It was because the gift was from France that Alfred hoped she would stay as clothed as she was now. True, the Statue of Liberty's clothes were a part of the statue, however; who could really trust Francis not to have installed some weird chemical product or something that would make her lose her clothes.

After all, it was Francis they were talking about!
