Summary: Garou died in his fight against Superalloy Darkshine. But he didn't stay dead; instead, he was reborn into another world—one without powers—as Akai Mako. Despite having a new body, his mindset is still the same. He still hates heroes and wants to become the absolute evil. He'll take the world by a storm and become the symbol of fear.
His body was much weaker now. That was to be expected because despite being mentally an eighteen year old, physically he was a newborn. No matter how much he fought it, he didn't have as much stamina as he used to. As a baby, his days were mostly spent eating and sleeping, much to his dismay.
He may have been able to continue living, but all of his training, all of his hard work, had disappeared in the blink of an eye. His entire progress went down the drain. He would have to redo all of his training to get his body into top shape. Unfortunately for him, his plan was most likely delayed by a few years because of him being physically a baby.
When he saw his reflection in the mirror after a bath, he noted how different he looked. Aside from the fact that he was a baby, his entire appearance was vastly different. Rather than his white hair, he had tufts of black hair. His eyes were no longer gold but were rather a piercing green.
After a few days, he came to terms that the situation he was experiencing was not an illusion. Somehow, it was reality. He had seen snippets of news of news on TV showing just how dissimilar this new world was to his original one. In his original world, there was a single large super-continent divided into twenty six cities. In this new world, there were seven continents and the cities had actual names rather than just letters.
But what really caught Garou's—or rather Mako's as he had been named—attention was that there were no news about heroes or villains. Yeah, there were the occasional heroes that made the news such as police officers and such, but there were no real heroes nor was there even a Heroes Association! All of the people here were just normal humans! Some people showcased immense feats of strength, but they were nothing compared to the people in his previous world!
Another thing that Mako noted was that there were no monsters and as a result, there was no Monsters Association. There were people calling criminals villains, but there really wasn't much to them. At least he didn't have to worry about the monsters trying to kill him anymore.
He decided that would become stronger, stronger so he'll never lose again. Despite there being no heroes or villains in this world, he could still see the biasness and unfairness of justice. He would become the absolute evil. After all, he had already thrown away his humanity and declared himself to be a monster.

Mary and Shukichi noticed the stark contrast in personalities of the twins. Masumi was the typical cheery and childish personality. On the other hand, Mako was quiet and reserved. At first, they thought he was shy. But they also noticed how Mako would sneer, glare, and scoff whenever a superhero show was on TV, usually Kamen Yaiba. Those actions weren't directed at the villains but at the hero.
When Masumi and Mako turned four years old, Mary and Shukichi, as well as Masumi's and Mako's preschool teacher, noticed that Mako was exercising a lot. Rather than playing with his friends and classmates, he preferred solitude and would do push-ups, sit-ups, and planks. If they had recess outdoors, he would also run laps. Afterwards, the children would have snack time. Mako would scarf down his snacks in seconds, though it was evident on his face that the amount did not always satisfy him. At first it did, but as time went on, he wanted to eat more.
"Mako," Mary breached the topic one day.
It was a weekend so Mako exercised at home instead of at school. After he had finished, his family provided him with a larger snack than the school did. Mary and Shukichi were both worried about the amount of calories that Mako was burning and feared that he'd lose too much weight. Mako also ate a larger meal than kids his age usually ate.
"Hmm?" Mako had grown accustomed to responding to his new name.
"Don't you think you're too focused on exercising?" Mary asked. "Typically kids your age are having fun with friends. Why don't you make friends like your sister?"
'Friends?' Mako thought back to how at first, he thought when he played games with the other kids, they were his friends. But they weren't actual his friends. Tacchan just wanted to bully others and he had become one of the victims. "I don't need friends," 'Monsters don't have friends,'
'I can't force him to befriend other children,' Mary sighed quietly. 'He seems really adamant about not wanting to become friends with his classmates,' "Don't you think you're exercising too much though?"
"I know my limits," Mako knew not to overexert himself, especially since his current form was still young. If he damaged it, it could hinder him in the future.
"Mako," Shukichi inquired. "Why do you exercise so much?"
"I'm training to get stronger," Mako didn't elaborate.
"You can continue training," Mary said. "But don't overexert yourself. If you exercising too much, you could end up injuring yourself,"
I changed the summary from one without superpowers to one without heroes or monsters. What I meant by superpowers would be like the typical superpowers such as psychokinesis. Actually, since witches like Akako exist in the Detective Conan World, I guess powers do exist but just not as common as in the One Punch Man World.
Mako can still become as strong as he was before his death, but he will have to retrain his entire body to get to his peak physical condition. He also still hasn't broken his limiter yet.
