Chapter 1 - New Beginnings

It was a warm spring day, Izumo and Kotetsu lazed on their chairs behind the counter of the check-in station by the gates. Today was a particularly slow day, not too many people left or came through. Had Tsunade saw them slacking, she would surely give them a good yelling and smack them over the head not too gently. They were somewhat lucky that Kakashi was now the Hokage, he was more chill about their slacking but he still scolded them.

"Oi, Kotetsu, get up. Someone's coming." Izumo announced, kicking the back of his friend's chair to wake him up.

Kotetsu groaned and begrudgingly sat up straight. They watched a small blonde woman walk through the gates carrying a large brown bag on her back. The woman wore a short kimono dress that ended above her knee. The skirt portion was a deep red and the top was white with an intricate rose and vines design.

At first glance Kotetsu would describe the woman as attractive but he learned to not let the attraction go any further after a particularly nasty incident with a dancer who came to the village for a festival. They watched her walk up to the counter giving them a polite smile.

"Hello." She greeted in a soft voice.

"Hey there." Izumo replied.

"Hi." Said Kotetsu. "What business do you have here today?"

The woman suddenly looked a little nervous which made the two guards a little wary of her presence.

"Um...I was wondering if you could direct me to the Hokage? I-I'm from Kiri but I recently left the village with permission from Mizukage. I'm a medic, I was hoping to move to Konoha because I heard there was a job opening at the hospital." She explained. She really hoped that the two guards did not think she was lying.

Several years ago before the war erupted, she had been part of a medic training program created by Senju Tsunade. A few select medics from Kiri and Suna journeyed to Konoha for special medical training taught by none other than Lady Tsunade, the leading medic in the entire world. She was so excited to have been chosen by her Mizukage for such a brilliant opportunity.

During the 4 month long training program, she had impressed Lady Tsunade with her skills and her ability to pick up new techniques quickly. Before she returned to Kiri, Lady Tsunade had told her to keep in touch. Lady Tsunade saw potential in her and wanted to help her unlock it. Since then, she would send letters to Lady Tsunade asking for tips and advice for new techniques she had trouble grasping. Sometimes when Lady Tsunade visited Kiri for business, she would stop by the hospital to check in on her. It warmed her heart to know that such a prominent kunoichi had taken to being her "sensei."

Recently, Lady Tsunade wrote to her saying that Konoha hospital was looking to hire several medics to either work at the hospital or join teams on missions and suggested that she come to Konoha to apply. She had been torn when she heard the news. On one hand she really wanted to work under Lady Tsunade but on the other, she was really going to miss Kiri. She was born there and had grown up there making many memories with her friends and family. Tragically, a lot of them had passed during the war. The only living family members she had left were her grandparents.

She had spent a lot of time talking to them and asking them what she should do. Being the wise grandparents they were, they told her to follow her heart, making sure to reassure her that if she decided to go to Konoha they would not be mad at her. They knew how much their granddaughter wanted to work with the Sannin. In the end, she decided to move to Konoha. One of the deciding points was that although Kiri had tons of happy memories, it also had a lot of sad ones too from her loved ones passing. So here she was, carrying a bag of her clothes and small belongings and a small wad of cash. Before she left on the boat, she promised her grandparents she would write to them regularly and visit whenever she could.

Kotetsu and Izumo were surprised, it was not often that someone left a major village to move to another one. They had a lot of people looking to start a new life in Konoha but most of them came from smaller villages and most were civilians. However, they had no reason to turn her away. She didn't appear to pose any threat to Konoha so they happily directed her to the Hokage tower.

"You see that mountain up there with the Hokage faces?" Izumo asked, pointing towards the large mountain range. The blonde woman followed his finger and nodded when she saw 6 stone faces.

"Head in the direction of that and you'll eventually see a red building. If you tell the receptionist what you told us and that Kotetsu and Izumo sent you, she'll help you with the rest."

They watched the woman give them a grateful smile. "Thank you for your help! I really appreciate it. Have a nice day you two." She gave them a small bow before continuing down the streets of the village.

The two guards followed her figure until she disappeared in the crowd.

"Cute girl." Kotetsu commented. Izumo nodded in agreement.

"Looks a little young though."

"Yeah. Why do you think she left Kiri?" Kotetsu inquired, slouching back into his chair.

Izumo shrugged. "Probably got bored of the dreary weather." The two guards soon forgot about the woman and went back to napping.

When she arrived at the Hokage building, she looked up at the massive structure. She took a deep and calming breath before pushing open the door. Just like the two nice guards said, the receptionist was more than happy to help the young woman start the process of applying for a Konoha citizenship. First she needed a picture for her application so the receptionist pulled her to the side where a photo taking station was set up. While they were waiting for the photo to develop she was handed a clipboard with an application form clipped to it.

"If you could just fill that out, I'll pass it to the Hokage after you are done. If he agrees to allow you to stay, you will be put through a probation phase. The probation phase lasts 2 weeks and is mostly just to see if there are any immediate red flags. It's usually just a formality anyways. But once you pass that phase you will meet the Hokage and he will grant you official citizenship."

The young lady nodded in understanding and took a seat on a plush chair opposite to the reception desk. She began to fill out the rather long application. After 10 minutes she was done and handed the application back to the receptionist.

"Thank you. I'll take this up to Hokage right now, if you could just wait here I'll be back with a response in about 20 minutes." She watched the receptionist walk up the stairs and patiently waited for her to come back. However, 2 minutes later the receptionist had returned with a frown on her lips.

"I'm sorry, but it seems the Hokage stepped out for a bit. I left your application on his desk and will tell him to look at it when he's back. I'm not sure when he's going to be back so how about I set you up at a hotel for now? We will find you when he makes his decision."

"That would be nice, thank you." The receptionist nodded and opened her drawer. She pulled out a piece of paper and scribbled something on it. She handed the paper to the woman.

"There is a hotel down the street. If you make a left outside of the building and make a right at the second alley, you'll just have to walk straight from there and you'll see the hotel. Give this to the receptionist and they will set up a room for you free of charge."

"Thank you for your help!" The blonde woman said cheerfully.

"Not a problem dear, I wish you all the best!" She watched the young woman leave the building.

Several hours later the door opened again and the receptionist was delighted to see the Hokage had returned from wherever he was.

"Hello Mai, did anything new come up while I was away?"

Mai nodded up at the tall Kage. "Yes, sir. A woman came back seeking citizenship. I left her application on your desk, she's currently staying at one of the hotels."

Kakashi nodded at the new information. He gave her a closed-eyed smile and thanked her before making his way up to his office. He collapsed into his chair completely exhausted. He quickly found that he was not quite suited for the life of a Kage, it really didn't match his apathetic disposition. The job wasn't particularly hard but it was demanding what with the endless mounds of paperwork, meeting miserable old political figures, and receiving complaints after complaints about something.

The last week had been especially hard because his trusty advisor, Shikamaru, had decided to take this week off to visit Temari in Suna. He knew the young man was smitten with the sand kunoichi, so who was he to stop Shikamaru from pursuing her? But that meant that Shikamaru wasn't here to help him with his work. When Kakashi was being trained by Tsunade to be the Hokage, Shizune trained Shikamaru to be his right-hand man. After three hours of pushing through document after document, Kakashi decided he needed a break and went to visit the memorial stone. He stayed there for a couple hours lamenting to his late sensei about the difficulties of being the Hokage.

Kakashi sighed; as much as he wanted to take a stroll in the forest with his good book, he took his duties very seriously. A lot of things in his life changed when Tsunade called him into her office to tell him of the 'exciting news.' The one thing that didn't change, however, was his habit of always being late. Admittedly, he was earlier than he used to be, but still late nonetheless.

He took off his Kage hat and set it down on the edge of his desk. His eyes wandered to the clipboard that Mai had set on his desk with the application from the new girl. On the corner of the application was a small picture of her face. Even though it was a picture, he couldn't help but notice just how blue her eyes are. Her blonde hair was pulled into a braid that came around her shoulder and fell over her chest, a few stray strands framed her soft face.

His eyes wandered further down the application to read over the information she provided. 25 years old, stood at 5'4, originally from Kirigakure, only her grandparents were alive, and has experience working as a medic both on and off the field. Basic and trivial information...what really caught his attention was the reason why she decided to seek citizenship in Konoha.

It surprised him to learn that she had a connection to Tsunade. He remembered the medical training program she mentioned because when it was happening he was put on mandatory bed rest for several weeks after running his chakra reserves dangerously low. Despite being there for a while, he didn't recall ever seeing her. He remembered how awful of a time it was being at the hospital, more so than normal. Tsunade, Shizune, and Sakura had been the primary instructors for that program and as part of the training regiment, they allowed the students to tend to some of the patients. Let's just say after horrendous incident after an incompetent student caused him more injuries than they healed, he demanded that only experienced staff could see to him for the remainder of his stay.

It was interesting to him that she would leave her home to pursue a job in Konoha. His mind started to consider some possible reasons why, the most likely being that she wanted to start a new life after losing her family. He knew Tsunade was going through a new round of hiring for medics so that was probably the cherry on top that helped her make her final decision. Since she had been under Tsunade's tutelage for a brief time and worked as a medic in Kiri, he assumed that she had skills. However, he would still confer with Tsunade first.

With his final decision he left his office to notify Mai of her next steps. The poor receptionist was startled out of her skin when she heard her name being spoken unexpectedly.

"Ah...I'm sorry Mai. I didn't mean to startle you." Kakashi sheepishly apologized, scratching the back of his head. This wasn't the first time this happened, he always forgot that Mai had no ninja training so she wasn't as aware of her surroundings as shinobis would be.

Mai laughed lightly at her boss while collecting the papers that she had dropped on her desk. "It's okay, no harm done." She continued to laugh but mostly at herself this time. You would think that after working around shinobis for nearly a decade she would be better at not getting startled, but that was clearly not the case. Some of her colleagues would get a kick out of inattentiveness, it drove her nuts but she loved her job regardless.

"So what did you need, boss?"

"I just went over the application you left on my desk. Please tell her she may stay in the village, I will send for her in two weeks' time."

Mai nodded and stood up. There weren't too many staff around at the moment so she couldn't really send anyone on her behalf.

"Sure, I can do that. I'll be back in a few." She said before walking out the door. Kakashi smiled and returned to his office to do some more work.

Kakashi had no doubt in his mind that Ishii Mizuki would make a fine addition to the village.
