The years before Quells were always filled with action, though the Games themselves were never as exciting.
Despite there having only been one Quell so far, and two approaching-the-Quell years, Dulsche's team had been relentlessly preparing for an even wilder year for the 50th. Because of this, the 49th Games didn't promise to be action-packed. The Gamemakers had put minimal effort into it, instead looking ahead at the future Games' even though they didn't know the twist yet.
Dulsche had been the Head Gamemaker for three years after the previous Gamemaker died in a train crash on the way to th District 5 reaping. Duschle had been called to step in at a moment's notice to pull off an incredibly complicated Game that lead to a spontaneous lifestyle for the forty-year old.
If you took the 24th Games and compared it to any normal Game, such as the 35th, any Capitol citizen would say the latter had been more riveting. The thing was, the Gamemakers were so busy preparing for the next Quell they hardly gave any attention to the Games in front of them.
However one couldn't say that these Games were completely dull. The victor from the 24th, though less known than other victors, had won in a particularly memorable fashion: they'd tricked the other tribute and also their ally into thinking there was still another trobute they ne3ded to hunt down, before killing that tribute with a rare poison berries.
So this Games could be just as exciting, despite the incredibly beautiful arena the Gamemakers had already begun to build for next year. They would just have to wait and see who the selection of tributes there were this year.
And that, Dulsche knew, was the key to a good showing.
