "This isn't like the Thirteenth Earth that we know. These people don't know about the other universes yet."

"So we walk?" Cheelai asked. 17 nodded to confirm it, "It's our best option for right now. But we could try going towards the pillar over there."

They all looked to where he was pointing and saw it. All four of them moved quickly towards the pillar, unaware they were being watched.

Geras stood on one of the roofs as he had observed their arrival. He had arrived a few days ahead of the creature. It was still on its way and would be arriving in a few days. Geras then said to himself, "These people from Universe Seven will not be able to stop what is coming. And I will take pleasure in disposing of them should they become a problem."

But he didn't go after them as he knew that he was mostly there to observe. He would continue to watch until his mission was complete. A gentle breeze blew by and Geras allowed himself to be disintegrated and blown away.

Senate Building…

Arriving at the White House in a cab, two men sitting in the backseat observed the chaos that was going around them. As he looked about, the older man named Bill Randa then said, "Mark my words. There'll never be a more screwed up time in Washington." Both men exited the car as he then said, "But we can't let it stop us."

(End of track)

A younger Dr. Brooks held a briefcase with the symbol and name of the organization 'Monarch' in his left hand as he stepped out. The chaos around the car didn't get any better as people shouted at each other. Even the cab driver was shouting, "Come on already, let's go!"

Both Dr. Brooks and Dr. Randa walked into the doors of the Senate Building. As they passed by people in the halls, Brooks then suggested to Randa, "Maybe now's not the best time to ask."

"Monarch is on the cusp of being shut down, Brooks. We're broke!" Bill pointed out. Then he added, "When this war ends, we'll never get approval for our expedition."

Neither of the two said anything else as they continued walking. In one of the rooms, people were working on projects of their own. One man was using a much older model of a computer while a woman was going through a book. Brooks and Randa both walked in and Brooks said, "I'm not confident in our presentation. I mean, all our our materials are loose leaf. In one day," He moved in front of his college and emphasized, "one day, I could have had all of this organized and bound."

But his argument was lost as they looked to one of the televisions for an announcement from the president, "...that we, today, have concluded an agreement to end the war, and bring peace with honor in Vietnam." Randa didn't like this news much as the president said, "All American forces will be withdrawn."

"We don't have a day." Bill said, knowing the urgency of the situation. Randa then walked over a secretary and said, "Hello there. Bill Randa here to see Senator Willis."

"Of course, Mr. Randa." The secretary nodded. Then she said, "I Ieft you a message this morning about rescheduling toady's appointment." She could see that Randa wasn't liking what she said, but tried to alleviate it by saying, "But he should have something available in the coming weeks."

Suddenly the door next to the secretary's desk opened and stepping out of his office was Senator Willis and another gentleman. Seeing both Randa and Brooks while the other man walked off, but mostly Randa, caused him to sigh and said, "Oh, no."

"Al, you're looking well." Randa said as he moved forward to shake the senator's hand. Willis reluctantly took the other man's hand and shook it while saying, "So you didn't get the message, Randa?" He added, "To reschedule?"

"For the fifth time?" Randa questioned with wide eyes. Then he shrugged as he said, "I must've missed it." Then he reassured the Senator, "It'll be quick."

They walked back into the office, both Randa and Brooks sitting down and Willis placed his bag on his desk as he said, "Okay, don't get comfortable. You got five minutes. I'm late for a meeting." Then he asked while Brooks removed something from his stack of papers, "So, what, uh, imaginary monster are you hunting this time?"

Brooks placed a satellite image of an island in the shape of a skull on the desk as Randa explained, "This is a satellite photo of an uncharted island in the South Pacific." Though Willis didn't look all that impressed, Randa continued, "It has defied discovery until now."

Willis looked down at the picture as Randa said, "Many civilizations spoke of it in legends. Skull Island." Even Randa sounded impressed as he said, "The land where God did not finish creation.

"It's notorious for the number of ships and planes that have gone missing there." Randa added. Randa then asked as if it were a joke, "Like the Bermuda Triangle?"

Neither Brooks or Randa were laughing as they knew he was basically mocking them. He even continued by saying, "Or that aluminum foil hat that I like to wear on the weekends?"

"It's more like the triangle than the hat," Randa put it. Then he said, "but we like to think it's much more than that." Then he added while Brooks put another picture down, "The 1954 Castle Bravo nuclear tests weren't tests. They were trying to kill something."

Willis looked down at the picture of a badly damaged ship as Randa theorized, "I believe that there's an ecosystem out there that the likes of which we can't imagine. And the place to find it is this island."

Randa made it sound incredibly impossible by saying, "A place where myth and science meet."

"Randa," Willis said with a shake of his head, "it's a fairy-tale."

Then picking up his briefcase he started to walk out of the room. Both Brooks and Randa looked to each other before getting up and following after the Senator. Brooks collected the papers while Randa caught up with the Senator. The secretary looked to Randa with a worried look as he then pointed out, "Harry Truman didn't think so when he funded Monarch in 1946."

"In terms of sheer waste," Senator Willis said as he turned back to the duo from Monarch, "Monarch ranks right up there with the search for alien life."

"Yeah," Randa slightly agreed. But then he added, "but those guys are nuts."

Willis looked at him as if he were right up there as well. Then he turned to walk out of the room. Randa groaned in annoyance before he and Dr. Brooks followed after the senator.

Broly, Lemo, Cheelai and Android 17 had finally made it to the pillar. Then pointing to the Senate Building, 17 said, "There's where the younger Dr. Brooks is supposed to be by now."

"Great. But how do we get inside?" Lemo asked, fiddling with his glasses a little. Cheelai then suggested while placing her hands on her hips, 'Is there any way to sneak in there?"

"Heh. We could just have Broly power his way in there." Lemo joked. But none of the other three were laughing. Lemo then said, "Heh, sorry."

"But still, how do we find Dr. Brooks before he leaves for that expedition?" Cheelai asked. Broly looked to the Senate Building and felt around for Dr. Brooks' energy. He soon found it heading towards the front of the building. He then said, "We wait for him to come out. We should go to the building and let him come to us."

17, Cheelai and Lemo all looked to the Saiyan but decided to trust him. All four made their way to the Senate Building.

Senator Willis, Dr. Brooks and Dr. Randa passed by a cart of old phones. Willis sounded as if he had been wishing when he said, "We should have shut you down years ago."

"This is an opportunity for our country." Bill said, trying to make a valid case. Brooks tried to help out by saying, "Listen, Senator, Landsat is sending a mission to the island." Trying to make it sound like it wouldn't be much he said, "We could piggyback on that operation." Then he added, "With your permission, of course."

"What're you hoping you'll find out there?" The senator asked as he glanced to Brooks. Brooks then listed, "Resources, medicine, the cure for cancer, geological discoveries. I mean, possible alternate fuels." Then he said, "Senator, look just…"

Willis turned around as Brooks then told him, "Listen, to be honest," Brooks shook his head as he admitted while glancing at Randa, "We don't know for sure what's out there on that island." They looked back to the senator as he said, "Okay? But I will tell you what we do know. Tomorrow night, the Russian Novosat passes over this sector. And in three days, they're gonna have the very same images we have."

His words seemed to get the senator listening as Brooks then said, "So whatever's there, you want us to find it first." Then he asked, "Right?"

Senator Willis looked as if he wanted to say something to deny them, but he ended up saying, "I don't believe that I'm saying this, but that almost made sense."

"Uh, thank you, sir." Brooks said while Willis sighed. Then the senator then said to Randa, "So, I will get that piggyback for you." He nodded and said, "I will." But he looked both of them as he warned, "But listen to me, listen to me. This is it. It's gotta end. This is it." Then he asked, "You promise me? Last favor? Okay?"

Both men of Monarch nodded their heads, and Willis nodded as well. He turned to walk away, but Randa then called out, "Senator?"

Willis sighed as he stopped in his tracks and turned back to them. Randa then said, "One last thing." Willis gave Randa a questioning look as Bill Randa said, "I'm going to need a military escort."

The Senator glanced to his right before turning back and said, "I think I might know just the team."

"Thank you again, Senator." Bill said. Willis then turned and walked down the hall. When he was gone, Bill and Houston looked to each other with smiles and the latter of the two became excited. Dr. Randa then said, "We might as well get a move on if we're gonna be able to get this mission started."

"Right." Brooks nodded as the two started walking out of the building. Then he added, "I'll round up the necessary experts to tag-a-long for this trip."

"And I'll go see if the boys are almost done with the equipment." Randa said. The two walked out of the Senate Building and passed through the doors. But before they could walk down the stairs, a voice said from the side, "Dr. Houston Brooks?"

Both men turned to their left to see four individuals standing beside the door. A small green skinned woman wearing a coat with a skirt, an elderly man with really orange skin, white shirt and overalls. Both of them were wearing glasses while the elderly man's had a mustache attached to it. There was a young man in a black over-shirt and white under-shirt, torn pants and a red bandanna around his neck. The last person made their eyes widen, he was a tall fellow wearing purple pants, the fur of an animal around his waste, was shirtless, wild, shaggy hair and covered in scars. The man with the bandanna around his neck stepped up and said, "We need to talk to you."

Both men looked to each other with quirked brows.

Author's Note: I decided to stop it here because I wanted to start the explanations in the next chapter. But don't worry, we'll be getting to Skull Island soon enough to see Kong. Plus, we got to see a little more of Geras. I look forward to reading your reviews.
